PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board /Commission on any
subject matter within the Board /Commission's jurisdiction that is not listed as an item on the
agenda. State law generally prohibits the Board /Commission from discussing or taking
action on any issue not included on the agenda, but, if appropriate, the Board /Commission
may schedule the topic for future discussion or refer the matter to staff. Comments are
limited to three minutes.

1. PUBLIC HEARING PSPIS -0003 Consideration of a Planned Sign Program
(PSP15 -0003) for wall signs for the Gateway Marketplace
commercial center on an approximately 9.87 acre site located
at 40 North Fourth Avenue.
Applicant: Jones Sign
Project Manager: Associate Planner Jeff Steichen
Staff Recommendation: That the Planning Commission adopt Resolution PSP15-
0003 approving the proposed Planned Sign Program,
based on the findings and subject to the conditions
contained therein.
INTRODUCTION
The Applicant has submitted a Planned Sign Program application for approval of
commercial wall signage criteria for the Gateway Marketplace retail commercial center
located at 40 Borth Fourth Avenue. It should be noted that the signage for this center
consists of three stages of approval. The first two stages resulted in the previous
approval of the sign criteria as well as the actual signage details of the
freestanding /monument signs. The third (and current) stage is for the establishment of
wall signage criteria, which is now being requested for review and approval by the
Planning Commission. The wall signage criteria will include -size and locations of wall
signs for all major and shop tenants within the retail center.
RECOMMENDATION: That the Planning Commission adopt Resolution PSP15 -0003
approving the proposed Planned Sign Program, based on the
findings and subject to the conditions contained therein.
Project Manager Jeff Steichen gave a presentation to include details on signage
guidelines for wall signage.
Questions to Staff
Is the only real deviation the allowance of signage on the corners?
The code restricts signage to 100 sq. ft. and they are requesting 200 sq. ft.
Ed Batchelder elaborated on the code and the waiver requested.
Have the facade changes been before Design Review?
Since this is a remodel it falls under the Administrative approval method.
Who was the architect?
The applicant stated they do all their own drawings.

COMMISSIONER DELIBERATIONS
As far as the signs go — are they all aluminum — with no stucco?
All signs are channel letters with the possible exception of Aldi — logo type.
Applicant stated all contained — no welding, etc. showing and all covered in a
rust proof and resistant paint.
Motion to approve made by Livag; seconded by Gutierrez
Motion passed 7 -0 -0 -0
OTHER BUSINESS
2. DIRECTOR'S COMMENTS
Planning Manager Ed Batchelder advised the Commission that an item for the Millenia
project (gave an overview of phases) would be presented on February 10th if additional
information was received from the Applicant in time. There will also be a presentation
from SANDAG on current projects to include a "purple line trolley" running north south
ideally from the South Bay to Sorrento Valley.
Livag — why are they not addressing the root problem of why we have all the traffic due
to having jobs in one area and residents living in another area?
Batchelder — gave an explanation regarding future transportation needs advised the
Commission to feel free to ask SANDAG when they're here.
Calvo — What happened to the appeal on D St.
Batchelder —Appeal going to Council on February 2nd
Anaya — Commissioner microphone not on; sound on tape muffled — missed question
3. COMMISSIONERS' /BOARD MEMBERS' COMMENTS
There were none
