RESOURCE CONSERVATION COMMISSION
OF THE CITY OF CHULA VISTA
March 14, 2016 5:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:00 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman(arrived at 5:14 pm), Jaime, Mora, Rahimzadeh, Valen
and Chair Romo
ABSENT: Commissioner Kappes
MOTION TO EXCUSE: none
STAFF PRESENT: Environmental Services Manager France, Senior Recycling Specialist
Medrano, Office Specialist Rodriguez and Senior Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the regular
meeting on February 8, 2016. The motion was seconded by Commissioner Rahimzadeh and carried
with the following vote:
Yes—5 Jaime, Mora, Rahimzadeh, Valen and Romo
No-0
PUBLIC COMMENTS: None
Commissioner Coleman arrived during Information Items
INFORMATION ITEMS
1. Chair Romo introduced the dignitaries from Baja California, Mexico:
a. Thelma Castaneda, Secretary of Environmental Protection State of Baja California
b. Lauro Figueroa, Thelma's secretary
c. Rafael Soto, Director State Nursery in Tijuana
d. Angela Tones, creator of the environmental website SCIRE
Thelma, Lauro and Rafael had to leave the meeting early due to another commitment.
2. Chair Romo introduced new Commissioner Carlos Jaime. Commissioner Jaime talked
about his background and his position with Republic Services.
3. Councilmember Pamela Bensoussan welcomed the dignitaries from Mexico and invited
them to participate in the City's Harbor Fest event in August. She talked about her
background on the Planning Commission and her time as a Commissioner on the Resource
Conservation Commission. She informed the commissioners about her vision for preparing
the City of Chula Vista for climate change. She has much confidence in the RCC and was
impressed with their participation in the 2014 Climate Change Working Group. She talked
about the Bay Front future development and what she would like to see happen.

ACTIVITY REPORT
Add to the Activity Report the visits from the dignitaries from Mexico and Councilmember
Bensoussan.
STAFF COMMENTS
Environmental Services Manager France gave an updates on the CLEAN Champion Awards, the free
mulch giveaway at the landfill on March 26, the proclamation for Drug Abuse Awareness to be
presented at the March 22 council meeting and the water reuse framework meeting and future
workshops.
COMMISSIONERS' COMMENTS
Commissioner Coleman reported on the tour he took of the desalination plant in Carlsbad. He also
talked about the Wildlife Advisory Group (WAG) meetings.
Commissioner Valen gave information about the Passport to the Pacific exhibit at the Living Coast
Discovery Center that opens on March 19, 2016. He said Commissioner Romo has an art piece on
display at this exhibit.
CHAIR'S COMMENTS
Chair Romo thanked staff for hosting our visitors at tonight's meeting. He asked Angela Tones to talk
about her website. She uses her website http://www.scirebc.com.mx/to report on environmental issues
happening on both sides of the border.
ADJOURNMENT
Commissioner Rahimzadeh moved to adjourn the meeting. The motion was seconded by
Commissioner Jaime and carried by the following vote:
Yes—6 Coleman, Jaime, Mora, Rahimzadeh, Valen and Romo
No-0
Meeting was adjourned at 6:35 pm to a regular meeting to be held on April 11, 2016.
