I am a firm believer in that I am a product of the community. I played youth sports and had many coaches who mentored me
and impacted my life in one way or another to remain focused in school and to make the correct decisions that kept me out of
trouble. My Teachers also played a very important role in my education and making life decisions that ultimately led to my
selected career in law enforcement.
Although I grew up in low income and high crime neighborhoods, I managed to stay out of trouble. My parents,youth sports,
teachers and mentors steered me in the right direction.To them I give a great deal of credit for my successes.
It was my dream to enjoy a career in law enforcement.On January 10, 1986,Chief Bill Winters hired me as a Chula Vista Police
Officer.This was one of the happiest days of my life and one that I will never forget.
I am convinced that I could not have achieved this lifelong goal had it not been for those who had a positive influence in my
life.
I believe in giving back to the community as the community has given me these opportunities.
I have volunteered for 17 years in the community as a Little League Manager and Board Member;a AYSO and YMCA boys and
girls Soccer Coach;an ASA Girls Softball Coach;Chula Vista Elementary School District mentor&tutor in their Legal Eagle
Program,and the Gang Alternative Program as an Instructor.
I am a retired Chula Vista Police Sergeant with over 28 years of experience. I was assigned to the Patrol Division for about 16
years. I gained a wealth of experience,education and training related to Traffic and Public Safety.
As an Agent in the Traffic Bureau, I was responsible for approving traffic collision reports.To approve these reports,it required
comprehensive knowledge and expertise in the S.W.I.T.R.S.manual.S.W.I.T.R.S. stands for Statewide Integrated Traffic
Records System. It is a statewide repository of collision data for all allied law enforcement agencies and it is maintained by the
California Highway Patrol. In essence,this is the traffic collision bible.
I feel I can assist City Council and Traffic Engineering in making Chula Vista a safe place for the community by providing my
knowledge,training,experience.
26. What would you hope to accomplish by your participation?
I would hope to provide an area of expertise and experience related to traffic and public safety. I would also like to assist in
mitigating foreign and challenging tasks for the City Council related to traffic safety and to provide effective solutions.
Lastly, I would like to contribute by participating on the Safety Commission to make my community a safe place to enjoy.

The Mayor would like to recommend Eric Banatao for appointment to the International
Friendship Commission, Juan Cervantes for appointment to the Safety Commission, Pat Mallen
for appointment to the Commission on Aging, and Jose Torres for appointment to the Veterans
Advisory Commission. Eric Banatao will replace Lilia Meza, Juan Cervantes will replace Jesse
Navarro, Pat Mallen will replace Gloria Ciriza, and Jose Torres will replace Keith Blum.
Please place these items on the September 13, 2016 Council agenda for ratification and
schedule the oaths of offices for the following council meeting.
