CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday December 11, 1974
An adjourned regular meeting of the City Council was held on the above date
beginning at 4:00 p.m. in the Council Conference Room, City ttall, 276 Fourth
Avenue, with the following
Councilmen present: Councilmen Scott, Hobel, ttamilton, tlyde, Egdahl
Councilmen absent: None
Staff present: City Manager Thomson, Assistant City Attorney Beam,
Director of Public Works Cole, Director of Building
and }lousing Grady, Director of Finance Grant
REORGANIZATION OF MANAGERIAL City Manager Thomson referred to his
DEPARTMENTS written report to the Council on November
21, 1974 in which lie proposed creating
five departmental agencies, each report-
ing to him, as follows:
1. Community Development Agency
2. Public Safety Agency
3. Public Facilities Maintenance Agency
4. Cultural Services Agency
5. Administrative Services Agency
The plan calls for an increase in the
number of department heads which falls under
authority of the City Council. This would
place more personnel in the unclassified
service.
Other cities Mr. Thomson noted that the City and
County of San Diego have utilized this
system - also the City of Santa Clara.
Itowever, the proposal submitted here is
not designed after any other city's system -
it is similar, but it is designed for
~is City's needs.
General discussion A general discussion followed in which
Mr. Thomson answered the Council's questions
pertaining to the "method" of handling
workload-causing problems; the traditional
approach; no increase in current staff;
no change in salary pending budget revie~
in five months; the role of the agency
heads and the responsibilities of the
department heads, and the implementation
of the proposal.
City Manager ~omson stated that if the
plan is approved and lie finds that }t is
not working out, he will be back to the
Council with it.
Motion to accept It was moved by Mayor Hamilton and
reorganization seconded by Councilman Egdahl that the City
Manager's reorganization be accepted.

Discussion of motion Councilman tlyde spoke against the motion
indicating it would create another level
of government, increase costs, and he
felt the City of this size was not ready
to go into the agency concept. Council-
man Hyde added that he was 100% in
agreement with the functions as outlined
in the report.
The Councilmen expressed their views
concerning the proposed title "Agency
Head"; the responsibility, salary
increase, and financial impact.
Request for withdrawal City Manager Thomson requested that the
of motion motion be withdrawn and that he be given
the option to come back at an appropriate
future time after considering all input
from the Council.
Motion not withdrawn Mayor Hamilton stated he would not
withdraw his motion and called for the
question.
Substitute motion It was moved by Councilman Egdahl, seconded
by Councilman Hyde that the Council approves
the concept of the functional structure
which would leave then the details in
terms of nomenclature and so on held in
abeyance and the City Manager would have
the option to come back at a later date
with a report pursuant to the implementa-
tion of the plan.
Motion failed The motion failed by the following vote:
Ayes: Coun~ lmen Egdahl, Hyde
NOES: Councilmen Scott, Hobel, Hamilton
Absent: None
Discussion of motion Councilman Hyde noted that the City Manager
had requested that the Council not act.
The Council discussed the philosophy of
the proposal along with its implementation.
Councilman Hyde cautioned about "rushing"
into the matter.
Councilman Scott asked the City Manager
if he requested the Council not to take
any action. Mr. Thomson stated it was

be changed from "no" to a "yes" vote.
Motion carried ~e motion, therefore, to approve the
proposal in concept, carried,
ADJOURNMENT Mayor Hamilton adjourned the men, ting at
S:31 p.m, to the meeting scheduled for
Tuesday, December 17, 1974 at 7:30 p.m.
