2. INFORMATION ITEM
"Implementing San Diego Forward: The Regional Plan;
Informational presentation by SANDAL
(Carolina Ilic, SANDAG Senior Regional Planner)
Carolina Ilic gave a detaile6presentation regarding the Regional Transportation
Development update. The $204B investment will create more choices for residents, fuel
the economy and protect the environment.
They are looking at a new South Bay Rapid Transit line that would go between the South
Bay and UTC /University City and also a "Purple Line" to travel to Kearney Mesa /Carmel
Valley. A managed lane and highway network is forecast to be complete by 2035.
These items are dependent upon a new funding source and SANDAG is exploring the
possibility of a potential ballot measure for a tax increase of % cent.
There was extensive discussion and questions from the Commissioners to include:
• What is the root cause of having traffic leave the South Bay — a
jobs /housing in- balance
• Specifics about the ballot measure and when it would be presented
• Where would the new trolley lines run
• More bike and walking trails are needed
• Questions about the managed lanes
• How will SANDAG compensate for "driverless cars"
• Correlating the ballot measure to specific neighborhoods i.e.
community /neighborhood based for more acceptance

3. PUBLIC HEARING Design Review (DR15 -0020) to construct 309 multi - family units
with 602 parking spaces, retail and restaurant space on 9.43
acres within the Millenia Master Planned Community.
Applicant: Trammell Crow Residential, Maple Multi - Family Land CA, L.P.
Project Manager: Landscape Architect Patricia Ferman
Staff Recommendation: That the Planning Commission adopt Resolution
DR15 -0020 for the development of 309 multi - family
units, based on the findings and subject to the conditions
contained therein.
INTRODUCTION
In accordance with the Millenia /Eastern Urban Center (EUC) Sectional Planning Area (SPA) Plan,
Trammell Crow Residential has submitted a Design Review application for approval to construct
309 multi - family units which include multi -story units providing 4,272 square feet for live -work
use. The project also proposes 6,833 square feet of retail and restaurant space, a 10,139
square -feet leasing office /club house, 602 parking spaces, recreation areas, and associated
open space within the Gateway Mixed Use Commercial District 1 and the Main Street District 6.
CONCLUSION
The proposed 309 apartments are a permitted land use in Districts 1 and 6 of the Millenia SPA
Plan. The proposal complies with the policies, guidelines and design standards for the Millenia
SPA Plan. Therefore, staff recommends the Planning Commission approve Design Review
Permit, DR15 -0020, subject to the conditions listed in the Resolution.
Patricia Ferman, Landscape Architect, gave a Presentation of slides that included the site plans,
locator maps, architectural elements, and views of the site from all directions. She gave a project
description that provided information on the residential buildings, office spaces, parking,
landscape design and outdoor lighting and amenities.
When the presentation was complete, Todd Galarneau, who represented the Millenia owners,
gave an update of the Millenia project area and also spoke on coming attractions in the area. He
covered retail, office/hotel and housing aspects.

Alec Shiffer, Trammell Crow Residential, spoke about the project. Thanked staff for all the help
in getting this coordinated. Thinks this is the finest community project he's seen and worked on.
Expounded on the numerous amenities of this project and said how "walkable" the project is.

• Concerned that we have had mostly residential projects coming forward
• How does the city achieve a balance of residential /retail
• How far is the project from the BRT

Commissioner Anaya reminded the Board of the BRT Groundbreaking on Feb. 17th
