PUBLIC HEARING Consideration of a Tentative Map (PCS -16 -0001) to subdivide a 9.80 acre site into two hundred and one (201) condominium units for individual ownership located in Otay Ranch Village 2 Neighborhood R -11. Applicant: Baldwin & Sons Project Manager: Chester Bautista, Associate Civil Engineer Staff Recommendation: That the Planning Commission approve the Tentative Subdivision Map, based on the findings and subject to the conditions contained in the attached draft Planning Commission Resolution. Chair Calvo stated she would recuse- herself and abstain from voting due to potential work related conflict of interest. She left the room at 6:05 pm during discussion. INTRODUCTION The applicant has submitted a Tentative Subdivision Map (TSM) to allocate 57 additional units to a previously approved 144 -unit condominium development project for a total of 201 condominium units on 9.8 acres of land within Otay Ranch Village 2. The project is located on the east _side of Santa Alexia Avenue between Sana Diana Road and Santa Victoria Road. The proposed development will consist of 30 six -plex buildings and 7 three -plex buildings. The townhomes will be two to three stories high with attached garages and private patios and yards. The proposed TSM complies with the existing RM2 zoning. CONCLUSION A tentative Subdivision Map is required for a division of land resulting in four or more lots or condominium units, pursuant to Section 2 of the City of Chula Vista Subdivision Manual. The site was designed to comply with the Subdivision Manual lot design criteria. The proposed project is consistent with surrounding village development and complements the area. Both common and private open space areas exceed those required for each unit. The number of parking spaces exceeds the requirement. The Overall subdivision design is in the conformance with the City's Subdivision Manual, Zoning Ordinance and other associated regulatory documents. Therefore, Staff recommends that the Planning Commission approve the Tentative Subdivision Map, based on the findings in the staff report and subject to the conditions contained in the attached Planning Commission Resolution. Chester Bautista, Project Manager, gave a brief overview of the project that included a power point presentation of Tentative Map PCS- 16 -01. Planning Commission Minutes April 13, 2016 Page 13 PUBLIC HEARING OPEN PUBLIC HEARING CLOSED Based on staff's presentation, and conditions contained in the Resolution, the Planning Commission approved the Tentative Subdivision Map. PUBLIC HEARING Design Review (DR15 -0022) to construct a four story, 135 room Ayres Hotel with 141 parking spaces on a 2.5 -acre site within the Millenia Master Planned Community. Applicant: Bruce D'Eliscu (Ayres Hotel Group) Project Manager: Patricia Ferman, Landscape Architect Staff Recommendation: That the Planning_ Commission adopt Resolution DR15 -0020 for the development of 309 multi- family units, based on the findings and subject to the conditions contained therein. INTRODUCTION In accordance with the Millenia /Eastern Urban Center (EUC) Sectional Planning Area (SPA) Plan, Ayres Hotels has submitted a Design Review application for approval to construct a four -story, 135 room hotel. The project also proposes approximately 2,100 square feet of conference/multi- purpose space, 141 parking spaces, and outdoor pool and gathering area, within the Gateway Mixed Use Commercial (District 1) of the Millenia Master Planned Community. CONCLUSION The proposed hotel is a permitted land use in District 1 of the Millenia SPA Plan. The proposal complies with the policies, guidelines and design standards for the Millenia SPA Plan. Therefore, staff recommends the Planning Commission approve Design Review Permit, DR15 -0022, subject to the conditions listed in the attached Resolution. Patricia Ferman, Landscape Architect, gave a presentation of slides that included the site plans, locator maps, architectural elements, and views of the site from all directions. Planning Commission Minutes April 13, 2 ©16 Page 14 She gave a project description that provided information on the hotel buildings, parking, landscape design and outdoor lighting and amenities. The dominant architectural style is "contemporary ". The architectural detailing features strong use of glass on the primary frontage along Millenia Avenue at the joint driveway corner. Neutral, earth - tone colors have been chosen which helps to focus attention on the proportions and rhythms incorporated throughout project design. The proposed hotel's planting palette is a blend of Mediterranean and southwestern low water -use plants combined with simple and clean hardscape elements to compliment the contemporary architectural design of the hotel. Todd Galarneau, representing the Millenia owners, said he had no presentation; however, was available for questions if the Planning Commission had any. Bruce D'Eliscu, Ayres Hotel Group, provided some background information regarding the company. Mr. D- Eliscu expressed excitement to be in Chula Vista and expand their portfolio in the Millenia Community. He was pleased with the architecture, urban contemporary; it was different from their other hotel designs and was excited to add this new look to the Ayres Hotel collection. The proposed hotel will create new jobs in Chula Vista and employ approximately 30 full -time and part -time team members. Ayres Hotels has a reputation of service excellence and they are committed to providing this to Chula Vista. They believed there was a great demand for this 135 room hotel and hope many of the residents and business community become loyal customers. Mr. D'Eliscu thanked staff for all the help in getting this project coordinated. • ■ PUBLIC HEARING CLOSED FpT4WF.FA7,.T,XMWK The commissioners approved of the project were gratified to see this kind of project in the community. They liked the balance of the Millenia project and thought the architecture and landscape complemented the surrounding developments. Applicant: Nick Lee, Baldwin & Sons Project Manager: Stan Donn Stan Donn, Senior Planner, gave a powerpoint presentation which included photos of the project area along with the following information. The project includes three to five bedroom condominiums, two -car garages, and associated open space on approximately 2.5 acres. The site is vacant and located within the Otay Ranch Village Two, Neighborhood R -24 (see Attachment 1, Locator Map). Therefore, staff recommends the Planning Commission approve Design Review Permit, DR15 -0025, to construct a 59 -unit multi- family attached alley condominium project with two (2) car garages, and associated open space on approximately 2.5 acres, subject to the findings and the conditions listed in the attached Resolution. COMMISSIONERS COMMENTS: The commission expressed their concern about the minimal amount of parking spaces available for residents of said projects. The applicant explained that the public parking spaces would be stripped. The commission requested clarification to the main entrance of the project. The applicant confirmed that the entrance at Heritage Road will serve the project on the western side and La Media Road will provide access on the eastern side. North of the project is Olympic Parkway for access. Once Heritage Road is completed (2017) it will also provide access to the project. Their concerns included the delayed completion of the Wolf Canyon bridge, and the current congestion on Olympic Parkway going onto the 845 freeway. PUBLIC HEARING: Consideration of a Design Review permit (DR15 -0026) FOR A 16 -unit multi family attached alley condominium project with two (2) car garages, and associated open space on approximately 0.54 acres located in the Otay Ranch Village Two, Neighborhood R -16B, Planned Community District (RM2) Residential Multi - Family 2 zone. Applicant: Pacific Coast Communities Project Manager: Senior Planner, Stan Donn Stan Donn, Senior Planner, gave a powerpoint presentation which included photos of the project area. STAFF RECOMMENDATION: That the Planning Commission adopt Resolution DR15 -0026 approving the 16 unit multi - family attached alley condominium project with two (2) car garages, and associated open space on approximately 0.54 acres, based on the findings and subject on the conditions contained therein. PUBLIC HEARING OPEN Nick Lee of Baldwin and Sons clarified that each of the units are 22 feet wide, and because there is no driveway in front of the unit, there will on street parking for the residents and more parking will be added onto the area than is required. PUBLIC HEARING CLOSED The commission expressed their concern regarding the potential problem of residents parking their cars along the streets in lieu of parking in their garage. Residents should be using their garage for parking and permit parking should not be allowed. Applicant: Sunrise Company Project Manager: Stan Donn Staff Recommendation: That the Planning Commission adopt Resolution DR15- 0036 to approve the proposed amendment to DRC 12 -10, to add 57 multi - family attached condominium units to the previously approved project. INTRODUCTION The Applicant has submitted a Design Review application for approval of an amendment to a previously approved permit, DRC 12 -10. The proposed additional 57 units are located at the southerly and easterly perimeter of the 9.8 acre site located in the Otay Ranch Village Two, Neighborhood R -11, and match the architecture of the prior DRC -12 -10 approvals CONCLUSION Multi - family attached residential is permitted in the Residential Multi - Family Two (RM2) district of the Village Two SPA Plan. The proposal complies with the policies, guidelines and design standards for the Village Two Design Plan as well as the Village Core Master Precise Plan. Therefore, staff recommends the Planning Commission approve Design Review Permit, DR15- 0036. Associate Planner Stan Donn gave a presentation that included photos of the site from all directions, a site plan noting additional units, amenities and open space.
