CITYiCOUNCIL OF CHULA VISTA, CALIFORNIA
Held Wednesday i June 27, 1973
An adjourned regular meeting of the City Council was held on the above date
beginning at 3:$0 p.m., in the Council Chamber, Civic Center, 276 Fourth
Avenue, with the following
Councilmen present: Councilmen Scott, Hamilton, Hyde, Egdahl
Councilmen absent: Councilman Hobel
Also present: City Manager Thomson, City Attorney Lindberg,
Assistant City Manager Bourcier, Director of Public
Works Cole, Director of Planning Peterson
DISCUSSION RELATING TO Mr. James Peterson, Director of Planning, referred
AN INDUSTRIAL PARK to the prospectus prepared for the Council approximately
one month ago in which he discussed industrial lands
for the City and recommended the hiring of a consultant
to pursue this study.
Revenue Sharing Funds Councilman Egdahl suggested consideration of the use
of Revenue Sharing Funds for establishing an office of
Area Development or Industrial Relations, specifically
for the purpose of promoting industrial parks and
industries to the City.
Edward C. Moy Mr. Hoy stated that Rohr is in favor of getting additional
Rohr Industries industry for Chula Vista and for the formation of an
Vice-President, Industrial industrial park which , could be advantageous to
Engineering Facilities the City for the following reasons:
1. For the appearance and image of a planned city;
2. There is a lack of sufficient industrially-zoned
land in any one area of the City;
3. Development of the Park should be by a private
sector versus that of governmental.
Chamber of Commerce Mr. Hoy remarked that he is also representing the
Industrial Committee Industrial Committee of the Chamber and presented the
following report:
1. The Committee is in favor of industrial development
for the City.
2. They feel it would be advantageous.
3. It would be preferable to have the Park owned ],y a
private sector.
4. If the City is interested in additional income and
employment for the City, the following suggestions
are made:
a. Bring White Front and K-Mart into the City.
b. Bring NASSC0 into the Tidelands area.
c. Get a graduate student from the State University
who would be interested in doing his thesis
on this subject and have him make a market
ana]ysis.
Ross Spalding, Manager Mr. Spalding remarked that he receives about S0 inquiries
Area Development ~ a month from business firms, and has helped to locate
San Diego Gas & Electric ' 25 companies in the north San Diego area. The South
Bay area has had quite a bit of stigma attached to it
as far as developers and industrialists~because of
labor relations; however, a lot of this has cleared up
in the last couple of years. Most of the prospects
come from the Los Angeles area. One factor in not being
able to get these businesses into this particular area
is the lack of land--industrial park or raw land.
Ad Hoc Committee Mr. Spalding suggested that the City not hire a con-
sultant at a cost of $70,000 or more, but instead, get
an Ad Hoc committee together of the Chamber people,
real estate people, and himself. In one month, they
would be able to identify and locate potential industrial
Mr. Spalding added that he felt private developers were
the best answer for an industrial park.
He declared that in his travels around the country,
he has come across many cities that want industry, and
once they get them to bid, they "throw the book at
them" - from the developer, builder, and on to the
industry itself.
K. Niek Slijk Mr. Slijk presented some of his personal observations
Chamber of Commerce commenting that he receives five to ten inquires a
month for industrial sites. One major problem is the
lack of land and the lack of industrial buildings that
businesses could move right into.
Mr. Slijk commented that, in the past, the attitude
of the City has not been too friendly toward the
business community and he cited NASSCO and K-Mart as
examples. He questioned whether the Council has really
made them (businesses) "feel welcome."
Bud Wilson Mr. Wilson said he hoped the Council would take
Chula Vista advantage of all the expertise offered them today.
Me encouraged the Council to utilize some of the revenue
sharing money to purchase land on which an industrial
park, or commercial park, could be located.
Clint Mathews Mr. Mathews related his experiences with the industrial
4305 Vista Coronado Drive field while serving as Mayor of National City. He felt
the Mayor of the City should make personal contact with
the industrialists--make them feel the City really
wants them.
Motion for Ad Hoc It was moved by Scott, seconded by Egdahl and unanimously
Committee carried that the Mayor form an Ad Hoc committee taking
in the suggestions of the utilization of Mr. Spalding,
real estate men, etc., and someone from the City who
would act as liaison for coordination between this
committee and the City Council. The committee to be
charged with:
1. Determine what land should be zoned industrial and
how many acres are needed to get industry into the
City, and any other problems (the committee could
touch on attitudes, etc.)
2. City-sponsored industrial park versus private
industrial park, or not an industrial park at all.
5. What specific steps should be taken to implement the
above determinations that would be made on the first
two steps.

4. Any other determinations that the committee feels
appropriate.
5. Status report to be submitted to the Council within
one month.
Discussion Councilman Hyde suggested the scope of this committee
be expanded to economic development - commercial and
financial development which are related to industry.
Councilman Scott felt the committee should first
concentrate on the industrial scope. Mr. Spalding
agreed.
Letter to K-Mart It was moved by Councilman Scott and seconded by
Councilman Hyde and unanimously carried that a letter
be written to K-Mart asking them once again if they
would be interested in joining the community of
Chula Vista.
Discussion Councilman Egdahl felt a visit would be more appropriate.
(It was noted that the firm headquarters in Chicago).
Councilman Hyde suggested a contact with the local
manager first and arrange, at some future time, a meeting
with their management leadership when he visits this
Councilman Scott indicated that both should be done.
ELEMENTS OF THE Councilman Egdahl discussed the recent delays at Council
GENERAL PLAN meetings due to some particular aspect of the General
Plan. He wondered if the staff could advise the Council
as to the feasibility of having one staff member
responsible for keeping the General Plan and its various
elements up-to-date.
Suggestion for Workshop~ Mayor Hamilton commented that the City Manager has
requested a workshop meeting between the staff, the
Planning Commission and Council on the various elements
of the General Plan. This should be scheduled for the
early part of August.
Motion to hold workshop It was moved by Councilman Egdahl, seconded by Mayor
Hamilton and unanimously carried that a workshop on the
General Plan be held in the early part of August.
CITIZEN COMPLAINT Councilman Egdahl reported that he received a citizen
complaint concerning the maintenance in the East J
Street area - on the north side of the hill where a
watering system has been installed by the City. The
citizen claimed that the City hasn't maintained this
area for over one year.
Referred to staff Mayor Hamilton referred this matter to the staff.
BAYFRONT PLAN In answer to Councilman Hyde's query, City Manager
Thomson reported that the staff has contacted the
consultants and are waiting for details concerning
the proposal. The Landscape Planner is now pursuing
the landscaping elements of the Plan.
ADJOURNMENT Mayor Hamilton adjourned the meeting at 5:09 p.m. to
the meeting scheduled for Tuesday, July $, 1975,
at 7:00 p.m.
