Public hearing - Consideration of establishing and levying an increased additional business license tax upon the area included in the Parking & Business Improvement Area and to modify the boundaries of said area for the purpose of the general promotion of retail trade Ordinance /f - Establishing the adjustment of an additional business license tax and modi- fication of the boundaries of the Parking and Business Improvement Area - First Reading and Adoption Submitted by: City Attorney ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X ) The Town Centre Business and Professional Association has requested that the City Council increase the additional business license tax used for promoting retail, commercial and professional activities in the Town Centre area and that the boundaries of the improvement area be expanded so that they will be coterminus with the Redevelopment Project Area No . 1 . The City Council on November 20, 1979 adopted a resolution setting forth the increased additional business license tax as proposed, which would double the additional tax presently being paid. However, the $100 ceiling, placed upon the additional business license tax pursuant to Ordinance No . 1715, would be retained . Therefore, no business would be required to pay more than $100 in additional taxes . The hearing on the matter is set for Tuesday, December 11, 1979 . At that time, Council will receive oral protests and any written protests which have been filed with the City Clerk. The Finance Director should examine the protests and determine if a majority protest, i .e. , the number of businesses representing a majority of the general business license taxes paid within the area, has been received. If there are a significant number of protests, it may be advisable to continue the matter to the Council Conference of December 13 to allow the Finance Director to accurately evaluate those protests . 'S Salute to Business 5 O Misc. $19,000.00 $19,000.00 TOTAL 0 - 1 $ g-5 Agenda Item No . 7, 7a For the Meeting of 12/11/79 Page Two However, at this time, the Board of Directors of the Town Centre Business and Professional Association seem convinced that there will be no signifi- cant protests and that it would be possible to summarily conclude that those protests received do not constitute or represent the majority of the general business license taxes paid within the improvement area . An ordinance has been prepared, which in accordance with Section 312 of the City Charter, being an ordinance declaring the amount of money neces- sary to be raised by taxation, shall take effect upon first reading.
