HomeMy WebLinkAbout2016-05-09 RCC MinutesMINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION OF THE CITY OF CHULA VISTA May 9, 2016 5 :00 PM A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to order at 5:07 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Kappes (arrived at 5:37 pm), Jaime, Mora, Rahimzadeh, Valen and Chair Romo ABSENT: Commissioner Coleman MOTION TO EXCUSE: Commissioner Rahimzadeh moved to excuse Commissioners Jaime, Mora and Romo from the meeting on April 11, 2016. The motion was seconded by Commissioner Jaime and carried with the following vote: Yes — 5 Jaime, Mora, Rahimzadeh, Valen and Romo No -0 STAFF PRESENT: Environmental Services Manager France, Recycling Specialist Coppola and Senior Secretary Lindsey APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the regular meeting on April 11, 2016. The motion was seconded by Commissioner Rahimzadeh and carried with the following vote: Yes — 5 Jaime, Mora, Rahimzadch, Valen and Romo No -0 PUBLIC COMMENTS: None Commissioner Kappes arrived during Information Item 1. INFORMATION ITEMS L Joseph Coppola, Recycling Specialist, gave a presentation concerning the CalRecycle Competitive Grant the City of Chula Vista was awarded. The City administers the oil and oil filter recycling efforts in the area with funds from this grant. 2. Councilmember Steve Miesen talked with the commissioners about his priorities as a councilmember. These included promoting the use of electric vehicles, keeping organics out of the landfill, traffic congestion solutions and community planning in the new developments. He also shared with the commissioners his background and the reasons he applied to be a councilmember. ACTION ITEMS: None Page I of 2 Resource Conservation Commission Minreles May 9, 2016 ACTIVITY REPORT Add to the Activity Report the visit by Councilmember Miesen STAFF COMMENTS Environmental Services Manager France reported about the walk through with SDG &E to place Electric Vehicle Chargers in City facilities. She also gave updates on the Climate Action Plan, Water Conservation Programs and Bike to Work Day on May 20. COMMISSIONERS' COMMENTS Commissioner Valen asked Lynn to explain the change for Clean Energy Chula Vista PACE loans with Ygrene Energy Fund to be processed through a JPA. He also reported on the WAG (Wildlife Advisory Group) meeting and the Natural Resources Management Plan that was created and approved. Commissioner Rahimzadeh brought up his concerns about the water survey that was distributed to area businesses and the reaction it has created. CHAIR'S COMMENTS Chair Romo would like the name of the commission to include the word "sustainability ". F.11 a •IIIli 21TAU"'Ofi! Commissioner Rahimzadeh moved to adjourn the meeting.
