THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday PRELIMINARY PLANS--LIBRARY · June 19, 1974
An adjourned regular meeting of the City Council of the City of Chula
Vista, California was held on the above date beginning at 7:00 p.m.
in the Council Conference Room, Civic Center, 276 Fourth Avenue,
with the following
Councilmen present: Councilmen Scott, Hobel, Hamilton
Councilmen absent: Councilmen Hyde, Egdahl
Staff present: City Manager Thomson, Director of Public Works
Cole, City Librarian Levine, Director of
Building and Housing Grady.
Also present: Tom Williamson, Project Architect
COMMENTS BY DIRECTOR
OF PUBLIC WORKS Mr. Lane Cole explained that the staff
has looked over the preliminary plans
and the Council will approve this pre-
liminary stage at the meeting of June
25 which puts this project right on
schedule. Mr. Cole reviewed the pro-
posed schedule noting that the City
will go out to bid in March of 1975
with the comDletion date scheduled
for June 1976. The estimated cost of
construction at this point is
$2,319,740.
COMMENTS BY THE CITY Mrs. Levine commented that Librarians
LIBRARIAN are always looking for customers, and
in this respect, a library building
must be attractive and have a home
atmosphere "a home away from home".
She noted the various features in the
proposed library that meet this crit-
eria adding that both she and the con-
sultant, Mr. Holt, feel the architect
has done a good job.
TOM WILLIAMSON Mr. Williamson presented a model of the
PROJECT ARCHITECT proposed facility detailing the various
elements of the construction: the ex-
terior, interior layout, parking ar-
rangement, and the sloped areas.
The building is elevated from 2 feet
to approximately 9% feet above street
level. The reason for this is that
the lower level must have plumbing
fixtures that ~ ~ ~ hook up to the
sanitary sewer. Mr. Williamson com-
mented that everything has been lowered
as much as possible in order not to give
a great elevated appearance to the
building, ~uch as, the ceilings in
the staff office~ have been reduced from
9 feet to 8 fee%.
Parking lot The stalls in the parking lot have been
warped as much as possible ~o that
there will be no point at which a parked
car with an unset handbrake will be able

to roll, or be difficult for any person
to open or close a car door.
Auditorium Mr. Williamson explained the auditorium
layout noting that it shows a 180
seat capacity with a very narrow
platform. It was the opinion of the
Librarian and Consultant that the
platform should be wider to be more
flexible for various functions;
therefore, the seating capacity will
be cut to 150.
Landscaping In answer to Councilman Scott's
query, Mr. Williamson stated that the
City's ordinance requires a 3~ foot
screening around the parking lot. This
can be done by a wall, landscaping,
earth mounting, or fence.
Councilman Hobel asked that the straight
lines be broken up around the parking
lot. This can be done by proper land-
scaping.
Boundaries of Project Mr. Williamson indicated it would be
necessary for the Council to determine
the boundary lines of the project, and
what the balance of the block will
eventually be.
Fill needed Mr. Williamson stated it would take
approximately 12,000 cubic yards of
fill for this project. It can be
done by (1) either putting it in the
contract, and having the contractor
buy the fill, or (2) the City could
star% taking excess fill from projects
being currently worked on, or advert-
ising for excess fill to be dumped
on the site. If the first alternative
is used, it would cost $4.00 a cubic
yard or $48,000 for the fill. The
second alternative would cost approxi-
mately $24,000 or $2.00 a yard. Mr.
Williamson mentioned that if the City
proposes to use the balance of the
property for park purposes, the park
could be"a little sunken", and the
City could use that dirt for this fill
rather than buying any.
Sewer pumps Director of Building and Housing main-
tained that the fill cost would be less
over the years than the cost of main-
taining a sewer pump.
Code requirements Discussion followed as to Code require-
ments covering various aspects of the
project particularly those relating to
use of the facility by handicapped
persons.
Mayor Hamilton discussed the EPA stand-
ards which he felt did not go into
effect until December.

Knight & Gladieux Plan Director Cole stated that he would
check into this. He added that there
will be a resolution before the
Council in the near future to amend
the Knight & Gladieux Plan in order
to accommodate this project. He
noted that the Plan originally called
for an underpass and a lake adjacent
to the library.
Parking lot lights Councilman Hobel questioned the type
of light fixtures proposed for the
parking area. Mr. Williamson ex-
plained that they will be on a high
level - high efficiency lamps instead
of a number of small ones.
Mr. Cole noted that the lower down the
lamps are put, the less intensity can
be used.
Roof Director of Building and Housing dis-
cussed the mission tiles to be used in
the roofing.
ADJOURNMENT Mayor Hamilton adjourned the meeting
at 8:00 p.m., to the meeting scheduled
for Tuesday, June 25, 1974, at 7:00 p.m.
