HomeMy WebLinkAboutcc min 1974/02/28 MINUTES OF ~aN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Thursday February 28, 1974 An adjourned regular meeting of the City Council of the City of Chula Vista was held on the above date beginning at 7:00 p.m. in the Council Chambers, Civic Center, 276 Fourth Avenue, with the following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde Councilmen absent: Councilman Egdahl Staff present: Assistant City Manager Bourcier, City Attorney Lindberg, Director of Public Works Cole, Director of Planning Peterson, Assistant Director of Public Works Robens, Engineering Technician III Gaines, Associate Engineer Hanson, Senior Civil Engineer Harshman TELEGRAPH CANYON Director of Public Works Cole reported DRAINAGE STUDY that the reason for studying the Telegraph Canyon road alignment is the development that has taken place along the canyon; he added that Telegraph Canyon Road is designated as a major street in the general plan and the present alignment is poor. He discussed projected traffic, adding that the six-lane facility proposed for Telegraph Canyon Road would, at a satis- factory level of service, carry 50,000 cars per day and 25,000 cars at the very top for a four-lane facility. Representatives of the Engineering Depart- ment presented slides on the proposed Telegraph Canyon road, noting the fact there is no parking, however proposing that emergency parking bays be strategically located along the lane, as well as a side- walk on one side and a two-way bicycle route on the other; Director of Public Woeks Cole also noted that the right-of- way shows 126 feet exclusive of slope banks. In answer to Councilman Hyde's inquiry, Mr. Cole replied he felt sure construction of the total of six lanes would be spread over a number of years -- that the need for six lanes is not now but later; however, as developments occur alongside the road we would develop that portion of it and one lane beyond. Mr. Cole added he believes it i$ possible even with a center island, to develop a good four-lane facility all the way to handle the traffic for sometime, then, in accordance with Council policy, as developments occur on either side, the total improvement would be made. The bicycle paths and sidewalks are to be developed first on the north side and the bicycle paths would be all the way out. Funding Responding to Mayor Hamilton's question as to whether or not any Federal or State funds Adjourned Regular Meeting of City Council - 2 - February 28, 1974 are available for this project, Mr. Cole said that it is on the Federal Aid te Urban Areas (FAU) system so it is possible we could utilize some FAU funds for part of this construction; he added that possibly we could utilize some County Thoroughfare funds but our project would vie for prior- ity with the City of San Diego who has most of the traffic and most of the prob- lems; however, the priorities are determined ona point system and various aspects such as traffic, existing and projected, as well as the amount of money that the entity who is proposing the projects puts into it, but it does depend on what the competition Alternatives Mr. Cole commented at length on the possible alternatives for a drainage channel, citing the closed conduit and rectangular channels as being very expensive and the lined trapezoidal channel as being the most typical and most reasonable. Mr. Cole added that the grass-lined channel - no improvement other than grading and the nuisance water lining - was considered but the problem with this is that there really isn't a place to put a retention basin. Lined vs Unlined Representatives of the Engineering Depart- Channel ment once again presented slides showing two typical sections - one grass lined or unlined and other other lined -- pointing out that the difference in right- of-way needed is approximately 226 feet versus 175 feet, also pointing out in answer to questions from the Council, that that maximum depth of a lined channel would be 8 feet, the water 6 feet; that the chain link fence is constructed to protect one from inadvertently getting into the channel, and that the velocity in a lined chan- nel; is just about double Of an unlined channel, which is an advantage because it reduces the total amount of water that hits the downstream point at a given time. County involvement Mr. Cole indicated that the present right- of-way is wholly within the City, that the County has only participated in cur projects where they were in the County and he reit- erated the fact that it might be possible to get some funds from the County Thorough- fare fund; however, it would have to be a project that is under construction or about to be constructed and we will just build portions of this as we go along -- the only pressure on us right now is proposed development alongside of it, which forces us into the position of determining what kind ef ultimate development we will have along Telegraph Canyon Road. Adjourned Regular Meeting of City Council - 3 - February 28, 1974 Existing structures More slides were shown, with Mr. Cole pointing out various aspects such as where the channel crosses Telegraph Canyon Road, the existing houses which are within the street right-of-way and which would be removed when the street was widened. Mr. Cole replied to Mayor Hamilton's question as to how long homes had been in that area to the effect that the 1960 aerials do not show them -- some further up -- the ones at Buena Vista are all move-ins. The E1 Rancho del Rey develop- ment already has the north curb line and also the north curb line of the center island. An equivalent amount for the street right-of-way is in the middle of those houses. Councilman Hyde asked about a schedule of development plan - ways and means, etc. Director of Public Works Cole stated the purpose is strictly to get an indica- tion from the Council of a policy of develop- ment in Telegraph Canyon Road, including the drainage channel. He added that his recon~endation is that a trapezoidal lined channel constructed from the highway to beyond the Archway Inn, then from that point on it be an unlined channel (because it can be done without disrupting the canyon walls, it would blend in best with the canyon and they think that improvement can be made with a minor amount of concrete in the bottom to take care of nuisance water and keep the maintenance down), 2~500 feet of lined channel and 16,400 feet unlined. If the Council would give an indication on this, a policy resolution could then be brought back. Motion to return It was moved by Councilman Scott, seconded resolution by Mayor Hamilton and unanimously carried that a resolution be broug~back and the recomm~ada~on of the staff be approved. JOHN SORENSON Mr. John Sorenson addressed the Council 600-33 Sheffield Court and said he thought the concern of the Vice President, Windsor Windsor Park Enterprises had been pointed Park Enterprises out very well at the Council meeting tonight. Their main concern is what kind of drainage facility is to be con~ructed on Telegraph Canyon Road so they can go ahead with the necessary developments in their own project and still leave enough of the land to accommodate the channel to be constructed there. Mr. Cole proposed that Mr. Sorenson be informed the City is in the process of designing this channel and will accept their map but that the Windsor Park Enter- prises would have to provide for the even- tuality of its not being completed before they are ready to go ahead Oith their develop- ments and bond themselves, to do what is a reasonable share of the development, which Mr. Sorenson had already suggested. Adjourned Regular Meeting of City Council - 4 - February 28, 1974 Mayor Hamilton then advised Mr. Sorenson that since the Council has now given direc- tion as to what kind of a drainage facility they would accept, perhaps he might accept Mr. Cole's recommendation. Mr. Sorenson said he would accept Mr. Cole's proposal. SIDEWALK Several slides were shown and discussion VERSUS ensued. It was moved by Councilman Scott, PARKWAYS seconded by Councilman Hobel and unanimously carried that the City continue with the monolithic sidewalks. FEDERAL AID TO Considerable discussion ensued regarding URBAN AREAS the fact that the map which was submitted to the Thoroughfare Committee a week before did not receive the backing of the Compre- hesive Planning Organization (CPO) so they had prepared a map themselves. The Thorough- fare Committee said our map did not have any of the local FAU system proposed by the cities and, of course, the concern of the County Thoroughfare Committee is if that system is adopted, the local projects that are being proposed could be funded by the FAU funds because they are not on the adqpted system. Councilman Hobel said there is heavy concentration on the transit and they don't want to detract from that but we have to create proper roads that fit into the transit system. Director of Public Works Cole advised that there are approximately six million dollars coming into the County in 1974 and we have to have plans approved through the Federal System by June 30th; also in the next two years if these FAU funds come through, our portion will be shifted back into the local areas. Councilman Hobel commented he would discuss this with other members of the Executive Board with the possiblity in mind of docketing this item based on what the Council had said tonight. Motion to docket item It was moved by Mayor Hamilton, seconded by Councilman Hyde and unanimously carried that the City representative, Councilman Hobel, see that this item is docketed and do his best to see that the County Thorough- fare Committee has control over the FAU funds.
