BACKGROUND
1 . This item involves a proposed zone change for two existing mobile home parks
located at 701 "D" Street (Jade Bay Mobile Lodge) and 708 "H" Street (Bison Mobile Home
Park) from R-3 to MHP as part of a program of reviewing the various mobile home parks
throughout the city and determining the appropriateness of placing the parks in the MHP
zone.
2. The proposed zone changes are not subject to environmental review since they are
not considered projects under the criteria set forth by CEQA because no physical change
will result from the zone change action.
RECOMMENDATION:
Adopt ordinances changing the zone of 701 "D" Street and 708 "H" Street from R-3 to MHP.
PLANNING COMMISSION RECOMMENDATION
On June 11 , 1980 the Planning Conmission, by a vote of 5 to 1 , with one member absent,
recommended that Council enact ordinances rezoning Jade Bay Mobile Lodge at 701 "D" Street
from R-3 to MHP in accordance with Resolution PCZ-80-H(1 ) and Bison Mobilehome Park at
708 "H" Street from R-3 to MHP in accordance with Resolution PCZ-80-H(3) .

1 . The following is a brief description of each park:

9 The Jade Bay Mobile Lodge is located at the northwest corner of Woodlawn Avenue and
'D" Street abutting the SDA&E railway. The Baywood Mobile Home Park which is up for second
reading to be rezoned to MHP on this agenda is directly across "D" Street from the Jade Bay
Park. The Bison Mobilehome Park site is a panhandle lot with 40 feet of frontage on the

2. The parks are slightly more than 4 acres in size. The present MHP regulations
specify a minimum acreage of 5 acres for the MHP zone. A proposed zoning text amendment
to permit smaller parks is an earlier agenda item.
3. The two parks are similar in size, density and character with each having a
recreation room and pool . In addition, the parks are well maintained and have demonstrated
stability by operating for 20 years or more. They provide a source of low/moderate income
housing for approximately 150 families or individuals and are deserving of the protection
afforded by the MHP zone.
4. A letter from the owner of the Jade Bay Mobile Lodge is forwarded for Council 's
information.

RESOLUTION NO. PCZ-80-H(3)
RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO
THE CITY COUNCIL THE CHANGE OF ZONE FOR 4.37 ACRES AT
708 "H" STREET FROM R-3 TO MHP
WHEREAS, Ordinance No. 1845, adopted by the City Council on November 28, 1978,
established the MHP (mobile home park) zone, and
WHEREAS, it was deemed expedient to consider designating various mobile
home park sites to the MHP zone, and
WHEREAS, the proposed rezonings will not result in any physical change, and
are not considered "projects" under CEQA and therefore not subject to environmental
review, and
WHEREAS, the City Planning Commission set the time and place for a hearing
on said zone change, and notice of said hearing, together with its purpose, was
given by the publication in a newspaper of general circulation in the City at least
10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at the time and place as advertised, namely
7:00 p.m. , June 11 , 1980, in the City Council Chambers before the Planning
Commission and said hearing was thereafter closed.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1 . From facts presented to the Commission, the Commission finds that
public necessity, convenience, general welfare and good zoning practice require
the change of zone from R-3 to MHP for approximately 4.37 acres, located at
708 "H" Street and developed as Bison Mobilehome Park.
2. The findings of fact in support of said determination are as follows:
a. The establishment of the MHP zone on the subject site recognizes
the existing land use and will require further Council action in
order to approve a change in land use.
b. The General Plan designates the site as Residential , 13-26 DU/acre;
the MHP zone does not specify a density so there is no conflict
between the zone and the General Plan,
3. The Planning Commission recommends to the City Council that said change
of zone be granted.
4. That this resolution be transmitted to the City Council and a copy be
transmitted to the owner of the property.
PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, CALIFORNIA
this 11th day of June, 1980, by the following vote, to-wit:
