REGULAR CITY COUNCIL WORKSHOP
CALL TO ORDER
A Regular Workshop o/ the City Council of the City of Chula Vista was cal/ed fo order at 4:05 p.m. in the
Council Chambers,located in City Hall, 276 Fourth Avenue, Chula Vista, Califomia.
ROLL CALL:
Presenh Councilmember Aguilar, Councilmember Bensoussan, Councilmember McCann,
Deputy Mayor Miesen and Mayor Casillas Salas

Councilmember Bensoussan led the Pledge of Allegiance.

WORKSHOP
16-0175 INFRASTRUCTURE WORKSHOP
Update by staff on the condition of the City's infrastructure within each of
the asset management systems (Building, Drainage, Fieet, General
Government, Open Space, Parks, Roadway, Urban Forestry, and
Wastewater). Staff also will update the City Council on public outreach
efforts and engagement, public comment and survey feedback
regarding the City's infrastructure and present a recommendation for
placing a funding initiative on the November 2016 ballot.
Public Works Direcfor Hopkins provided information on the Asset Management Prog2m.
Bob Coleman, Chula Vista resident and member ol the Asset Management Program Advisory
Committee,provided his insights from lounng the City's assets and participafing on fhe c�ommittee.
Performance and Organizafional Development Manager Mills spoke �egarsiing the Ciry's public out2ach
eNOrts and the public input that had been received.
Ja2d Boigon, consultant, 2presenting TBWB Strategies, provided intormation and results of the public
surveys that had been c�onducfed.

Mark Twohey, represenfing the Youth Sports Council, spoke in support of transparency and
communication with fhe public regarding a pofentia/sa/es tax measure.
Councilmember Aguilar read a letter from Luanne Hulsizer, representing the Third Avenue Village
Associatioq regarding in/2sWCture/unding.
Discussion ensued 2garding potential local funding measures.
� Finance Director Bilby provided information on parcel tax and revenue bonds.
Discussion 2garding/oca//unding measu2s continued.
Mr. Boigon provided information regarding the ability to include an advisory committee component to a
potential sales tax measure.
At the request o/ Councilmember Aguilar, there was consensus of a majonty of the Council to di2ct staN
to provide the Council with additional informafion on 1) the medium- and cntical-nsk in/rastructure needs
that had a clear nexus to public hea/th and sa/ety; and 2) the feasibility of a sales tax measure that could
/und a bond to pay for necessary infrasWCture and that would not requi�e a supermajonty vote.

i2, 2016, at 5:00 p.m., in the Council Chambers.
