F. 16-0185 PRESENTATION OF A PROCLAMATION TO CHULA VISTA POLICE DISPATCHER SUPERVISOR TINA JONES PROCLAIMING APRIL 10 THROUGH APRIL 16, 2016 AS NATIONAL PUBLIC SAFETY TELECOMMUNICATORS WEEK IN THE CITY OF CHULA VISTA Mayor Casillas Salas read the proclamation and Councilmember McCann presented it to Chief Bejarano, Dispatcher Supervisor Jones, Police Captain Sallee, and Police Captain Kennedy. E. 16-0171 PRESENTATION OF THE 2015 COMMUNITY HEALTH AND WELLNESS AWARD FOR SENIOR HEALTH AND NUTRITION SERVICES AT NORMAN PARK SENIOR CENTER, BY CALIFORNIA PARK RECREATION SOCIETY AGING SERVICES ACTIVITIES SECTION Recreation Director McClure Huckaby announced the City's receipt o/ [he 2015 Community Health and Wellness Award by the Cali/omia Parks 8 Recreation Society. Senior Recreation Supervisor Ganison provided in/ormation on the senior hea/th and nutrition services offe�ed at the Norman Park Senior Centec She recognized Recreation Supervisor Chavez. Item F was faken out of order and heard prior to Item E. CONSENT CALENDAR (Items 1 - 3) Mayor Casillas Salas stated she would abstain from voting on Item 2A due to a potential property-related conflicf o/ interesL City Atfomey Googins stated that Deputy Mayor Miesen would abstain f�om voting on Ilems 2A and B due to a potential conflict of inferest related to a business entity in which he had a financial interest. 1. 16-0164 RESOLUTION NO. 2016-059 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING $59,650 TO SUPPORT CONSTRUCTION OF A THINKABIT LAB AT THE CIVIC CENTER LIBRARY (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. RESOLUTION NO. 2016-004 OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA APPROVING A PURCHASE AND SALE AGREEMENT WITH TIERRA DEL SOL INVESTMENTS TO SELL ASSESSOR PARCEL NO. 568-071 -01 FOR 5400,000 Recommended Action:Agency adopt the resoluGons. 3. 16-0177 A. RESOLUTION NO. 2016-005 OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA APPROVING A BOND PROCEEDS EXPENDITURE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CIN OF CHULA VISTA PROVIDING FOR THE TRANSFER OF EXCESS BOND PROCEEDS TO THE CITY FOR BOND-ELIGIBLE PURPOSES, DIRECTING THE TRANSFER OF SUCH FUNDS TO THE CITY, AND MAKING CERTAIN FINDINGS IN CONNECTION THEREWITH B. PUBLIC COMMENTS There were none. ACTION ITEMS 4. 16-0107 DISCUSSION AND POSSIBLE ACTION REGARDING THE REAPPOINTMENT PROCESS FOR MEMBERS OF CHULA VISTA COMMISSIONS WHO ARE INTERVIEWED AND APPOINTED BY THE COUNCIL There was consensus of the Council to require that Commissioners who had served more than one year be interviewed before the full Council for consideration for reappointment, and that the Council could open the seat to additional applicants if desired. City Attorney Googins sfated that staff would retum to the Council with a reso/ution or ordinance to formalize[he action. 5. 16-0191 CONSIDERATION OF APPROVING FINAL TERMS FOR THE AGREEMENT WITH THE POINT LOMA TRUST FOR THE OPERATIONS OF THE CHULA VISTA ELITE ATHLETE TRAINING CENTER RESOLUTION NO. 2016-061 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING FINAL TERMS FOR THE AGREEMENT WITH THE POINT LOMA TRUST FOR THE OPERATIONS OF THE CHULA VISTA ELITE ATHLETE TRAINING CENTER AND DIRECTING STAFF TO FINALIZE AGREEMENTS CONSISTENT THEREWITH This item further implements City Council action taken on March 15, 2016 where the Council approved general terms for City's engagement of The Point Loma Trust (PLT) to be City's third-party operator of the Chula Vista Olympic Training Center (CVOTC). Final terms have now been negotiated and are presented for City Council approval, with direction to staff to finalize agreements consistent with these terms. This action is one of series that the City Council has taken to effect the City o/Chula Ysfa Page 4 City Council Meeting Minutes-Final April 12,2016 transfer of fee title and operational control of the CVOTC from the United States Olympic Committee (USOC) to the City. City Council has already approved the Transfer Agreement and Core Agreement with the USOC that provides for this transfer to occur on December 31, 2016. Under the proposed agreement with PLT, working with City and the USOC, PLT would start transitioning its operations of the center immediately, with full responsibility for day to day operations occurring on January 1, 2017. Deputy City Manager Bacon presented infortnation on the item. ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember McCann, that Resolution No. 2016-061 be adopted, heading read, text waived. He 2poRed on a �ecenf article regarding the Millenia pmject and the possibility of a public library being included in the projecf. MAYOR'S REPORTS 6. 16-0'188 RATIFICATION OF APPOINTMENTS OF THE FOLLOWING INDIVIDUALS TO THE HEALTHY CHULA VISTA ADVISORY COMMISSION: - Ricardo Jimenez - Mary Cruz - Mora de Murguia - Diana Milburn - Roman Partida-Lopez - Diana Velo - Lorena Quiroz - Lucia Martinez - Ana Melgoza ACT10N: A motion was made by Countilmember McCann, seconded by Councilmember Bensoussan, that the appointrnents of the above individuals to the Healthy Chula Vista Advisory Commission be retified.The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Casillas Salas No: 0 Abstain: 0 Mayo� Casillas Salas cong2fulated the graduates of the South 8ay Community Services' Promise Neighborhoods proy2m. City o/Chula Vista Page 5 Cily Council Meeting Minutes-Final April 12,2016 COUNCILMEMBERS' COMMENTS 7. 16-0'187 COUNCILMEMBER AGUILAR: CONSIDERATION OF THE FORMATION OF AN AD-HOC SUBCOMMITTEE FOR THE 2016 STARLIGHT PARADE AC710N: A motion was made by Councilmember McCann, seconded by Mayor Casillas Salas, that an ad-hoc committee consisting of Councilmember Aguilar and Deputy Mayor Miesen be fortned for the purpose of planning the 2016 Starlight Parade.The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Casillas Salas No: 0 Abstain: 0 Councilmember Bensoussan spoke regarding a recent South Bay/ront Sailing Association(undraiser. Deputy Mayor Miesen spoke regarding the upcoming Bon Appetit fundraiser for the Chula Vista Public Lib2ry Foundation and the recent nbbon cutting for a 9Round Fitness center. Councilmember McCann spoke regarding the 9Round Fitness center opening and an upcoming community meeting for Distnct 1. ADJOURNMENT At 6:37p.m., Mayor Casillas Salas adjoumed the meeting to the Regular City Council Meeting on Apnl 26, 2016, at 5:00 p.m., in the Council Chambers. Kerry �.
