V�'HEREAS, the Pazks and Recreation Commission approved the A4aster Plan at their
meetine on June 21, 2016. Commission Chair Buddingh recommended changing the proposed
park name from "Strata Pazk" to "Orion Park" �vhich is the name of the other street that the park
is adjacent to. There ���ere no objections to the name chanee so the Commission ��oted
unanimousl�� to the name chanee to "Orion Park." Therefore. staff recommends the name of the
pazk to be "Orion Pazk". There ��ere also details of the design that the Commission requires to be
taken into consideration during desian development of this park «�hich aze noted in the June 21.

l�'HEREAS. this 1S1 pazk site is located in A4illenia formerly I;no�ti�n as the Eastem
Urban Center, in eastem Chula Vista: and
WHEREAS, the Sectional Plannine Area (SPA) plan for the de��elopment of Millenia
���as adopted by City Council on October 6. 2009 via Resolution No. 2009-224 and Ordinance
No. 3142 and the subject pazk site ���as offered for dedication to the Cih= on Final Subdivision
n4ap\'o. 1�942, recorded at the Count�� Recorders Office on September 23, 2013; and
WHEREAS, the SPA indudes an o��erall master plan for the s��stem of six parks ���ithin
Millenia, describina their locations; hoti� the pazk oblisations per Chapter 17.10 of the Chula
Vista ?�4unicipal Code ���ill be met: and overall design concepts and program elements to be
included N�ithin each park; and
«'HEREAS, the A4illenia project meets its park obligations, as stated in Chapter 17.10 of
the Chula Vista n4unicipal Code, throu�h a combination of pazkland dedication. pazkland
de��elopment impro��ements and in-lieu fees. documented in detail in the "Agreement Regardine
Construction of Parks in a portion of Ota}� Ranch Eastem Urban Center' (Park Aereement)
approved by City Counci] on September ]�; 2009 ��ia Resolution No. 2009-226 and subsequenth�
amended on Ma�� Z 1. 201� via Resolution I�'o. 201�-089 and on Mav 10. 2016 ��ia Resolution
No. 2016-067: and
V�'HEREAS. the Millenia Parks are to be pro��ided through the "tuml:eq` method «�here
the developer constructs the park on behalf of the Citv in lieu of pa}�ine park de��elopment fees.
The Park Agreement makes pro�ision for an increa�ed lerel of park facilities than are t�•picalh•
included in a Chula Vista park. The associated level of park credit eiven b� the Cih for the
parks is increased to reflect the increased le��el of amenities; and

WHEREAS. the Ciry has entered into a three party agreement with McMillin Ota�- Ranch
LLC and the landscape architects. 1�4IG Inc., for the design of the south east park; and
WHEREAS, the overall theme for the park is `cycles" and the drafr master plan for the
park includes the followine elements:
• Water feature.
• Restroom building including storage. '
• Children's play area for age groups 2-5 and 5-12.
• Enclosed dog run areas for large and small dogs.
• Shade structures with picnic table and seating.
• Planted shade arbors.
• Seatin, and pla�� terraces.
• Flexible use spaces both paved and turf.
• Integral art elements in wall and paving.
• Direct pedestrian connections to the adjacent neighborhood.
• Inclusion of the regional vail segment with interpretive signage.
• Planted bio-swales for N�ater qualit}� and aesthetic purposes.
• Decorative, low water use shrub and ground cover planting.
• A variety of shade trees and flowering trees.
• Lighting for walkwa��s usina a variety of low energy use light fixtures.
• Designated on street parking for parks maintenance vehicles.
• On sveet parking only — The concept for Millenia's parks & plazas is that they are within
a walkable distance of homes and businesses. Therefore no onsite parking is proposed.
There is on street parking on adjacent streets; and
WHEREAS; the name, Orion Park reflects the adjace�t street name, Orion Street; and
WHEREAS, the Park A�reement provides for enhanced pazk maintenance beyond the
levels typically funded by the City's General Fund; and
WHEREAS, each Fiscal Year, the City's maintenance contribution for the park will be
set equal to the City's avera�e cost per acre for park maintenance, with an equivalent amount to
be contributed via the Millenia Community Facilities District (CFD 14M), facilitating enhanced
maintenance at no additional cost to the General Pund; and
VJHEREAS; the Director of Development Services has determined that the project was
adequately covered in pre��iously adopted Final Second Tier Em�ironmental Impact Report, EIR
07-01. Therefore; no additional environmental review is required.
NO��, THEREFORE, BE IT RESOLVLD by the City Council of the Cit}� of Chula
Vista; that it hereby appro��es of the drafr park master plan for the 1.51 acre south east park a
turnkey public neiahborhood park, at Millenia, Chula Vista and the park name, "Orion Park."
