A. BACKGROUND
1 . The subject property (see locator) containing 0.54 acres was rezoned from R-3
(32 units/acre) to R-3-G (17.4 units/acre) in June, 1972 based on the finding that
the lower density apartments would be more compatible with the single family homes
constructed to the north and west. In October, 1975 the property was subdivided
into three lots and a single family home was constructed on each lot under a condi-
tional use permit (PCC-75-18) .
2, On November 16, 1976 the General Plan designation of this property was
changed from high density residential (13-25 DU/acre) to mediume density residential
(4-12 DU/acre) by Council action on General Plan Amendment GPA-76-6 in recognition
of the property's development at a lower density.
3. To bring the zoning map into conformance with the General Plan the staff and
the Planning Commission are recommending that the subject property be rezoned from
P.-3-G to R-1 .
4. On November 27, 1975, in connection with a submittal for the Halecrest single
family dwellings project, the Planning Commission found that the project would not
have any possible significant impact on the environment and certified that the fVega-
tive Declaration for IS-75-64 was in conformance with CEQA, 1970, as amended. The
Initial Study which resulted in the Negative Declaration reviewed, among other dis-
cretionary acts, the rezoning of the property. As a result, no further environmental
review is required.

BOARD/COMMISSION RECOMMENDATION� At the meeting of February 23, 1977, the
Planning Commission voted 7-0 recommending that the City Council approve the
rezoning of 0.54 acres located at the northwesterly corner of fiale Street and
Halecrest from R-3-G to R-1 , based upon the findings contained in Resolution
PCZ-77-F.

B. DISCUSSION
1 . Existing land use.
The property, consisting of three single family lots of a total of approximately
0.54 acres, has been developed with three single family detached residences.
2. Adjacent zoning and land use:
North - R-1 - Single Family Dwellings
South - C-O-P - Vacant (plans approved for a dental office building)
East - C-C-P - Vacant
West - R-1 - Single family dwellings
3. Analysis.
This rezoning is necessary to bring the zoning into conformance with the General
Plan as required by State law. R-1 zoning is proper, consideri��g the property's ac-
tual use and is most compatible with the adjacent residential neighborhood.

RESOLUTION OF THE CITY PLANNING COM�ISSION RECOMMENDING TO
THE CITY COUNCIL THE REZONIN6 OF PROPERTY AT �63, 372 AND
876 HALECREST DRIUE FROM R-3-G TO R-1
WHEREAS, 0.54 acres of property located at the northwest corner of
Hale Street and Halecrest Drive, zonea R-3-G, was subdivided into three
single family lots under conditional use permit PCC-75-18 in October, 1975,
and '
WHEREAS, the General Plan designation of the proFerty was changed from
High Density Residential (13-25 DU/acre) to Medium Density ResidentiaT
(4-12 DU/acre) by General Plan Amendment GPA-76-6 adopted on November 16, 1976, ,
;
and
WHEREAS, rezoning application PCZ-77-F was initiated by the City Planning
Comnission on February 7, 1977 for a change of zone of the property designated
as 868, 872 and 876 NaTecrest Drive from R-3-G to R-1, and
WHEREAS, a Negative Declaration for IS-75-64 covering development of the
property, including rezoning, w4s certified by the City Planning Corronission on
November 27, 1975, and
WNEREAS, tl�e Planning Commission set the time and p7ace for a public hearing
On Sdid application, and notice of said hearing, together with its purpose, was
given by the publication in a newspaper of general circulation in the City at
led5t 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
February 23, 1977, before the Planning Commission, and said hearing was thereafter
closed.
NOW THEREFORE BE IT RESOLVED AS fOLLOWS:
1. From facts presented to the Commission, the Comnission finds that
public necessity, convenience, beneral welfare and good zoning practice require
the change of zone from R-3-G to R-1 for the property at 868, 872, and S76
' Halecrest Drive.
2. The findings of fact in support of said determi�ation are as follows:
a. The use for which the property is being rezoned is an existing use
attd is part of a larger neighboring area of single family dwellings
in the R-1 zone.
b. The General Plan was amended to reflect the existing single family
' use. This change of zone brings the zoning into conformance with
the amended General Plan.
3. The Planning Commission recommends to the City Council that said change
of zone be granted.
4: That this resolution be transmitted to the City Council.

1 . The project will not adversely effect any natural or man made environmental
features present in the project setting, nor ��ill the project generate any
polTutants that wilT have a potential to significantly degrade the quality
of the environment ar curtail the range of the enviranment Wf11CI1 supports
the biosystem.
2. The pro.ject is in conformance with the long term environmental goals of
the City of Chula Vista , wi71 not effect any productive resource and �•rill not
result in a significant ►vasteful , ineffecient or unnecessary consumption of an�
resour-ce. It will serve to strengthen the existing urbanized areas.
3. The project wiTl not provide any facility that could support secondary
development that wouTd cumulate to a level. of being substantial and adverse
nor do any of the insignificant impacts interact to a significant level .
4. Through the standard development regulations , there wi11 be no su5stanti«1
adverse effects on human beings due to visuai , acousticai or air pollution.
There tivill be very little change from the existing conditions. The proposed
land use is identical to that of the ajoining area.
