APPROVAL OF MINUTES Motion made by Vice-Chair Mellor and seconded by Chair Young to approve the meeting minutes from February 17, 2016. Motion carried (3-0)—Trustee Swanson arrived late. II. APPROVAL OF ABSENCE A. Motion made by Chair Young and seconded by Vice-Chair Mellor to approve the absence of Trustee Hernandez from the meeting of February 17, 2016. Motion carried (3-0)—Trustee Swanson arrived late. B. Motion made by Chair Young and seconded by Vice-Chair Mellor to approve the absence of Trustee Kalaluhi from the meeting of February 17, 2016. Motion carried (3-0)—Trustee Swanson arrived late. 1 MINUTES BOARD OF LIBRARY TRUSTEES III. NEW BUSINESS Joint Meeting with Friends of Chula Vista Public Library Executive Board and Chula Vista Public Library Foundation Board Members Chair Young welcomed members from Friends and Foundation. Some members have met at previous Library events. Trustees would like to get to know the other groups and to continue to work together to support the Library. A. Roles, Goals and Resources 1. What are the roles we play in relation to the Library? a. Library Trustees— Institutional Review The Board of Library Trustees is established by City Charter as an advisory body. As a governmental body, the group must follow the Brown Act, with regulated on meeting dates, times and practices. The Trustees report to City Council annually on activities and attendance. b. Friends of the Chula Vista Library—Citizen Support The Friends is a 501c3 chartered in 1968. Their mission is to support the Library through volunteerism, advocacy and fundraising. Each branch has its own chapter of the Friends. Funds are raised through the book stores, books sales and grants. The Executive Board does not provide direction to the chapters, but does maintain 501 c3, membership and insurance for the group at large. The Friends have two endowment funds with the San Diego Foundation. The Friends donate funds to supplement the Library's book budget, programs throughout the year, and the Summer Reading Program. c. Chula Vista Public Library Foundation —Business Support The Foundation is a 501c3 chartered in 2005. Their primary fundraising effort is the annual Bon Appetit event. The Foundation contributed funds to help renovate the auditorium and heritage museum at the Civic Center Branch, and helps supplement staffing costs for Sunday hours at the Otay Ranch Branch last year. The Foundation does community outreach through the businesses in Chula Vista. The annual Bon Appetit event is so successful that businesses ask the Foundation to participate. 2 MINUTES BOARD OF LIBRARY TRUSTEES 2. How do we coordinate our roles so that we guide resources toward our goals? a. Interaction with City Government Chair Young suggested that each group should set up meetings with each member of the City Council, similar to the meetings as part of the California Library Association's Day in the District campaign. It would be more appropriate for the Friends and Foundation members to talk to potential candidates who will be running for upcoming vacancies. B. Bond Measure Trustee Swanson stated that she attended a business luncheon where the Economic Development Department spoke. They provided a survey, which will be shared with the groups. Director Waznis stated that if there is a tax or bond measure in the next elections, perhaps should of the City's infrastructure needs may be addressed. The Civic Center Branch Library will be 40 years old in July. The Library gets about 1,000,000 visitors per year, which means 30-40 million people have used the bathrooms. C. Director's Budget Request The Library will be requesting a new 0.50 FTE position for next fiscal year. The new part-time Emerging Technologies Library would help the Library continue with digital and technical service advancements. The Library will also be requesting funds for books. The TUT funds for books will be ending next year. The Library will also request funds for renovations of the restrooms. D. Day in the District Meetings Director Waznis invited members of all three groups to join her in the meetings with Senator Hueso, Assemblymember Gonzalez, and Assemblymember Weber. An email will sent to everyone when the meetings are scheduled. E. Next Steps Chair Young suggested another joint meeting with the Friends and Foundation. He suggested revisiting the Library Strategic Plan at the next meeting. Trustee Hernandez agreed that the groups should continue to meet twice a year. 3 MINUTES BOARD OF LIBRARY TRUSTEES IV. OLD BUSINESS-NONE V. LIBRARY DIRECTOR'S REPORT Director Waznis stated that the Library will have three opportunities to present at a City Council meeting in the next three months: • Thinkabit Lab—March 15th • National Library Week—April 12th • San Diego Law Library—May 10th or 17th VI. ADJOURNMENT Meeting was adjourned by Chair Young at 3:55 p.m. The next Board of Library Trustees meeting will be on Wednesday, April 20, 2016, beginning at 4:00 p.m. at the Civic Center Branch Library.
