in the Council Chambers, located in City Hall. 276 Fourth Avenue, Chula Vista, Califomia.

support of upgrading the resfrooms at the Civic Center Branch Library
City Manager Ha/beR stated that the Civic Center Branch Library restrooms would be repaired and deep
cleaned, and that renovating the restrooms was on the cntical infrasWcture needs list, should funds
� become availab/e in the futu2.
There being no other members of the public who wished to speak, Mayor Casillas Sa/as closed the
public heanng.

COMMISSION REGARDING A PROPOSED CHARTER AMENDMENT
TO REQUIRE THAT THE ELECTED CITY ATTORNEY BE A CITY
RESIDENT

on the item.
Councilmembe� McCann suggested the Charter Review Commission peAorm a oomp2hensive review
of fhe Charte� and consider add2ssing ofher issues, such as residency requi2ments Jor candidates
running for an elected o�ce and other items that may need improvement and/or cleanup, in a single
ballot measuie.
Councilmember Bensoussan spoke in support of the Cify Attomey position being appointed instead o/
elected, and incorporating more aspects into a potenfia/ ballot measure, such as aligning fhe City
Attomey salary with that of other ciry attomeys and eliminaling teim limits!or the position.
Councilmember Aguilar spoke in support o/ a comprehensive review o! the Charter and including other
changes. such as residency requirements, in a single ballof ineasu2.
Deputy Ma}ror Miesen spoke in opposition to the City Attomey's position being elected and in suppoR o/
a comprehensive review of the Charter.

conducting a comp�ehensive 2view o!the Charter
The2 was consensus of lhe Council thal the topics to be referred to the Charte� Review Commfssion
we/e: city attomey term limifs, city attomey residency, 2sidency length /or elected officials, city attomey
salary, e/ected versus appointed city attomey, and an ana/ysis o/ o[he� cities' �equi2ments fo� elected or
appointed city attomeys.
Mayro� Casillas Salas spoke in opposition to the City Attomey position being elected, and in support of
the Charter Review Commission presenting the Council with options, including reform of the City
Attomey position and making the City Attomey position appoinfed.

City Attomey Googins sugges[ed the Council provide the Charter Review Commission wifh direction on
the pnonty of topics to review.
Councilmember Aguilar stated the residency requirement had a higher pnority. Councilmember
Bensoussan spoke in support of the residency requirements being addressed in 2017 and the term limits
and salary o/ the city attomey position be addressed at that time. Deputy Mayor Miesen concurred with
Councilmember Bensoussan's statements regarding the pnority of items to add2ss.
City Attomey Googins stated his o�ce would provide the Council with a report on lhe legal parameters
regarding 2sidency requirements for candidates iunning/or o�ce.
ACTION: A motion was made by Councilmember Aguilar, seconded by Councilmember
McCann, that a referral be made to the Charter Review Commission to further
review the item based on City Council commenfs and the letter submitted by
Charter Review Commissioner Ross.The motion carried by the following vote:

CITY MANAGER'S REPORTS
City Manager Halbert recognized Finance Director Bilby and his team for [heir work on the budget, and
stated they would be presenfing Council with a long-range/inance plan in the near futu�e.
MAYOR'S REPORTS
� Mayor Casillas Sa/as spoke regarding her attendance at several graduafion ceremonies, the Fleet
. Reserve Memona/ Day service, and the groundbreaking o( Saburo Muraoka Elementary Schoo/. She
stated she toured the new SDGBE substation and attended High Tech Middle Schoo/'s At the Table
dinne�p�ogram.
Mayor Casillas Salas paid tnbute to Doug Perkins, past Executive Director o/ the South County
Economic Developmenf Council.
COUNCILMEMBERS' COMMENTS
Deputy Mayor Miesen spoke regarding his attendance at the Sabu�o Muraoka Elementary Schoo/
groundbreaking. He announced the uperoming Chula Vista Development Forum that he and Mayor
Casillas Salas would be hosting.
� Councilmember McCann spoke regarding his attendance at the Memonal Day service at G/en Abbey,
fhe Saburo Muraoka Elementary School groundbreaking, and several graduation ceremonies.
Mayor Casillas Sa/as spoke regarding Evelyn McCoy, who gave the keynofe speech at the Memonal
� Oay service.
ADJOURNMENT
At 7:02 p.m., Mayor Casillas Salas adjoumed the meeting in memory o/ Mc Doug Perkins, past
Executive Director, South County Economic Development Council, to a Special City Council Meeting on
June 9, 2076, at 4:00 p.m., in the Executive Conference Room and thence fo the Regular City Council
Meeting on June 14, 2016, a(5:00 p.m., in(he Council Chambers. �
