ITEM TITLE Ordinance 10S - Amending Title 9 of the Chula Vista Municipal
Code by Adding Thereto a New Chapter 9 .18 Entitled "Offenses
Against Property"

The Sweetwater Union High School District has requested that
the City of Chula Vista adopt a trespass law prohibiting
unauthorized persons from coming on to the campuses of the
school district and creating serious problems in refusing
to leave upon the request of school authorities . The District
requested that we adopt a similar ordinance as that which has
been in effect in the City of San Diego since 1973 .
Such an ordinance has been prepared and is ready for Council
action.

Dear Mayor Hyde:
The Sweetwater Union High School District is faced with a very serious problem
which threatens the safety and welfare of our students. We are currently
having a very serious problem with unauthorized persons coming onto our
school campuses while school is in session. The California Education Code
Section 32211 addresses this problem in a broad sense, but it is very difficult
to enforce. The trespassers and intruders refuse to leave the school grounds
when asked by a school official.
Our adjacent school district and city have been able to reduce this problem
through joint cooperation and through the adoption of school district policies
and city ordinances dealing specifically with campus intruders and trespassers.
I am enclosing a copy of the San Diego City trespassing ordinance section
52.70.01 .
I wish to request that the City Council of Chula Vista adopt a similar ordinance
to that of San Diego City which will help us assure the safety and welfare of all
the students.
