PUBLIC HEARINGS The fbilowit)g itern(s) heave been advertised as public hearing(s) as required by lave. if you wish to speak -on carry item, please fill out a "Request to Speak" form and submit it to the Secretary prior to the meeting, Planning Commission Agenda May 11, 2016 Page 12 2 PUBLIC HEARING Consideration of a Design Review, permit (DR15 -0036) for an amendment to a previously approved permit (DRC 12 -10) to add 57 multi- family attached condominium units, for a total of 201 units in a multi - family attached condominium project with one (1) and two J2) car garages, recreation area, and associated:open space on approximately 9.8 acres located in the Otay Ranch Village Two, Neighborhood R -11. : Applicant: Sunrise Company Project Manager: Stan Donn Staff Recommendation: That the Planning Commission adopt Resolution DR15- 0036 to approve the proposed amendment to DRC 12 -10, to add 57 multi- family attached condominium units to the previously approved project. INTRODUCTION . The Applicant has submitted a Design Review application for approval of an amendment to a previously approved permit, DRC 12 -10. The proposed additional 57 units are located at the southerly and easterly perimeter of the 9.8 acre site located in the Otay Ranch Village Two, Neighborhood R -11, and match the architecture of the prior DRC -12 -10 approvals CONCLUSION Multi- family attached residential is permitted in the Residential Multi - Family Two (RM2) district of the Village Two SPA Plan. The proposal complies with the policies, guidelines and design standards for the Village Two Design Plan as well as the Village Core Master Precise Plan. Therefore, staff recommends the Planning Commission approve Design Review Permit, DR15- 0036. Associate Planner Stan Doan gave a presentation that included photos of the site from all directions, a site plan noting additional units, amenities and open space. Also included were renderings of architecture, floor plans and elevations. Questions to staff Questions were directed to staff regarding parking i.e. Will parking on the outer streets be allowed? How many parking spaces are inside the complex and outside on the street? Are there more spaces on the street than previously approved? How much guest parking is included in the complex? PUBLIC HEARING Consideration of a Design Review Permit (DR.15 „0024) for a 78- unit multi- family residential project comprised of 39 duplex buildings with two (2) car garages, recreation area, and associated open space on approximately 4.7 acres located in the ®tay Ranch Village Two, Neighborhood t2- 178(b). Applicant: Heritage Building & Development., lLLC Project Manager: Stan Donn .Staff Recommendation. OTHER BUSINESS That the Planning Commission adopt Resolution QR15- 0024 to allow construction of a 78 -unit multi- family residential project Neighborhood R- 17B(b) based on the findings and subject to the conditions contained therein. 3. DIRECTOR'S COMMENTS Item #3 which was pulled should go forward at the May 25th meeting The 3rd & K project should be ready for the June 8th meeting There is nothing on the calendar. yet for the 2"d week of June, but the Millenia project should be coming forward soon Planning Manager Ed Batchelder announced that his last day with the City would be June 28tH 4.
