BACKGROUND l . Pursuant to City Council instructions, the Planning Department has studied the 8.74 acres of land which are generally bounded by Bonita Road, the I-805/Bonita Road inter- change, Vista Drive and Bonita Glen Drive. While the subject acreage is primarily vacant, it consists of both incorporated and unincorporated territories, and is variously zoned E-1 , R-1 , R-3 and C-C-D. 2. Recently the City Council , in an effort to improve the land use pattern of the East Chula Uista-Bonita Area, redesignated the 8.74 acres of land in question from "Visitor Commercial" to "Retail Commercial " on the plan diagram of the Chula Vista General Plan, and reiterated its interest in the unified planning and development of the Bonita Glen enclave. 3. The Planning Department has addressed its charge in a twofold manner--the proposal of the establishment of the Bonita Glen Specific Plan and the rezoning of the acreage under consideration to C-C-P. While the proposed rezoning and prezoning are eval- uated in this report, the proposed specific plan is the subject of the companion case, PCM-77-4, which is also on this agenda. 4. The Environmental Review Committee, meeting in regular session on February 3, 1977, conducted an Initial Study (IS-76-114) on the proposed rezoning and prezoning, and ordered the preparation of a draft Environmental Impact Report. Concur with Planning Commission recommendation for change of zone. 2. Certify that the City Council has reviewed EIR-77-2 and considered the information therein; and find that EIR-77-2 has been prepared in accordance with CEQA 1970, as amended, the California Administrative Code and the Environ- mental Review Policy of the City of Chula Vista. BOARD/COMMISSION RECOMMENDATION� On April 20, 1977 the Planning Commission voted 5-2 to recommend that the City Council approve the prezoning and rezoning of the subject property from E-1 , R-1 , R-3 and C-C-D to C-C-P in accordance with Resolution PCZ-77-C. The Chula Vista Planning Commission, meeting in regular session on April 20, 1977, conducted a public hearing on the rezoning and prezoning. After closing the said hearing the Commission certified that it had reviewed EIR-77-2 and considered the information therein. It found that the EIR had been prepared in accordance with CEQA, the California Administrative Code, and the Environmental Review Policy of the City of Chula Vista. 6. The Planning Commission also adopted a motion recommending that the City Council prezone and rezone the su6ject property from E-1 , R-1 , R-3 and C-C-D to C-C-P. B. ANALYSIS 1 . The proposed prezoning and rezoning of the 8.74 acres of land in quest�on would be consistent with the Chula Vista General Plan. In the event of the failure of the involved property owners to implement the Bonita Glen Specific Plan, the proposed C-C-P zoning would provide adequate regulations for the systematic development of the subject territoy in accordance with the General Plan's "Retail Commercial" goals, objectives, policy and standards. 2. Although the regulations of the C-C-P zone are suitable for the promotion of the order and amenity of Bonita Glen, they are not flexible enough to accommodate the mini- village concept proposed under the Bonita Glen Specific Plan. The latter is dependent upon extensive preplanning and custom-made land use, bulk, height and environmental regulations. Therefore, the proposed prezoning and rezoning merely provide a safeguard in connection with the planning of the subject 8.74 acres. 3. RESOLUTION OF THE CITY PLANNING COMMISSION RECOMQ+tENDING TO THE CITY COUNCII THE CHAN6E OF PREZONING AND ZONING FOR 8.74 ACRES LOCATED ON THE SOUTH SIDE OF BONITA ROAD �ETWEEN BONITA GLEN DRIVE AND I-805 FROM E-1, R-1, R-3 ANO C-C-D TO C-G-P MIHEREAS, Resolut9on No. 8408 adopted by the Chu1a Vista City Council on November 16, 1976 changed the General Plan des�gnation for 8.74 acres located on the south side of Bonita Road between Bonita Glen Drive and 1-805 to Retail Cortmerciai, and WHEREAS, the City Planning Comnission initiated an application to consider changing the prezaning and zone designation of subject 8.74 acres from E-1, R-1, R-3 and C-C-D to C-C-P, and WHEREAS, the City Planning Comnission set the time and place for a hearing on said zor.Q char.ge, and notice of said hearinq, togethen with its purpose, was given by the publication in a newspaper of generai circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at the time and,place as. advertised, namely .. 7:00 p.m., April 20, 197?, before the Planning Commission and said hearing was �hereafter c]osed, and WHEREaS, following a public hearing held on April 20, 1977 on the draft Environmental Impact Report on the development of subject property, the Planning � Comniss�on adopted EIR-77-2 as the city's Environmental Impact Report for the proJect. NOW THEREFORE BE IT.RESOLVED AS FOLLOWS: 1. From facts presented to the Commission, the Corronission finds that public necessity, convenience, general welfare and good zoning practice require the change of prezoning and zoning for 8.74 acres located on the south side of � � Bonita Road between Bonita Glen Drive and I-805 from E-1, R-1, R-3 and C-C-D to C-C-P. 2. Findings of fact in support of said determination are as follows: a. The zone change establishes a uniform zoning on the several properties included in the area so they may be developed in a compatible and coordinated fashion. b. The change of zone brings the zoning designation into conformance with the General Plan. � c. The praposed zoning would be consistent and harmonious with the proposed Bonita Glen Specific Plan, which, if adopted, would become the principal plan for the effectua- tfon of the 6enera] Plan with respect to the subject. 8.74 acres. 3. The Planning Corrmiission recomnends to the City Council that said change of zone be granted. 4.
