Item 3 was ramoved from the Consent Calendar. 4. 16-0151 A. RESOLUTION NO. 2016-055 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT CHANGES IN THE COMPENSATION FOR THE CBAG EXECUTIVE DIRECTOR, CBAG DEPUTY EXECUTIVE DIRECTOR AND FA DIRECTOR OF SD LECC B. RESOLUTION NO. 2016-056 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2015-2016 COMPENSATION SCHEDULE EFFECTIVE APRIL 15, 2016, AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 Recommended Action: Council adopt the resolutions. 5. 16-0157 RESOLUTION NO. 2016-057 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING RESOLUTION 2016-005 TO REMOVE THE ELECTION OF MEMBER OF THE CITY COUNCIL, DISTRICT 3, FROM THE JUNE 7, 2016 GENERAL ELECTION Recommended Action:Council adopt the resolution. He also spoke regarding the new recrea6onal vehicle parking en(orcement and spoke in support ol posting enforcemenf signs in other aieas wFiere rec2ational vehicles we2 parked. He expressed concem 2garding potholes in the City. City Manager HalbeR responded to Mr. Leafs suggestions. Pasto� John Rose, representing Rancho Visfa Church, spoke legarding the conditional use permit process 2lated to a racent project at the Rancho Vista Church, and commended sta8 and Counci/members on the handling of the issue. PUBLIC HEARINGS 6. 16-0116 CONSIDERATION OF AN APPEAL OF THE ZONING ADMINISTRATOR'S DECISION REGARDING CONDITIONAL USE PERMIT PCC-15-014 (Rancho Vista Covenant Church) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DENYING THE APPEAL AND AFFIRMING THE ZONING ADMINISTRATOR'S DECISION GRANTING APPROVAL OF CONDITIONAL USE PERMIT (PCC-15-014) FOR THE RANCHO VISTA COVENANT CHURCH AT 2088 OTAY LAKES ROAD, SUITES 101 8 201 Ma}ro�Casillas Salas stated Item 6 was being withdrawn and would not be discussed. CITY MANAGER'S REPORTS City Manager Halbert stated he spoke at a recent Smart Cities cnnference. He also spoke iegaNing his recent visifs to universities and the opportunities he had to discuss the Ciry's university project. MAYOR'S REPORTS ' Ma}ror Casillas Salas spoke regarding her attendance a recent conference, Shaping the T2ns/ormation of Urban Mobility, sponso2d by the World Economic Forum. She stated thaf SOG&E announced d would install electric vehicle charging stations in the City. Ma}ror Casillas Salas spoke /egarding the recent,posilive media 2ports on the Cify. COUNCILMEMBERS' COMMENTS Deputy Ma}ror Miesen spoke regarding the recent South Bay Family YMCA grand ieopening event. Councilmember Aguila� stated she had �eceived complaints iegarding issues ralated to parking. She spoke �egaNing impacts on the east side behveen multi-famity and single-famity neighborhoods, and on the west side with the elimination of parking spaces with the addition o/bike lanes. At the raquest of Councilmember Aguilar. there was consensus of a majonty o/ the Council to diiect statf to review the Ciry's ordinances for improvements to parking availability fo alleviate some of the parking-lelated impacts on residents. At the request o! Councilmember Aguila� there was consensus of the Council to add item to fhe agenda of Apnl 12, 2016, to discuss the fonnation of an ad-hoc subcommittee /or the purposes o( p/anning the 2076 Starlight Parade. Councilmember McCann spoke regaNing Easter evenfs in (he City, the opening of the Smart and Final in the Tena Nova Plaza, the recent intergenerational games. City Attomey Goo9ins announced thal the Council would convene in closed session to dlscuss the items listed below.
