BACKGROUND
1 . At the August 5 City Council meeting a public hearing was held to consider an
amendment to the municipal code relating to the minimum area regulation established for
the MHP zone. The public hearing was closed and the City Council referred the matter to
the staff to review and comment on an alternate proposal which was offered at the meeting,
and to report on possible mobile home sites within the Chula Vista area which might lend
themselves to application of the proposed ordinance.
2. Council asked for a brief report on what other agencies are doing with regard
to minimum area regulation for mobile home parks.
RECOMMENDATION:
1 . Adopt the Negative Declaration on IS-80-55 and find that the proposed amendment
will not have any significant environmental impact.
2. Adopt the ordinance amending Section 19.27.030 of the municipal code in accordance
with the attached Planning Commission resolution.
PLANNING COMMISSION RECOMMENDATION:
On July 9, 1980 the Planning Commission voted 6-0 with one member absent to recommend
the adoption of an amendment to the municipal code in accordance with Resolution PCA-80-9.
ANALYSIS
1 . Pursuant to City Council instruction, the Planning Department conducted a
telephonic survey of several municipal jurisdictions to determine whether or not a
minimum area was established for a mobile home park. The results of that survey are
tabulated in Exhibit A of this report. The cities which were selected for the survey
are comparable to Chula Vista in either population, growth potential , or mobile home
park activity. All of the surveyed cities permit mobile home parks under their zoning
regulations and 70 per cent of such have an exclusive mobile home park zone similar to
Chula Vista. It should be noted that 70 per cent of the surveyed cities either have no
minimum size requirements for mobile home parks or allow parks to be less than 5 acres
in size.
2. At one time a 10 acre minimum mobile home park site was standard to many California
cities. This requirement was then generally replaced by the 5 acre minimum. Under the
present trend it would appear that the 5 acre minimum is being used less as a standard
with more emphasis being placed on site planning and urban design. Most cities now
recognize that mobile home parks can increase the affordable housing stock and small
parcels of land, even though less than 5 acres in size, can provide the opportunity for
development into a very acceptable housing alternative.

3. The Planning Department has quickly reviewed the Chula Vista Planning Area and
has located 4 sites less than 5 acres in size which could lend themselves very well to
mobile home park development (see Exhibit B attached) . Each of these sites bears a
good relationship to the adjacent land uses and each is within walking distance to
neighborhood shopping facilities.
CONCLUSION
The Council has two choices at this time: No. 1 is to adopt the ordinance as
drafted, in accordance with my recommendation; or to refer the matter back to the
Planning Commission for further study to consider the alternative proposal presented
at the last City Council meeting which would grandfather in existing parks less than
5 acres in size but would preclude the development of new parks which would not comply
with the 5 acre minimum.

NEGATIVE DECLARATION
PROJECT TITLE: Zoning Text Amendment - Mobile Home Park Acreage

A. Background
Since the adoption of the MHP (Mobile Home Park) zone in November
in 1978 , the City of Chula Vista has embarked on a program to rezone
exisitng mobile home parks within the city, to MHP to insure that
the property could not be used for any other purpose unless the City
Council approves a change of zone upon request by the property owner.
To date , six such parks have been rezoned. However, the program is
at a stage where many of the existing mobile home parks contain
less than the required area of 5 acres , thus prompting the City to
initiate a zoning text amendment to the code to make this 5 acre
minimum permissive rather than mandatory.
B. Project Description
Amend the Chula Vista Municipal Code (Section 19 . 27. 030) to read
as follows:
"Section 19 . 27 . 030 Area regulation
The area regulation of the MHP zone is as follows : The minimum area
of a mobile home park site should be five acres. "
C. Compatibility with zoning and plans

The proposed project is compatible with the regulations and criteria
of the MHP zone and is consistent with the goals and objectives of
the General Plan.
D. Identification of environmental effects
The proposed amendment is designed to protect the present and future
residents of mobile home parks that may be less than 5 acres in size
and not alter the goals and objectives of the Mobile Home Park Policy.

E. Findings of insignificant impact
1. The project involves a zoning text amendment and is not
site specific, therefore no natural or man-made resources will
be affected.
2 . The proposed amendment is not at variance with the goals and
objectives of the General Plan and short term goals will not
be achieved to the disadvantage of long term environmental goals .
3. There are no impacts anticipated to occur which could
interact to create a substantial cumulative impact on the
environment.
4. The project will not adversely effect ambient noise levels
nor will it effect air quality. The quality of life in this zone
will be improved.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO
THE CITY COUNCIL THE ADOPTION OF AN AMENDMENT TO CHAPTER 19.27
(MHP - EXCLUSIVE MOBILE HOME PARK ZONE) TO MODIFY THE AREA
REGULATION
WHEREAS, Ordinance No. 1845, adopted by the City Council on December 4,
1978 added a new Chapter 19.27 to the Municipal Code to establish the MHP -
Exclusive Mobile Home Park Zone, and
WHEREAS, it was subsequently deemed that the area regulation of the MHP
zone may be too restrictive, and
WHEREAS, an Initial Study, IS-80-65, of possible adverse environmental
impacts of a proposed amendment to Section 19.27.030, Area regulation, was
conducted by the Environmental Review Coordinator who concluded that the
proposed amendment would not produce significant environmental effects and on
June 27, 1980 recommended that the Planning Commission adopt a Negative Declaration
on the Initial Study, and
WHEREAS, the City Planning Commission set the time and place for a public
hearing to consider the proposed amendment, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. ,
July 9, 1980 in the Council Chambers, 276 Fourth Avenue, before the Planning
Commission and the hearing was thereafter closed, and
WHEREAS, the Planning Commission found that in accordance with the findings
in the Negative Declaration on IS-80-65, the proposed amendment to the Municipal
Code will have no significant environmental impact and adopted the Negative
Declaration.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1 . From facts presented to the Planning Commission, the Commission finds
that public necessity, convenience, general welfare and good zoning practice
require the amendment to Section 19.27.030 to read as follows:
19.27.030 Area regulation.
The minimum area of a mobile park site should normally be at
least five acres; provided, however, that parks smaller than five
acres may be allowed where the Planning Commission and City Council
find that a smaller park would protect or enhance the supply of
affordable housing and would be compatible with surrounding land use
patterns.
2. The Planning Commission recommends to the City Council that said
amendment be adopted.
3. That this resolution be transmitted to the City Council .
