OF TH~ CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday September 18, 1974
A joint meeting of the City Council and the Parks and Recreation Commission was held
on the above date beginning at 8:00 p.m. in the Council Conference Room, Civic Center,
Chula Vista, California, with the following
Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde
Councilman absent: Councilman Egdahl
Staff present: City Manager Thomson, City Attorney Lindberg, Director of
Parks and Recreation Hall, Assistant City Manager Bourcier,
Parks Superintendent Bradstreet, Assistant City Attorney Beam
PRESENTATION BY DIRECTOR Mr. Hall submitted written reports explaining
OF PARKS AND RECREATION the background for this meeting. A status
report was sent to the Council on March 26, 1974
reporting that $30,000 was reassigned from the
Capital Improvement Project funds for tennis
court construction (1973-74 budget sessions).
The matter was subsequently referred to the
Parks and Recreation Commission for considera-
tion and recommendation regarding tennis court
locations or racquetball courts.
On August 13, 1974 the Commission recommended
that racquetball courts be eliminated from all
consideration until some future time, and that
a lighted softball field be constructed in lieu
of tennis courts.
Parks Superintendent Bradstreet pointed out on
a map of the City the location of tennis courts:
school facilities, park facilities, joint
powers facilities and private clubs.
In answer to the Council's inquiries, Mr. Hall
noted that there were S9 tennis courts in the
City, 20 of which are under the joint powers
agreement.
Commissioner Kincaid discussed the 12-court
private tennis club located north of Rohr Park.
A discussion ensued as to whether there was a
drop in attendance use at the General Roca and
Southwestern College courts due to the construc-
tion of the private facility.
Councilman Scott indicated that perhaps now was
the time to step back and take a look at this
program -- that perhaps the City was building
tennis courts to over-capacity.
Lighted softball fields Mr. Bradstreet noted on the map the locations
of the ballfield facilities: the unlighted
school facilities, and the lighted and un-
lighted park facilities.
Racquetball courts Mr. Bradstreet commented that there were two
courts to be constructed in the City by private
developers: one at Anita and Broadway and the
other on Third Avenue Extension, east of the
Department of Motor Vehicles.

Mr. Hall reiterated that it was the unanimous
recommendation of the Parks and Recreation
Commission not to consider construction of
racquetball courts.
Softball fields Mr. Hall discussed the need for a lighted
softball field and the condition of the fields
at General Roca Park which, he remarked, are
being used by four teams, and last year approx-
imately 50,000 people used the fields. Eight
teams were turned away last year, as the policy
is that at least 50% of the team members must
be Chula Vista residents. If the make-up of
the teams is such that there is not 50% Chula
Vista residents, then the team must wait until
there is a spot in the league for them to play.
Soccer team fields In answer to the Mayor's query, Mr. Hall in-
dicated there was not much interest in this
activity in this area; however, the City has
built one soccer field in Otay and it is being
used.
General Roca Park Councilman Hobel commented that he has received
numerous complaints concerning the condition
of the lower field at General Roca Park.
Mr. Bradstreet remarked that in the 1975-76
Capital Improvement Program is the plan to
refurbish General Reca Park.
Lighted softball field Councilman Scott asked for staff recommendation
if approval was given for a lighted softball
field.
Field at General Roca Mr. Hall said he would need some time to look
over the areas before making this recommenda-
tion. He discussed the field at General Roca
(a substandard field) stating that once they
start revising that it would no longer fall
under the grandfather clause and the City
would have to put in complete undergrounding
and steel poles.
Councilman Scott said his suggestion would be
to put in another field, and once this new
field is in operation, then go back and re-
furbish the lower field at General Roca.
Mr. Hall commented that before any field is
selected for a lighted softball field, a sur-
vey would be made first to see if there would
be any objections from the neighbors.
Motion for staff and It was moved by Councilman Hobel and seconded
Commission recommendation by Councilman Scott that the staff and Parks
and Recreation Commission be directed to work
concurrently on this and come back to the
Council with a recommendation on where a new
lighted field should go.
Amendment to motion Councilman Scott suggested the motion be
changed to state that a resolution be brought
back to the Council appropriating the money
for the field to be chosen by the staff and
bring this back to the Council. The resolu-
tion should state:

1. Expenditure of the $30,000 on a softball
field
2. A report on which field should be lighted.
Addition to motion Councilman Hebel remarked that also in his
motion he would like the report to include
whether it should be a City field or a joint
powers.
Councilman Scott felt the City should go alone
on this particular lighted field (for $30,000)
and then go back to the high school district
to see if something else can be worked out.
Motion carried The motion carried unanimously by those
present.
Specific field In answer to Commissioner Tieber's question,
the Council asked for alternatives for the
specific expenditure of the $30,000. Mention
was made of the pony and little league fields
that are used for very brief periods of time.
Councilman Hobel cautioned the use of a school
field because here you would be talking about
fencing the field. Consideration was given to
Max Field and Greg Rogers.
Park on west side of City Councilman Scott mentioned that from time to
time the Chula Vista Elementary School District
talks about vacating the Mae Feaster School.
He suggested the City talk to the School Dis-
trict about this and if there are plans for
vacating the school the City should get first
bid on it, as it could be used for a park.
Close of this portion The Mayor closed this portion of the meeting
of meeting at 9:00 p.m. thanking the members of the Parks
and Recreation Commission for their attendance.
(Councilman Egdahl arrived at the meeting at
this time.)
WORKSHOP - DISCLOSURE At this time Assistant City Attorney Craig
OF ASSETS Beam conducted a workshop explaining to the
City Council the format for filing the Dis-
closure of Assets Statements (to be filed dur-
ing the month of September).
MOTION FOR CITY TOUR It was moved by Mayor Hamilton, seconded by
Councilman Egdahl and unanimously carried that
the City Council Tour, as proposed by the City
Manager (memo of September 17, 1974) be set in
the order given -- one tour to be set for
September 28, 1974 and another tour to be set
during the month of October 1974.
EXECUTIVE SESSION It was moved by Councilman Hyde, seconded by
Councilman Scott and unanimously carried that
the Council recess to Executive Session for
personnel reasons.

meeting reconvened at 10:20 p.m.
ADJOURNMENT Mayor Hamilton adjourned the special meeting
at 10:20 p.m. to the meeting scheduled for
Tuesday, September 24, 1974 at 7:00 p.m.
