RESOLUTION OF THE CITY COUI�'CIL OF THE CITY OF
CHULA VISTA APPROVII�G AI�' AMENDMEI�'T TO
COLTNCIL POLICY I�'O. 400-02 ON PUBLIC PARTICIPATIO?�'
R'HEREAS; as part of process improvements made in 2010, Citv Council appro�=ed
Resolution?�'o. 2010-09 adopting the Public Participation Polic��; and
V�'HEREAS, on Ma�� 26; 201� Cin� Council made a referral to staff to propose a policy,
or propose changes to an existine polic��, to e�pand outreach to communih� members concerning
lazge de��elopment and other potentiallv controversial projects under consideration bv the City;
and
WHEREAS, the Development Sen ices Department Director determined that the activitv
is not a "Project�' as defined under Section 1�378 of the Califomia Environmental Qualit�� Act
State Guidelines; therefore, pursuant to State Guidelines Section 1�060(c)(3) no em�ironmental
re��iew is required.
NOR', THEREFORE, BE IT RESOLVED b�� the Cit�� Council oF the Citv of Chula
Vista; that it herebv approves the amendment to Council Polic�- 400-02 in the form presented,
with such minor modifications as may be required or approved by the City Attome��; a copv of
which shall be kept on file in the Office of the City Clerk.

BACKGROUND
In response to public input on recent development projecu heard br Cirv Council invoh�ine General
Plan, Sectional Plannins rUea Plans, and other Polic} L,evel amendmenu, staff ti�as directed to re�ise
the Public Panicipation Council Policv to be more inclusive of broader community re�iew•and input.
PURPOSE
To ensure that the public has the oppommin� to obtain information about development projecu and .
proride input and feedback on projecu throuehout the revieH/enutlement process in a consistent
cirn,�de process.
POLICY
The Cim�ill use this Communin lnput Process for all plannine and de��elopment in the Cin�.
Staff��ill keep and periodicallv update an AIH•avs Notice list for use in sending out public notices.
The Always Notice list will include contact information for Community Oreanizations, Business
Associations; Home O�mer Associations and individuals N�ho request receipt of all public notices.
Citizens and interested parties can be added to the Ah��a��s \otice list on the Development Services
Department link on the Cin�`s website.
A Notice of Application H�11 be sent out to all propem ou�ners Hithin �00 feet of a project site tiithin
ten (]0) days of the application being deemed complete. The notice will include a brief project
description; project location, entitlement processes that the project w211 be required to go throueh and
the name and contact information for the staff project manaeer. The Notice of Application��ill also be
posted on the Cirv-s website. This notification ���ill make concerned members of the public aH�aze of
pending applications eazly in the development review process.
Staff N�ill arranse a Communitv I�4eetine for all projects that N�ill have a "Consolidated Hearing"*:
that require a General Plan Amendment (GPA): that require a ne�i or amended General De��elopment
PIan (GDP); that require a neu� or amended Sectional Planning Area plan (SPA); tl�at require a ne� or
amended Specific Plan (SP); that require a ne��� or amended Precise Plan (PP); that require a rezone;
or an��ocher project requiring a public hearine that results in a significant response from the public to
che T�'otice of Application. In addition, siaff�a�ill arranoe a Communin��9eetine for anv administrative
approval project that results in si�nificant response from the public to the A'otice of Application.

Notice of the Communin� Meeting would be provided to neiehbors within 500 feet of a project site; to
the management entiry for any Home Owners Associations (HOA's) witllin 1,500 feet of a project site
(for HOA distribution to their members as they see 5t), and to interested parties on the Always Notice
list.
The Communin� Meetine will be held eazlv in the process, afrer the project application has been
deemed complete and the first intemal re��iew of the project has been completed. The meeting will be
held eazly enough in the process to alloN- for public comments to be considered by the applicant and
staff, and to allow for appropriate changes to be made to the project.
VJhile staff will help facilifate the Community Meeting, the Applicant will have the primary role since
this is their oppommiry to dialo�ue with potentia] future neighbors. Staff will provide the applicant
with an outline of the presentation components to ensure that fl�e applicant covers al] of the important
information about the project. Staff administration would be limited to setting meeting locations and
being available to answer questions about the process; policies and regulations affecting the project.
No formal staff report will be prepazed.
The applicant will be provided with the names and contact numbers for all Communit}� Organizations.
Business Associations, and management entities and current president for the HOA(s), and will be
encouraged to seek their members early input on projects. Scaff will encourage the applicant to have
on-going dialogue w�ith the interested parties throughout the processing of the project.
An "Open House" format will be used at the Communiry Meeting. Afre,r the initial presentation of the
project by the applicant communiq� members ��ill be provided an opportunity to have one on one
com�ersation with the applicant and consulting team about the project.
Staff will take notes at the Community �4eeting and prepare a "Record of Meeting` that summazizes
the issues and suggestions that were raised at the meeting. At subsequent Planning Commission (PC)
and Citv Council (CC) hearines the members will be advised of the issues raised previously by the
communih�as N�ell as how the applicant addressed the issues as part of the staff report.
Tl�e PC may provide an optional Preliminary Re��iev.� on projects that are complea or that the
communin- has raised concerns about at the Community Meeting. This wi11 gi��e the PC the
opportunity to raise an}� earl�� concems about the project and ��ill provide tbe public another
opportunity to provide input prior to final consideration of the projecT b}� tl�e PC. The Preliminary
Review «�ill be afrer the Coimnwiity n9eetine but prior to consideration of the project by the PC.
Prelinnnary Re��ieti�s �vill be induded on the PC aeenda. The agenda is posted 72 hours prior to the
meetine and sent to e��en�one on the Ah��a��s\otice Iisi.
