HomeMy WebLinkAboutcc min 1975/03/15 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Saturday March 15, 1975 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 8:00 a.m. in the Council Conference Room, City Hall, 276 Fourth Avenue, with the following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl Councilmen absent: None Staff present: City Manager Cole, City Attorney Lindberg, Director of Public Works Robens, Director of Planning Peterson, Traffic Engineer Sawyerr, Senior Planner Pass. Mayor Hamilton opened the meeting at 8:00 a.m. and explained that the meeting was called to discuss the CPO's Regional Transportation Plan. Lane Cole, Mr. Cole commented that the new proposed City Manager CPO Transportation Plan was received by his office at 11:00 o'clock yesterday morning (March 14th) and that taff had not been able to analyze it as fully as they would like; however, Director of Public Works Robens did look it over and has some recommendations to make. Bill Robens, Mr. Robens recommended that the elements Director of policy be approved; also, staff believes Public Works that until land use is tied into it, the groundbreaking for the system itself should not begin. In answer to Councilman Hyde's query as to whether or not staff is considering the "feeder system of transportation" when speaking of a land use plan that would provide the densities, Mr. Robens explained that in the controlled proposed plan adopted by CPO they have certain densities allocated by which ridership is determined; CPO is using the same kind of model used by staff in its own traffic study with the County; staff has serious doubts that these densities will occur. Mr. Robens explained that staff had also recommended that certain words be under- lined, for instance the words "bus service" and that the word "interim" be removed. Also, staff recommended that the wording "participating agencies shall work in consort with CPO in determining technical and overall staging of the system" be in- cluded at the bottom of Page #3. On Page 10 of the proposed plan regarding basic transportation policies, staff is recommending that some system be set up to insure that local jurisdictions will have input. Adjourned Regular Meeting 2 March 15, 1975 Discussion Mr. Peterson, Director of Planning, com- mented that when people compare this system with the BART system in the Bay Area, they must bear in mind the difference in distance that is involved; he questioned the need to develop a system that travels at a very high rate of speed to cover a distance of seven or eight miles. Councilman Hobel reported that the recom- mendation of the City of San Diego is that the first part of the regional system be the downtown MAC - a system to serve that downtown area built around a complete redevelopment plan. That system proposes 11 parking garages at various locations; one of these garages is ten times the capacity of Community Concourse parking, San Diego is going to push for most of the funds in the beginning going into that system and there is no way Chula Vista could support that kind of a system. Councilman Hyde commented that any state funds should be subject to the same kind of distribution as is currently in effect for Federal funds through CPO, then CPO farms it out to the operating agency; Councilman Egdahl agreed that each city should not be the recipient of the funds. Motion for It was moved by Councilman Egdahl, seconded adoption of staff by Councilman Hyde and unanimously recommendations carried that the staff's recommendations be adopted and add to this motion that the CPO be the recipient of funds; also that the MAC element of the plan is opposed. (4-1) (Councilman Scott had left the meeting) Discussion regarding It was brought out in the meeting that if airport location Brown Field is adopted for the airport location, the highway element of CTP is not functional; also the transit element is not functional. There was also the comment that if Brown Field is the new airport location, it would be unwise to vote for a transportation plan that is not oriented around that. Discussion regarding Councilman Hobel suggested the Council give letter from Lou Conde, further consideration to Mr. Conde's pro- County Supervisor posa] that the airport location go to an area-wide vote of the people. Adjournment Mayor Hamilton having left the meeting approximately 9:00 a.m., Mayor Pro Tempore Egdahl adjourned the meeting at 9:20 a.m. to the meeting scheduled for Tuesday, March 18, 1975 at 7:30 p.m. Secretary to thfCouncil
