Dear Honorable Mayor and City Council, I will be speaking tonight on the City budget presentation item as the
president of the Friends of the Chula Vista Library. First, I would like to thank you for your ongoing support of
our public library. We especially appreciate the proposed funding for new computers in this year's budget for
the library.
The Friends request funding for the needed renovation of the Civic Center Library branch's public
restrooms. This library branch will be celebrating its 40th birthday on July 4 and those 40-year old bathrooms
are showing their age. Below in a PowerPoint attachment showing a series of photos of the women’s restrooms
at the library compared with the ones in the 10-year old City Hall building. What a difference! Please note that
the custodial services and construction repair staff from Public Works Operations do a great job maintaining the
library. The facilities are just old and wearing out. This branch gets almost 35,000 visitors per month. It offers
over 500 programs annually, from Children’s story times, STEAM programs, and Veteran’s assistance to
Passport Services, homework help, and meeting places for a large number of outside groups. This library is
well-used and well-loved by our community.
In the City Manager’s proposed budget document, it is noted that “Although funding is needed for maintenance
on City facilities, the fiscal year 2016-17 proposed CIP budget does not include appropriations for Building

Management System projects.” We know that the City Council just approved placing an infrastructure funding
ballot measure on the November ballot. The Friends of the Library hope that funding can be set aside in this
year’s budget for needed renovations of our aging City public facilities, especially the almost 40-year old Civic
Center Library. Thank you.
