South Ba}• Salt V✓orks has reviewed the documents associated ���ith the T�'atural Resources Management
Plan MPA-16-000>, for the Chula Vista Ba��'ront. The Salt R'orks operated b�� South Ba}�Salt �Vorks
has been a part of the Ba��front for o��er 140 years. �'�'e continue to operate as a partner���ith the US Fish
K 1�'ildlife Sen�ice (USFR1�'S) under a Special Use Permit on lands that are part of their South San
Dieeo Bay T�'ational 1�'ildlife Refuee. Our salt makine operations exist toda�•because our series of
evaporative ponds support habitat for both endangered species and numerous other mieraton�birds of
interest to the USFK�'�'S.
The evaporative ponds are a sequence of ponds, with increasine salinin�_ ��•hich provide numerous
habitats as the salinit��chanees. One of the Ponds ���ithin the series of ponds is Pond 28, immediatel}•
adjacent to the "Ota��` segment identified in the Chula Vista Bayfront planning area. As lone as the
USFR 1VS ��alues the habitat creation ���e provide throueh our salt makine operations. there is a need to
protect the operations from development activities which ���ill damaee or slow our salt makine, �vhich as
a consequence �ti�ould hurt our abilin-to create and maintain critical habitat.
Am•development projects should e��aluate am�potential impacts to hydrolo��and ���ater qualin� in the
series of evaporatine ponds, �vhich could neeatiael}�impact either the quantiq-or quality of salt produced
in the series of ponds. Pond 28 is a critical piece in the series of evaporati��e ponds. Any development
projects should describe ho��� stortn��•ater run-off���ould be managed on the proposed site to a��oid flo���s
into the e��aporation ponds and identifi�miti�ation measures to capture and discharge storm�ti�ater to
existins storm���ater utilities alone the east side of Ba�-Boule��ard.

for the Chula Vista Bavfront.
Dear Port Commissioners and Chula Vis[a Cit��Council Members:
N'e are pleased to report the members of the South Bay �1'ildlife Ad��ison�Group (1VAG) voted
unanimously at our 1�1a�� �. 2016 meetine to recommend adoption of the latural Resources A4anaeement
Plan (I`'RMP) as amended for the Chula Vista Bayfront.
This is the culmination of several ��ears of dedicated effort bv the members of the R'AG. Port and Cit��
staff and consultants. It represents a critically important milestone in the creation of a comprehensi��e
plan for the Chula Vista Ba��front—a plan that allo���s for development �ahile simultaneoush�ensuring
protection of the natural resources that make the area so special.
As an adaptive manaeement plan the \'RMP is, by design, a 'livina document' and the comerstone of
actions that will be taken in the fumre. In order for i[s eoals to be effecti��eh� met. the continued acti�-e
engagement and commitment of alI parties as development plans mo��e fonaard �vill be necessan�.
�Ve are looking fon�•ard to a continued collaborati�-e approach that has been the hallmark of this project
to date.
N'e uree your adoption of the NRMP so that implementation can beein. The tenets in this plan ���ill
ensure the successful completion of this landmark project and effort.
