RESOLUTION OF THE CIT1' COU1�'CIL OF THE CITY OF

R'HEREAS. on May 4, 2010, the Cit�� of Chula Vista (Cim). San Dieeo Unified Port
District (District), the Ba��front Coalition (Coalition). and the Chula Vista Redevelopment
Agencv entered into the Chula Vista Settlement Agreement (Settlement Agreement); and
W-HEREAS; the Settlement Aareement requires that the Cim and District cause to be
prepazed a 1�'amral Resources Management Plan (1�TRI�4P) for the Chula Vista Ba}'front; and
WHEREAS, the Settlement Agreement requires the creation of a Wildlife Advisory
Group (WAG) to advise the Citv and District on the development and implementation of the
NRMP: and
WHEREAS, a 26 member WAG was formed in early 2011 and met approximatelp 30
times o��er a � year period to discuss and formulate a I`TRMP; and
�4'1-IEREAS, the I�TRMP is required to meet the specific management objecti��es to protect
habitau and enhance the fish and wildlife populations of the Chula Vista Bayfront de��elopment;
and
VJHEREAS. the I�'RMP provides euidance for the implementation of the Controlline
Documents, �i�hich consist of the Settlement A2reement; Coastal Commission Development
Policies (CCDP); and the Mitieation Monitorine and Reportine Program (MMRP) for the Chula
Vista Ba}front Certified Final En��ironmental Impact Report (EIR). and also outlines strateeies
that mav be considered: and
V�'HEREAS; the NRMP promotes and enhances namral resowces in the bav-estuarine,
urban setting, for a sustainable future that sets faz-reaching goals for livina w�ith dimate change.
and em�isions a thrivine. health��, ecos��stem that fosters the human experience of nature; and
WI-IEREAS: all projects includine both public and pri��ate ���ill be evaluated bv the Cit��
and District relati��e to furthering the goals. objecti��es, standazds and svateeies of the NRMP;
and
WHEREAS, the WAG met on A4a}� �, 2016, and ��oted to appro��e the 1VRI�9P and
recommend fon+�arding the I�'R�9P ro the City and Distric[ for appro��al; and

WHEREAS, the Settlement Agreement requires that the Ciry and District approve the
NRMP.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ciry of Chula
Vista, that it hereby approves the Chula Vista Bayfront Natural Resources Management Plan, a
coordinated effort between the San Diego Unified Port District, the Ciry of Chula Vista, and the
Wildlife Advisory Group.
