SPECIAL ORDERS OF THE DAY A. 16-0303 PROCLAMATION RECOGNIZING ED BATCHELDER UPON HIS RETIREMENT FROM THE CITY OF CHULA VISTA Ma}ror Casillas Salas read the proclamation and Councilmember Bensoussan presented it to M�. Batchelder. B. 16-0309 PRESENTATION BY CIVIC CENTER LIBRARY BRANCH MANAGER ERNI BARROS REGARDING THE CHULA VISTA PUBLIC LIBRARY STEM SUMMER READING SERIES AND A PRESENTATION BY DEB AND BOB LECHNER REGARDING THE ORANGE CRATE DERBY AND BUILD-A-CAR CLINICS Senio� Libranan Bairos spoke 2garding the Chula Visla Public Library STEAM (Science, Technology, Engineenng, Arts, and Math) summer reading program. Bob Lechner, along with Deb Lechner, John Pethick, and Trish Rogers. provided information 2garding fhe upcoming Orange C2te Derby and Build-a-Car clinics, and thanked the City, Police Activities League, and Chula Vista Rotary lor fheir suppoR. RESOLUTION NO. 2016-124 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT THE ADDITION AND REMOVAL OF VARIOUS POSITION TITLES, AMENDING THE AUTHORIZED POSITION COUNT IN VARIOUS DEPARTMENTS WITH NO NET CHANGE IN AUTHORIZED STAFFING, AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) B. RESOLUTION NO. 2016-125 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2016-2017 COMPENSATION SCHEDULES EFFECTIVE JUNE 24, 2016 AND JULY 8, 2016 AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 Recommended Action: Council adopt the resolutions. 5. 16-0288 RESOLUTION NO. 2016-126 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA RATIFYING AN EMERGENCY AGREEMENT BETWEEN THE CITY AND THE COUNTY OF SAN DIEGO REGARDING THE SALE OF AUTOMOTIVE FUEL BY THE COUNTY TO THE CITY Recommended Action: Council adopt the resolution. 6. 16-0301 A. RESOLUTION NO. 2016-127 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A COUNCIL POLICY REGARDING THE CITY OF CHULA VISTA DISCLOSURE POLICY B. RESOLUTION NO. 2016-128 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING A COUNCIL POLICY REGARDING THE CITY OF CHULA VISTA FIXED ASSETS INVENTORY & CONTROLS POLICY Recommended Action:Council adopt the resolutions. ACTION ITEMS 7. 16-0225 CONSIDERATION OF ADOPTING THE CITY OF CHULA VISTA PRE-DISASTER RECOVERY PLAN RESOLUTION NO. 2016-129 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING THE CITY OF CHULA VISTA PRE-DISASTER RECOVERY PLAN ACTION: A moGon was made by Councilmember McCann, seconded by Mayor Casillas Salas, that Resolution No. 2016-129 be adopted, heading read, text waived. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Casillas Salas No: 0 Abstain: 0 8. 16-0322 CONSIDERATION OF CALLING A SPECIAL MUNICIPAL ELECTION TO BE HELD NOVEMBER 8, 2016; SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY A MEASURE RELATING TO THE ESTABLISHMENT OF A GENERAL TRANSACTIONS AND USE (SALES) TAX; APPROVING AN ADVISORY MEASURE REGARDING THE USE OF THE SALES TAX PROCEEDS; APPROVING OTHER REQUIRED MEASURES TO CONSOLIDATE AND CARRY OUT NECESSARY PROCEDURES FOR THE ELECTION; AND APPROVING AN ORDINANCE TO ADD CHULA VISTA MUNICIPAL CODE CHAPTER 3.33, TITLED "LOCAL FUNDING FOR SAFETY, REPAIRS, AND IMPROVEMENTS" A. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CALLING AND GIVING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD NOVEMBER 8, 2016 FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY A MEASURE RELATING TO THE ESTABLISHMENT OF A GENERAL TRANSACTIONS AND USE (SALES) TAX, AND AN ADVISORY MEASURE REGARDING THE USE OF THE SALES TAX PROCEEDS; CONSOLIDATING THE ELECTION WITH THE STATEWIDE ELECTION; REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO TO PERMIT THE REGISTRAR OF VOTERS TO CONDUCT SUCH ELECTION; AUTHORIZING THE CITY CLERK OR HER DULY AUTHORIZED AGENTS TO CARRY OUT THE NECESSARY PROCEDURES FOR SUCH ELECTION; AUTHORIZING THE MAYOR TO SUBMIT BALLOT ARGUMENTS IN FAVOR OF THE MEASURES; AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF EACH MEASURE (4/5 VOTE REQUIRED) Deputy City Manager Kachadoonan; Timothy McLamey, consultant, representing True North; and Jared Boigon, consWtant, representing TBWB, gave a presentation on the ifem and responded fo questions from the Council. Council discussion ensued regarding the item. Mike Diaz, Chula Vista resident, spoke in opposition to staff's recommendation and in support of the Council instead considering a bond measure. Leficia Cazares, Chula Vista resident, spoke in support of additional information being included in the measure regarding how funds would be allocated, as well as details regarding the role of [he oversight committee. Steven Pavka, Chula Visfa resldent, spoke in opposition to staff's recommendation. Paula Whitsel( Chula Vista resident, spoke in opposition to staffs�ecommendation. Alan Ridley, Chula Vista resident, spoke in support of Council considenng other options to gene�ate revenue and reduce expenses. ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember Bensoussan, that the item be continued to the meeting of July 12, 2016. The motion carried by the following vote: Yes: 4- Aguilar, Bensoussan,Miesen and Casillas Salas No: 1 - McCann Abstain: 0 CITY MANAGER'S REPORTS City Manage� Halbert announced that the Smart Waterf�ont Reports had been released and would be provided to the Council. She stated she spoke at the High Tech High School graduafion. Mayur Casillas Salas announced the upcoming Board and Commission recognition event and the Independence Day fi2works show at the Olympic Training Center. COUNCILMEMBERS' COMMENTS Councilmember Aguila� exp�essed appreciation for those who supported the upcoming Independence Day fireworks show. Councilmember McCann thanked the Amencan Legion for its recent Bag 2tirement event and Funeraria De/Angel Humphrey for its recent employee appreciation luncheon. Mayor Casillas Salas announced that the Council would convene in closed session to discuss the items listed be/ow. City Attomey Googins slaled thaf, regarding Ifem 10, onty one case wou/d be discussed. At 6:55 p.m., the Council convened in closed session.
