OF CHULA VISTA, CALIFORNIA
Held Wednesday ~ September 26, 1973
An adjourned regular meeting of tke City Council of Ckula Vista, California was held
on the above date beginning at 3:30 p.m. in the Council Conference Room, Civic Center,
276 Fourth Avenue, with the following
Councilmen present: Councilmen Scott, Hyde, Egdahl
Councilmen absent: Mayor Hamilton, Councilman Hobel
Staff present: City Attorney Lindberg, Director of Public Works Cole
County staff present: A1 Boggs, Bill Byers, and Sharon Reid of Supervisor Walsh's office
In the absence of the Mayor and Vice-Mayor, Councilman Scott, as Mayor Pro-Tempore,
conducted the meeting.
CONSENT CALENDAR City Clerk Fulasz read the titles of the
ordinances approved and adopted by the
Couneil at the meeting of September 25,
1973.
EDGEMERE BRIDGE Councilman Hyde reviewed the past actions
of the Council concerning its request to
keep Edgemere a two-lane bridge.
A1Boggs Mr. Boggs discussed the fact that the bridge
was to be four lanes; however, upon the re-
quest of this city, the County staff is
now recommending that the bridge be reduced
to 52 feet (two lanes). Mr. Boggs cautioned
that widening the bridge does not necessi-
tate widening Second Avenue, although they
do foresee the necessity of widening Second
Avenue sometime in the future.
Traffic counts Mr. Boggs noted the number of cars traveling
Edgemere Avenue in one day and the projected
number. In answer to Council's questions,
he indicated that with the opening of 1-805,
there will be some decrease in the traffic
on this bridge. He remarked that the pro-
posal for the wider bridge, at this time,
is to avoid having to go through the process
of widening, perhaps, three structures in
the future.
Alternate routes The Council discussed alternate north-south
routes. Director of Public Works Cole stated
it would most probably have to be First
Avenue, and then listed the problems en-
countered with that route.
Mr. Boggs contended that unless the City
puts a cul-de-sac at Second Avenue or they
step manufacturing cars, the traffic will
end up on Second Avenue in spite of having
a two-lane bridge.

County's position Mr. Byers commented that the County's posi-
tion is to widen the bridge to four lanes;
however, the 52 feet now being recommended
i~ a compromise figure. They would prefer
to have the bridge full width at this time
so that at some time in the future, if the
Council has a change of attitude, they
won't be faced with an obstacle which could
have been prevented.
Other alternatives Mr. Cole declared that there are several
things that can be done to help facilitate
the traffic without having to go into a
street widening project, among them being
the peak hour clearance -- eliminate parking
when congestion occurs.
Mr. Byers commented that if the Council
decides to connect this bridge to First
Avenue, the 52 feet gives the possibility
of having a left-turn lane with two travel
lanes or a left-turn pocket with a "T"
intersection. The 52' bridge has this
capability whereas a 40' lane bridge would
not. Th~ 52' bridge would have one line
down the center with two wide lanes and room
for 5icycIe~, pedestrians, horses, etc.
Suggestion for 64-foot Councilman Scott ~emarked that since the
lane bridge County will be recommending a 52' lane
bridge instead of the 40', he would suggest
the bridge be built to 64' and do it right.
Mr. Boggs agreed, commenting that 52 feet
is a poor four-lane bridge. He added that
the Star, has not changed their plans for
the 64' bridge; however, they are aware
that discussions are being held on it.
Discussion Director of Public Works Cole indicated
that he felt 64 feet would be the proper
way to go.
Councilman Hyde reminded Mr. Boggs that
the first choice of the Council is for a
40' lane bridge; however, if it is to go
to 52 feet, then the Council feels it
should be constructed to the 64 feet in
order to be done properly.
ADJOURNMENT Mayor Pro-Tem Scott adjourned the meeting
at 4:24 p.m. to the meeting scheduled for
Thursday, September 27, 1973, at 7:00 p.m.
