OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
JOINT MEETING WITH THE LIBRARY BOARD
Held Wednesday - 7:00 p.m. April 10, 1974
A joint meeting with the Library Board was held by the City
Council of Chula Vista, California, on the above date in the
Council Conference Room, Civic Center, 276 Fourth Avenue,
Chula Vista, with the following:
Councilmen present: Councilmen Scott, Hobel, Hamilton,
Hyde, Egdahl
Councilmen absent: None
Staff present: City Manager Thomson, Director of Public
Works CoTe, City Librarian Levine,
Richard Wheeler, Architect, Ray Holt,
Library Consultant and Tom Williamson,
Project Enqineer
The pledge of allegiance to the Flag was led by Mayor Hamilton,
followed by a moment of silent prayer.
PRESENTATION BY MR. Mr. Williamson, Project Architect, gave
TOM WILLIAMSON a detailed explanation of the proposed
building. Meetings were held with the
Staff in February 1974 at which the
followino was agreed upon:
1. The 6uilding should be located at
the southwest quadrant of the property
at Fourth and F Street.
2. The building should look like it
belonged in the Civic Center complex - -
the architecture should be the same and
it should give the appearance of being
a one-story building.
3. By the year 1995, it is contemplated
that an additional 15,000 to 25,000
square feet of space will be needed.
The proposed building provides for this
expansion.
4. The buildinq recognizes the energy
crisis. This is provided for by putting
in two fireplaces, and installing the
air conditionina and heatin~ units in a
central locatioH.
The Fire~laces (one iD the adult lounge
and one in the children's lounge) wilt
be wood-burnin~ fireplaces.
5. Maximum use of the north light has
been planned.
6. The parking lot provides for 154
spaces with egress and ingress off F
Street. There will be a secondary
access off Garrett Avenue -- delivery
trucks will be encouraged to use this
access.
7. There are presentlv eight (8) eucal-
yptus trees on the property; six (6) trees
will be saved along with the palm and
pepper trees.
8. The Annex will remain on the property
throughout the construction phase or until
such time as space is provided for those
departments elsewhere.

the various offices and rooms will be
moveable.
10. There will be fire exits throughout
the building.
ll. The meeting room or lecture hall will
be constructed at the front end of the
building next to the entrance {southeast
corner). It will have a seating capacity
of 150 with a raised platform that can
be used as a stage.
12. There will be six toilets in the
building, two of which will be situated
in the main lobby next to the lecture
hall. These can be used by people
using the lecture ~oom after library
hours.
13. The Chi. ldren's Story Hour Room is designed
provide for a capacity of 85 children.
Mr. Williamson then detailed the plan
for the upper and lower levels of the
building, noting on the upper level
the TV studio, dark room, and rooms
that will have a piano, typewriters for
general public use and audio-visual room.
The lower level will house the Librarian's
office, offices for her staff, Librarian's
library room, and lounge. Books will be
processed at the lower level and brought
to the upper level by an elevator.
COUNCIL QUESTIONS Councilman Egdahl asked about the pro-
visions for extended services, such as
BOOKMOBILE SERVICE a bookmobile. Mr. Williamson explained
that a bookmobile can be serviced at
the bottom level.
SERVICE ENTRANCE Councilman Hyde noted that the layout
of the building was a complete reverse
of that proposed in the original plans.
He questioned havin~ the service entrance
on the west side of the building.
STAFF Councilman Hobel questioned the staff area
ratio to that of supporting services. In
answer to Councilman's Egdahl's question,
Mrs. Levine commented that the Library
presently has a staff of 36, and by the
year 1995, a staff of 80 is contemplated.
Mr. Ray Holt, Consultant, remarked that
a new Library facility will attract from
20% to 45% more patrons, and thereby
exists a need for additional personnel
an estimate of 45 is contemplated to
service the new Library at the beqinning.
COST OF THE FACILITY Mr. Williamson discussed the cost of the
Library. He explained that the cost of
the materials was based on February and
March 1975 prices. He felt the City could
construct this building at the 2.2 million
dollar figure and in the time schedule
specified. Mr. Williamson referred to the
schedule noting that actual construction
would begin on March 15, 1975 and the
Library facility would be completed in
June 1976.
ENTRANCE-WAY Councilman Egdahl discussed the proposed
City Council Meeting 3 April 10, 1974
entrance-way indicating that it did not
give one a feeling of "come-in". He felt
the entrance-way should be more open and
readily identifiable~ and not have
people looking for the main entry, as
they presently have to do for the Police
facility.
Councilman Hobel suggested the entry-way
face Fourth Avenue since the bulk of the
traffic will be coming from this street.
COLONADE He also asked about having the colonade
extend on the west side of the building.
Mr. Williamson said that the architect
considered this and felt the use of the
colonade on the south and west side
would be"over-doing it".
PARKING Councilman Hyde remarked that having the
parking lot in front of the library
detracted from it, even with the pro-
posed landscaping Councilman Hyde
discussed the service entrance on the
north side of the building and felt this
would be destructive. He indicated it
would be possible to re-design the
parking lot extending it to the north and
provide for the service entrance on the
east side of the building.
FIREPLACES Councilman Scott questioned the use of the
wood-burning fireplaces, especially the
one for the children's lounge. He asked
about the storage area for the wood, how
often the fireplaces would be used here in
this warm climate, and how many other
Libraries in the State had fireplaces.
LOBBY Councilman Egdahl auestioned the entrance
lobby a patron walks into a lon~ corri-
dor and faces a blank wall. He felt the
aesthetic appeal of coming into a library
should be one of coming into an open area.
Mr. Williamson explained that the City
Librarian and Consultant said the walls
in the lobby would be used for display
purpose~.
REST ROOMS Mayor Hamilton asked about the location
of the rest rooms indicating that the
upper level and lower level sites should
be the same. Mr. Williamson agreed that
it would save some money to dO it this
way; however, it would serve as a great
disadvantage to the people using the Lib-
rary.
COUNCIL CONFERENCE City Manager Thomson said he would be
requesting another Council Conference
as a follow-up on other related matters.
He will ask the architect to be present
to discuss such items as moving the pre-
sent Library facility to the new one.
LECTURE HALL Councilman Hobel reiterated that he would
like to see more seating capacity in the
Lecture Hall.
ANNEX Councilman Egdahl commented that plans
should be made to vacate the Annex
City Council Meeting 4 April 10, 1974
as soon as possible after this construct-
iOn.
SIGNS Mayor Hamilton asked about signs for the
building commenting that there should be an
identification sign on the west side of
the building.
HERB LATHAM,LIBRARY Mr. Latham asked about the location of the
BOARD trash area and the access for the trash
trucks. He also questioned the location
of the bathrooms.
CITY MANAGER'S Mr. Thomson stated that the staff would
COMMENTS follow with the architect up on these
details.
ADJOURNMENT Mayor Hamilton adjourned the meeting at
9:10 p.m., to the dinner reception at
the Stag and Hound Restaurant for the
City's guests from Irapuato, Mexico and
to the next meeting of the City Council
scheduled for Tuesday, April 16, 1974,
at 7:00 p.m.
