Village Two,: Neighborhood R-24, Planned Community District (RM2) Residential Multi- Family 2 zone. Applicant: Nick Lee, Baldwin & Sons Project Manager: Stan Donn Stan Donn; Senior Planner; gave a powerpoint presentation which included photos of the project area along with the follrowing information. At the conclusion of the presentation staff recommendation',that the Planning Commission adopt Resolution DR15 -9925 subject to the conditions resolution approving the 59 unit family attached, alley condominium project with two (2) car garages, and associate open space on approximately 2.5 acres, based on the finds and subject to the conditions contained therein. INTRODUCTION The Applicant'..has:.submitted a Deign Review application for approval of a 59 -unit multi - family attached, alley condominium project. The project includes three to five bedroom condominiums, two -car garages, and associated open space on approximately 2.5 acres. The site is vacant and located within the Otay Ranch Village Two, Neighborhood R -24 (see Attachment 1, Locator Map). The proposed 59 multi- family attached alley condominium project is a permitted land use in the Otay Ranch GDP, and -in the Residential Multi - Family Two (RM2) District of the Village Two SPA Plan. The proposal complies with the policies, guidelines and design standards`fbr the Village Two Design flan, as well as the Village Core MPP. Therefore, staff recommends the Planning Commission approve Design Review Permit, DR15- -0025, to- construct a 59- -unit multi- family attached alley condominium project with two (2) car garages; °and associated open space on approximately 2.5 acres, subject to the findings and the conditions listed in the attached Resolution. The applicant explained that the public parking spaces would be stripped. Th6 .commission `requested clarification to ;the. main entrance of the project.:.. North of the project'Is Olympic- Parkway for access, Once Heritage Road is completed (2017) i't will also provide access to the project. Plaiming Commission Minutes Page 3 Aprif 27, 2016 The Commissioners- expressed their concerns, regarding potential traffic issues with the continuation of building of new dwelling units in the city.. ; Their :concerns included the delayed completion of the Wolf Canyon bridge, and the `current congestion on Olympic Parkway going onto the 605 freeway. DIRECTOR'S COMMENTS: Ed Batchelder, Planning Manager, gave a brief overview of the following items- Two additional multi family home projects will. be coming up for review at the next meeting and include units with higher bedroom counts.' Vista Del Mar project on Third & K is scheduled for the meeting of May 25. 5. COMMISSIONERS'IBDARD MEMBERS' COMMENTS.
