HomeMy WebLinkAboutcc min 1974/01/16 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Wednesday January 16, 1974 An adjourned regular meeting of the City Council of the City of Chula Vista was held on the above date beginning at 3:30 p.m. in the Council Conference Room, Civic Center, 276 Fourth Avenue, with the following Councilmen present: Councilmen Hobel, Hyde, Egdahl, Scott (arrived late) Councilmen absent: Mayor Hamilton Staff present: Assistant City Manager Bourcier, Director of Public Works Cole, Assistant Director of Public Works Roben, Director of Parks and Recreation Hall and Administrative Trainee Kesterson In the absence of Mayor Hamilton, Vice-Mayor Hobel presided over the meeting. Slide Presentation Director of Public Works Cole discussed several slides with the Council, and provided information on (1) the Gas Tax Program for Fiscal Year 1973-74 (as of January 15, 1974), (2) projection of Gas Tax activity for the period of Januar~ 15, 1974 through June 30, 1974, (3) proposed Gas Tax Construction for Fiscal Year 1974- 75, (4) projected 1974-75 Gas Tax Pro~ram (revenues and expenditures), and (5) over- lay program established as a result of a "Deflection Analysis Study". (Councilman Scott arrived at 4:26 p.m.) Cost of Median Islands Mr. Cole referred to a report previously submitted to the Council in which he suggested several alternatives with re- gard to landscaping of proposed median islands on "H" Street, ~ill~op Drive to 1-805. He noted that the price quotations have risen significantly since his last written report to the Council, and referred to the following alternatives and approxi- mate price e~timates: Alternative (a) Landscape the islands fully...approximate cost...$78,000. Alternative (b) Paving the unimproved portion of "H" Street no center island... approximate cost... $45,000. Alternative (c) Installation of center island and pavement with no landscaping (unim- proved center island with pavement and curbs)... approximate cost... $33,000. Alternative (d) Installation of Oleander bushes along center divider...$800.., plus yearly maintenance cost for watering... Adjourned Regular Meeting 2 January 16, 1974 Mr. Cole also provided price quotations on "Landscaping Maintenance Costs for Median Strips". Donald Dunstan Mr. Dunstan stated he is representing 1619 East "H" Street the residents of this area and referred to the petition submitted. He gave a general background of the efforts of the residents to get this item before the Council for consideration. Mr. Dunstan noted the Encore project and Buena Vista Way within this project that has a 10-foot landscaped median. He submitted pictures showing these land- scaped projects and the portion of East H Street which remains unfinished. Hermien Wood Mrs. Wood explained that she lives on a 800 Auburn Street corner of the street which is the school bus stop. She has been trying to grow ice plant for several months, but with the children stepping on the plants and the dust and mud from the school bus, she has been unable to do so. Mrs. Wood questioned whether ~top signs were included in the Engineer's estimate. Mr. Cole stated it was not. Cost of landscaping islands Director of Parks and Recreation Hall, discussed the different types of land- scaping for median strips and the costs involved. He indicated that ice plant was a high maintenance cost shrub. Roswipha Heuschele Mrs. Heuschele asked if Parks and 1657 East H Street Recreation money or General Fund money could be used for %his project. The Council explained that it could not. George Rusnok Mr. Rusnok felt that consideration should 1607 East H Street be given to the area west of Otay Lakes Road so that the area can be a contiguous landscaped strip. Discussion In answer to the Council's inquiries, Director of Public Works Cole explained the width of the road, the running lanes and the island which, in this case, would be 10 feet. Motion for staff direction It was moved by Councilman Hyde and seconded by Councilman Hobel that the staff be directed to proceed with plans to construct this center island land- scaping project utilizing the most eco- nomically complete landscaping project which will satisfy the landscaping re- quirements for that project. The staff is also directed to recommend to the Council %he postponement of projects that they have on %ha% list. Adjourned Regular Meeting 3 January 16, 1974 Discussion of motion Councilman Scott remarked that Orange Avenue has had the same problem for eight years and no consideration is given to that project, because those people are not present to complain. He felt there should be equity here and both projects should be considered. Mr. Cole explained that the p~oposal for Orange Avenue is to having running lanes and curbs but no landscaping next year, or until such time as it is determined what will be the best type of landscaping to put in. Intent of motion Councilman Egdahl stated it was his under- standing that the intent of the motion was that the City Council wants to see this project get completed now, and that the staff is to come back with its best recom- mendation on what to do out there and what the lowest priority is which can be re- placed on the 1974-75 budget to get this particular project completed. Following Councilman Scott's inquiry, the Council discussed what would be done further east of this project - where do you stop? Motion withdrawn Councilman Hyde withdrew his motion. Mayor Pro TempOre Hobel stated he would not withdraw his second. (The motion remains on the floor~ Alternate to center island Councilman E~dahl indicated that as an alternate to center islands, the monolithic sidewalks be abandoned and a tree row be planked along the street and then the maintenance becomes the responsibility of the property owner. Mr. Cole explained that the purpose of an island is for channelization - %o facilitate the movement of traffic and make it a safer road. He would not recommend that it be removed. Motion fails The motion for staff to proceed with the plans to landscape the East H Street median strip failed by the following vote, to wit: Ayes: Councilmen Hobel,~Eg~ahl NOES: Councilmen Hyde, Scott Absent: Mayor Hamilton Motion for policy It was moved by Councilman Scott, seconded by Councilman Hyde and unanimously carried that the staff be directed to bring back a policy to the meeting of February 5, 1974 on median strips, and %hat a decision be made immediately as to what will be done with the East H Street median strip. ADJOURNMENT Mayor Pro Tempore Hobel adjourned the meeting at 5~35 p.m. %o the meeting scheduled for Tuesday, January 22, 1974. City Clerk
