CONSENT CALENDAR (Items 1 - 6) Mayor Casillas Salas noted a minor conection fo the March 15, 2016 minutes, and stated she would be abstaining from voting on Item 4 due to a potential propeRy-related con8icf of interest. 1. 16-0216 APPROVAL OF MINUTES of March 15 and 22, and April 5 and 7, 2016. Recommended Action:Council approve the minutes. Recommended Aetion:Council excuse the absence. 3. 16-0205 ORDINANCE OF THE CITY OF CHULA VISTA ADDING SECTION 2.25.055 OF THE CHULA VISTA MUNICIPAL CODE RELATING TO THE REAPPOINTMENT PROCESS FOR BOARDS AND COMMISSIONS (FIRST READING) Recommended Action:Council place the ordinance on first reading. 4. 16-0108 RESOLUTION NO. 2016-062 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA PROVIDING PRELIMINARY APPROVAL OF THE FINAL ENGINEER'S REPORT; EXPRESSING ITS INTENTION TO RENEW THE DOWNTOWN CHULA VISTA PROPERTY-BASED BUSINESS IMPROVEMENT DISTRICT FOR A PERIOD OF TEN YEARS; AND SETTING THE PUBLIC HEARING ON SUCH RENEWAL Recommended Action: Council adopt the resolution. 5. 16-0182 RESOLUTION NO. 20�6-063 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE MASTER FEE SCHEDULE TO ESTABLISH A FEE FOR RECREATIONAL VEHICLE PARKING PERMITS Recommended Action:Council adopt the resolution. 6. 16-0158 RESOLUTION NO. 2016-064 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE CONTRACTS FOR SERVICE WITH MICROSOFT CORPORATION FOR SOFTWARE, SUBSCRIPTION AND LICENSING SERVICES UTILIZING THE COUNTY OF RIVERSIDE ENTERPRISE AGREEMENT WITH MICROSOFT CORPORATION # 01E73134 AMENDMENT ID #CTX-CA-FSILVER-CORIV43; AND APPROPRIATING 5372,628 TO THE FISCAL YEAR 2015/20161NFORMATION TECHNOLOGY SERVICES SUPPLIES AND SERVICES BUDGET (4/5 VOTE REQUIRED) Recommended Action:Council adopt tl�e resolution. ACTION ITEMS 7. 16-0178 CONSIDERATION OF APPROVING AGREEMENTS FOR THE LAKEFEST EVENT AND 5K FUN RUN/WALK A. RESOLUTION NO. 2016-065 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND KELLY LANNOM EVENT MANAGEMENT FOR UP TO $9,700 TO COORDINATE THE LAKEFEST EVENT AND APPROVING UP TO THREE, ONE-YEAR EXTENSIONS B. She spoke regarding he� attendance at the following events: Cesar Chavez Book Gub meeting at Castle Park Elementary Schoo/, a meefing to discuss climate change and implementation policies, and fhe 76th annual Day of the Child. She announced fhe upcoming State of the City Add2ss, which would be held on May 3, 2076. COUNCILMEMBERS' COMMENTS Councilmember McCann provided in(ormation �egarding the first annual State of the District meeting for Dist�ct 1. Deputy Mayo�Miesen spoke regarding Earth Day. City Attomey Googins announced the upooming annual Law Day on May 1, 2076.
