Persons speaking during Public Comments may address the BoardlCommission on any
subject matter within the BoardlCommission's jurisdiction that is not listed as an item on the
agenda. State law generally prohibits the BoardlCommission from discussing or taking
action on any issue not included on the agenda, but, if appropriate, the BoardlCommission
may schedule the topic for future discussion or refer the matter to staff. Comments are

May 11, 2016
6:00 P.M.
A Regular Meeting of the Charter Review Commission of the City of Chula Vista was called to
order at 6 :03 p.m. in Executive Conference Room 103, located at 276 Fourth Avenue, Building
A, Chula Vista, California.

Assistant City Attorney Maland and Legal Assistant Ponds
1. Approval of April 13, 2016 minutes.
ACTION: Commissioner Felber made a motion to approve the minutes. Commissioner
Rhamy seconded and motion passed as follows:
Yes: 5 (Chair Bellamy, De La Rosa, Felber, Rhamy, Ross)
No: 0
2. Review and Consideration of Article III of the City Charter, to Identify and Prepare
Potential Charter Amendments for Recommendation to the City Council, including but
not limited to, Sections 300 (City Council Members, Eligibility and Terms), and 303
City Council Vacancies
Commissioner Spethman arrived at 6 :08 p.m.
Legal Assistant Ponds distributed a revised draft of Section 300. ACA Maland reviewed the
information along with the Commissioners. Commissioners came to a consensus not to add a
30 day residency requirement. ACA Maland stated the next section for review will be
Section 300.5, Districting Commission.

OTHER BUSINESS
1. STAFF COMMENTS - ACA Maland recommended the election of new officers be placed
on the agenda for the June meeting. She stated that the Charter Amendment to City Council
will be heard at the June 7, 2016 City Council Meeting.
2. CHAIR'S COMMENTS - None
3. COMMISSIONERS'BOARD MEMBERS' COMMENTS — Commissioner De La Rosa
stated that he would not be able to attend the June 81" meeting.
ADJOURNMENT: Meeting adjourned at 7:01 p.m. The next regular meeting will be on
Wednesday, June S, 2016 at 6 :00 p.m.
