City o1 Chula Vsta Pa9e 1 City Council Meeting Minutes March 22,2016 C. 16-0156 PRESENTATION BY INTERNATIONAL FRIENDSHIP COMMISSION MEMBER EUGENE YEE REGARDING THE 35th ANNIVERSARY OF THE CITY OF CHULA VISTA'S SISTER CITY RELATIONSHIP WITH ODAWARA, JAPAN, AND A PLANNED DELEGATION TRIP TO ODAWARA IN SEPTEMBER 2016 Commissioner Yee spoke regarding the spoke regarding the 35th anniversary o( the City's sister city relationship with Odaware, Japan, and an upcoming Mp to Odawara. CONSENT CALENDAR (Items 1 - 2) Depury Mayor Miesen stated he would abstain from voting on Item 1 due to a potential conllict of interest related to a business entify in which he had a financial interest. 1. 16-0148 ORDINANCE NO. 3364 OF THE CITY OF CHULA VISTA ACTING AS THE LEGISLATIVE BODY OF COMMUNITY FACILITIES DISTRICT NO. 17-I (WESTERN CHULA VISTA DIF FINANCING PROGRAM) AUTHORIZING THE LEVY OF A SPECIAL TAX IN SUCH COMMUNITY FACILITIES DISTRICT (SECOND READING AND ADOPTION) Recommended Action:Council adopt the ordinance. 2. 16-0072 HOUSING ELEMENT 2015 ANNUAL PROGRESS REPORT The report provides information on the City's housing activities in 2015, including progress in meeting the regional housing need; the Housing ElemenYs effectiveness in attaining the community's housing goals and objectives; and progress toward mitigating governmental constraints identified in the Housing Element. Recommended Actlon:Council accept the report. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Aguilar, to approve staffs recommendations on the above Consent Calendar items,headings read,text waived.The motion carried by the following vote: Item 1: Yes: 3- Aguilar, Bensoussan and McCann No: 0 Abstain: 'I - Miesen ACTION: Item 2: Yes: 4- Aguilar, Bensoussan, McCann and Miesen No: 0 Abstain: 0 ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. ACTION ITEMS 3. 16-0149 RESOLUTION NO. 2016-053 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE TERMS FOR AN AGREEMENT WITH POINT LOMA TRUST FOR THE OPERATION OF THE CHULA VISTA ELITE ATHLETE TRAINING CENTER Deputy City Manage�Bacon gave a p2sentation on the item. Pam Keel, Chula Vista resident, spoke in support of the City holding events at fhe site. ACT10N: A motion was made by Councilmember McCann, seconded by Councilmember Bensoussan, that Resolution No. 2016-053 be adopted, heading read, text waived. The motion carried by the following vote: Yes: 4- Aguilar, Bensoussan, McCann and Miesen No: 0 Abstain: 0 CITY MANAGER'S REPORTS The/e we2 none. MAYOR'S REPORTS There were none. COUNCILMEMBERS' COMMENTS Councilmember McCann spoke regarding the following recent events: Chula Vista Chantable Foundation mixer, Sweetwater Union High School District student art exhibit, opening o/ fhe �enovated Turtle Lagoon exhibit at the Living Coast Discovery Center, and the Easte� egg hunt organized by the Fi2 Department. Counci/membe� Bensoussan spoke regarding a recent tour she and Cultural Arts Manage� Tessitore-Lopez had provided for the Urban Alliance Association. Deputy Mayor Miesen commended stafl on their work on the operating agreement /or the Chula Vista Elite Athlete Training Cenfer. He spoke regarding the recent event at the Living Coasf Discovery Center. ADJOURNMENT At 5:54 p.m., Deputy Mayor Miesen adjoumed the meeting to the Regular City Counci/ Meeting on Apnl 5, 2016, at 5:00 p.m., in the Council Chambers.
