HomeMy WebLinkAboutReso 2016-070 RESOLUTION NO. 2016-070 RESOLUTION OF THE CITY COUTCIL OF THE CIT1' OF CHULA VISTA APPROVING THE 2016/2017 AI�TI�TUAL ACT10N PLAN FOR THE U.S. DEPARTMENT OF HOUSRvG AI�TD URBAN DEVELOPMENT (HUD) COMMlJ?�TITY DEVELOPMEI�'T BLOCK GRANT (CDBG), HOME II�TVESTMENT PARTNERSHIP (HOME), AND THE EMERGENCY SOLUTIOI�'S GRANT (ESG) PROGRAMS; AUTHORIZII�'G THE CITY M.Ai\'AGER OR HIS DESIGI�TEE TO EXECUTE AGREENIENTS FOR THE MAh?AGEMENT AI�'D 1�4PLEMENTATION OF ELIGIBLE PROJECTS A'ITH EACH SUBRECIPIENT / CONTRACTOR / DEVELOPER IDENTIFIED IIT THE ACTION PLAN: AUTHORIZII�rG THE CITY OF CHULA VISTA DEVELOPMENT SERVICES DEPARTMENT TO ENTER INTO A MEMORANDUM OF UI�'DERSTANDII�'G V�'ITH THE RECREATIOI�' AI`'D PliBL]C R'ORKS DEPARTMENTS FOR THE IMPLEA4E?�TTATION OF FOUR CDBG-FUI�'DED PROJECTS: AI�'D AUTHORIZING THE CTTY MANAGER TO EXECUTE AI�'Y A1�TD ALL RELATED DOCUn4ENTS NECESSARY FOR THE HUD GRANTS WHEREAS, as a Department of Housing and Urban Development (HUD) entitlement community, the Cin� of Chula Vista receives grant funds under the Community Development Block Grant (CDBG): Emeraenc}� Shelter Grant (ESG), and the Home Investment Partnerships Pro�am (HOME); and WHEREAS, staff has prepared the Fiscal Year 2016/2017 Annual Action Plan (`FY 2016/2017 Action Plad') using the goals set forth in the 2015-2020 Consolidated Plan ("Consolidated Plan") and the per HUD Rules and Reeulations; and N'HEREAS; the City will receive a Fiscal Year 2016/2017 CDBG entitlement of $1.920.628: HOME entitlement of$642.150: and ESG entitlement of$1�9.26�: and �'HEREAS_ the Cin� followed its Citizen Participation Plan and held public hearines on housine and communiri� needs on December 1�. 2016. and A4azch 1�. 2016, at which time public testimonv "�as recei��ed and considered b�� the Cin� Council with respect to the FY 2016/20U Action Plan: and �l''HEREAS, staff has determined that the proposed activities elisible for CDBG funding meet the CDBG national objectives to benefit primaril�� low/income households or aid in the elimination of slums and blisht: and Resolution No. 2016-070 Page No. Z WHEREAS; staff has determined that the sub/recipients/contractors identified in the FY 2016/2017 Action Plan and Attachment A (attached hereto) are experienced and staffed in a manner such that they can prepare and deliver the ser��ices required by the City; and WHEREAS, in the event that HUD withdraws the City's CDBG funding, the City is not obligated to compensate the sub/recipients/contractors for program expenditures. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Chula Vista as follows: 1. That it approves the Fiscal Year 2016/2017 Annual Action Plan ("FY 2016/2017 Action Plan ') for the Community Development Block Grant (CDBG), Home Investment Partnership Act (HOME), and the Emergency Solutions Grant (ESG) Programs. 2. That it authorizes the City Manager or his designee to execute any and all agreements and necessar}' amendments for the manaaement and implementation of the FY 2016/2017 Action Plan between the City of Chula Vista and each sub/recipiendcontractor, identified in the FY 2016/2017 Action Plan, in substantially the form presented, and it further authorizes the City Manager or his designee to make such minor modifications as may be approved or required by the City Attorney. 3. That it authorizes the City of Cbula Vista Development Services Department Director to enter into Memorandums of Agreement, in substantially the form presented, with the Director of Recreation for implementation of the Norman Park Senior Center Program and Therapeutics Program and Director of Public Works for the Oranee Avenue Capital Improvement Project and the Holiday Estates Park Improvement Project, and it further authorizes the City Manager or his designee to make such minor modifications as may be approved or required by the City Attorney. 4. That it authorizes the Ciry Manager ro execute the HUD Funding Approval Agreements and any other related documents necessary to obtain the HUD grants.
