OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA
Held Thursday September 27, 1973
An adjourned regular meeting of the City Council of Chula Vista, California was held
on the above date, beginning at 7:00 p.m. in the Council Chamber, Civic Center, 276
Fourth Avenue, with the following
Councilmen present: Councilmen Scott, Hamilton, Hyde, Egdahl
(Councilman Hobel arrived late)
Councilmen absent: None
Also present: City Manager Thomson, City Attorney Lindberg, Director of
Public Works Cole, Director of Planning Peterson
CH~NEL DEEPENING PROJECT - At the meeting of September 25, 1973, the
~d~MY CORPS OF ENGINEERS Council considered a report of the Director
of Planning on the Army Corps of Engineers'
proposed plan for deepening of the naviga-
tion channel in San Diego Harbor from the
harbor entrance to mile 13.2 just south
of the Sweetwater Flood Control Channel.
The item was at that time set for discus-
sion at this conference.
Director of Planning Peterson explained
that the concern of the City over this
proposed plan is where the dredged material
is to be placed. The Corps' plans call
for placing it in the D Street area which
is shown in the Bayfront Plan for a marina.
He added that filling this area would fos-
ter plans for a shipbuilding company,
whereas it would be a conflict with the
Bayfront Plans.
Motion to send report It was moved by Councilman Scott and
to Ar~y Corps of Engineers seconded by Councilman Hyde to send a
report to the Army Corps of Engineers
in opposition of filling the area at
the end of the marina.
Councilman Egdahl suggested amending the
motion to add that, as an alternate, we
suggest that, using the dredge material,
we create an island in the bay for devel-
opment.
Councilman Scott indicated he would not
include that in his motion and would like
to have more information.
Mayor Hamilton suggested that in the
report to the Corps we request that the
dredging of the waterfront area continue
on to the J Street Marina site and part
of that fill could be used to place in
that area where a marina has been proposed.

The Council agreed that this proposal
could be taken care of by another motion --
that the matter should not be left here.
Motion carried The motion carried by the following vote,
to wit:
AYES: Councilmen Scott, Hamilton,
Hyde, Egdahl
Noes: None
Absent: Councilman Hobel
Further deepening of channel Mayor Hamilton discussed possible deepen-
ing further down towards J Street, making
the waterfront usable to the citizens of
Chula Vista.
Motion to request It was moved by Mayor Hamilton, seconded
extension of channel by Councilman Egdahl and unanimously
carried by those present that we request
the Army Corps of Engineers to pursue
the deepening and extension of the channel
so as to bring about the completion of
the Sedway-Cooke Study in the way that
we have outlined it for recreational
facilities and additional navigational
rights in that area.
ANNEXATION POLICIES City Manager Thomson explained this matter
was brought back for discussion after he
submitted a report on ~ugust 17~, 1979, ~n
which h~ddiscu~ed inquiries made by two
~evelopers in~ terms of major annexations.
He added the City Council may wish to
pursue policies in regard to low income
housing,~ght of annexations and a
better way to annex in the County (mon-
itoring and control). Having guidance
along these lines would save staff time,
as well as that of developers who, perhaps,
might be on the wrong track.
Discussion The Council discussed what should be
considered: (1) what direction should
we go, (2) options for which we should
strive, (3) how far out should we go,
(4) what should our basic phi lo~phy be
towards growth, (S) slow staged, and
controlled growth policies, (6) should
Chula Vista's boundaries be unlimited,
(7) physical limitations for a well-balanced
community, (8) adopting policies with
other agencies, (9) green belts and open
space, (10) ideal of annexing everything
from here east to the top of the moun-
tains - therefore allowing us to deter-
mine the kinds of development and rapid-
ity of it, (11) practical idea of adopt-
ing policy where we would be open to
annexations growing towards the foothills
in such a way that we do not, with leap-
frog developing, run sewer lines, etc.,
calling for rapid development, (12)
exerting pressure on LAFC0 to have a
philosophical concept relative to annex-
ations to the City, (13) optimal points

(population-wise and geographically) for
more efficient operation of the City,
(14) service to areas beyond these optimal
points by other cities, and (15) industrial
tax base.
(Councilman Hobel arrived at this time.)
Study of those areas discussed The Council discussed the studies being
performed in regard to community growth
(i.e., those of the Ford Foundation,
City of Palo Alto and City of Petaluma).
They questioned the amount of expertise
available in these areas so that even-
tually a proposal could be drawn up to
present to our legislators.
Suggestions were made as to whom to
approach (LAFCO, State of California,
League of California Cities, Board of
Supervisors) and whether State or Federal
funds could be used to pursue a study
of this nature.
Councilman Hyde suggested we contact the
City and County of San Diego and LAFCO
and advise them of what we have in mind
and ask for their cooperation in solving
this problem.
County annexations Discussion ensued on County annexations
and their effect on Chula Vista and
National City (they will turn to one
of these places for services).
Revenue Sharing Funds Mayor Hamilton indicated Supervisor
Walsh could be approached as to this
possibly being a way in which the
City of Chula Vista would like some of
the revenue sharing funds spent.
City Manager Thomson offered, as possible
policies which Council could consider
without extensive study, the following:
(1) the City's not entertaining leap-
frog development, (2) the development
should pay its own way in terms of cost
vs. revenue, (3) environmental respon-
sibility-mitigation of environmental
problems, (4) balanced community (ethnic),
(5) respect to other communities in the
area of the annexations, (6) conflict
with metropolitan sewer service bound-
aries, (7) adequate public facilities
and maximizing efficiency of existing
public facilities, and (8) provisions
for appropriate traffic conditions.
The Council discussed (1) various ways
of obtaining information on the subject
such as the possibility of obtaining the
studies of Petaluma and Palo Alto to find

out what they used to obtain the "optimums"
they did; (2) staff time involved in under-
taking a study for the Council to deter-
mine the optimum limits of the City
(geographical and population); (3) problems
due to the uniqueness of each area; (4)
surveying studies made and written about
in various municipal magazines, books,
etc.; (5) degree of tax base support
needed to provide adequate service to
the population.
CPO Studies Councilman Hobel remarked that the Com-
prehensive Planning Organization has
many plans being studied and he feels
deep analysis should be made of these
studies being proposed.
Director of Planning Peterson suggested
that, as a start, the firm of Livingston
and Blaney (the company which has been
making these kinds of studies for other
cities) be contacted to see what kind of
criteria they used in their studies.
Councilman Scott suggested a "term
paper" type of approach to this, with
staff gleaning information from these
sources as to what are the optimum points,
what are the points of diminishing returns,
etc., with a report to Council at a later
date.
Referred to staff It was moved by Councilman Egdahl, seconded
by Councilman Scott and unanimously carried
that staff be asked to provide this kind
of researched information and submit a
recommendation to the City Council as to
whether it is practical and possible to
continue along that line on the basis of
research of literature available, and
approach the County and LAFCO for some
joint conversation with regard to mutual
advantage to planning and zone policies.
COUNCIL POSITION ON Councilman Hyde suggested that (1) the

METROPOLITAN TRANSPORTATION iran transportation district, (2) that
DISTRICT we should support a proposal that initially
at least 50% of the SB 325 funds be com-
mitted to the development of the new
rapid transit facilities and, (3) that
a representation be formally provided
whereby the cities and county would be
appropriately represented on this by
appointed members.
Motion to adopt suggestions It was moved by Councilman Scott, seconded
by Councilman Hyde and unanimously carried
that these suggestions be adopted and that
the Mayor be directed to convey this to
the Legislative body to meet on this
subject in the Council Chambers on September
28, 1973.
Adjourned Regular Meeting 5 September 27, 1973
EXECUTIVE SESSION It was moved by Mayor Hamilton, seconded
by Councilman Hyde and unanimously carried
that the Council recess to Executive Session
to consider applications for vacancies in
the Safety Commission.
The Council recessed to Executive Session
at 8:37 p.m. and the meeting reconvened
at 9:14 p.m.
APPOINTMENTS TO SAFETY It was moved by Councilman Hyde, seconded
COMMISSION by Councilman Scott and unanimously carried
that the following people be appointed
to the Safety Commission:
Mr. Ernest Hayes
Mr. Alger Myers
Mrs. Carol Palm
ADJOURNMENT Mayor Hamilton adjourned the meeting at
9:19 p.m.
