CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday December 20, 1972
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 7:30 p.m. in the Council Conference Room, Civic
Center, 276 Fourth Avenue, with the following Councilmen present:
Councilmen Scott, Hobel, Hamilton, Hyde
Absent: Councilman Egdahl
Also present: Acting City Manager Bourcier, City Attorney Lindberg, Acting Director
of Planning Williams, Director of Public Works Cole
JOINT MEETING WITH MEMBERS At the City Council meeting of October 24,
OF THE ENVIRONMENTAL CONTROL 1972, the Council considered a request of
CO~ISSION the Environmental Control Commission to
hold a joint meeting to discuss the
Environmental Intern Program.
Mayor Hamilton read the letter of December
19, 1972, submitted by the Environmental
Control Commission, in which they stated
they would like to maintain a link with
the Program by remaining open to the City
staff as far as recommendations of project
areas, with the understanding that the
Commission will simply assist in the solu-
tion of projects, but not control the
Program.
List of projects not Mr. Alber~ Hooper, Chairman of the Commission,
by priority stated that the items listed in an attach-
ment to this letter were not on a priority
basis.
Alan Miller Mr. Miller stated he had been acting as
Environmental Control Commission a liaison with the City staff to discuss
items which may be brought forth by the
Environmental Control Con~nission for study
by the Environmental Interns.
Current projects under study Acting Director of Planning Williams dis-
cussed the projects the Environmental
Interns are working on at the present
time, namely: (1) trash recycling and
(2) vegetation and wildlife in the marsh.
Birdlife should be studied in the near
future.
He added that more direction should be
given to the interns as to what their
studies are about and he indicated there
is a problem in obtaining environmental
information, inasmuch as this is a rela-
tively new field.
Councilman Hyde offered the name of William
E. Stewart (Sweetwater Union High School)
as a possible source of assistance to the
interns in locating environmental informa-
tion.
Discussion ensued on various aspects of
the Program, such as: (1) the fact that
the interns are graded on their projects,
(2) they select the topics in which they're
interested, (S) wide range of subject
matter, and (4) possible assistance from
the Environmental Control Commission in
developing the scope of work for the
interns.
Albert Hooper, Chairman Mr. Hooper commented that the Commission
Environmental Control Commission had originally wanted to become more in-
volved in the program, but now realizes
that the City staff has the basic responsi-
bility. The Commission, however, would
now like to take a consulting and input
position as opposed to a directing position.
Success of program Acting City Manager Bourcier commented
on the success Chula Vista has been
having with the interns working for the
City and he mentioned the good rapport
the City has with San Diego State.
He added, in answer to Councilman Scott's
inquiry as to possible expansion of the
Program, that it might prove to be im-
practical because of the time involved
in preparing the projects. The program
might lose its effectiveness if there are
too many interns.
Commission establishing priorities Councilman Hobel connnented on the possibility
of the Environmental Control Comraission
setting up the projects on a priority
basis before being given to the interns
for selection. Acting Director of Planning
Williams stated that this is the kind of
thing staff would like to work out with
the Commission, so that the projects
would be "ready to go."
Motion to note and It was moved by Councilman Hyde, seconded
accept letter by Councilman Mobei and unanimously carried
that the City Council note and accept the
letter of the Environmental Control Com-
mission, dated December 19, 1972.
New project list Mr. Hooper stated that a new list of projects
to be studied by the interns would be
submitted in February 1973.
Comments from members of The following comments were made by members
Environmental Control Commission of the Commission:
1. The City should consider establishing
an Environmental Department:
2. There is a need for qualified personnel
in the environmental field;
3. The Chairman of the Commission should
be appointed to the Environmental
Review Committee.
Environmental Review Committee Mayor Hamilton indicated that the latter
comment could be referred to the City
Manager for a report.
Mr. Hooper remarked that this matter would
be discussed at a Commission meeting,
and could be pursued further after that
time.
SPORTS ARENA A brief discussion ensued on the proposed
Sports Arena and the traffic problems
whi~ could be generated by this new
project.
Reference was made by Councilman Scott to
the "high-speed parking lots" in downtown
Minneapolis and the possible application
of something like this or even "people
movers" in a situation such as the proposed
project.
Mr. Itooper commented on the transportation
~¥~tem i~n Japan (the use of the rail system
and ho~ sraootMy it works).
"J" STREET MEDIAN At the Council meeting of December 19, 1972,
a motion was made by Councilman Egdahl
to remove the center divider on J Street
from the point it begins to broaden west
of Broadway. He commented on the hardship
this divider creates on existing businesses.
Councilman Scott stated he would abstain
from 8iscussion of this matter.
It was noted previously that Mr. Jesse
Jenkins of the Jenkins Texaco Station,
was the person requesting removal of this
divider. Mr. Cole presented the Council
with a plat of the area in question and
stated it would cost approximately $1,000
to remove the ~iv~xtor to Point #2 on the plat,
extending further east than Point #1. It
would cost about $1,250 for removal to Point
#1. He further discussed the methods involved
in removal of the divider.
Discussion ensued on the possibility of Texaco
sharing the cost with the City for this
work.
Mayor Hmmilton commented on the fact that
the station was in existence before the
divider and consideration should be given
to this.
Motion for no further action It was moved by Mayor Hamilton and
seconded by Councilman Hobel that no further
action be taken on removal of this divider
or no further offers be made to Mr. Jenkins
until Councilman Egdahl has the benefit of
the ~nformation presented by the Director
of Public Works and that this matter be
brought back to the meeting of January 2,
1973.
The motion carried by the following vote,
to-wit:
