Q4 .140 of Chapter 2 .04 of the Chula Vi�ta Municipal Code relating to the Order of Business and the Order of the Aqenda of the City Council SUBMITTED BY� City Attorney SE.COt1D R�ADii:�. nND A�OPTtOIV 1TEM EXPLANATION� The suggestion has been made by the City Manager that an appropriate means af rearranging the order of the agenda by the City Council would be by making reference to a resolution rather than amending the ordi- nance which presently establishes such order . This would allow for a greater flexibility on the part of the City Council. It is recommended that the attached ordinance be adopted establishing such procedure and that on the effective date of such ordinance, the Council adopt a resolution establishing a new agenda order. It is recommended that as an alternative to the proposal simply to change written communications to precede the Mayor ' s report thus establishing the following order: A. Roll call; B. Pledge of allegiance; C . Invocation or silent prayer; D. Approval of minutes; E . Special orders of the day; F. Oral communications; G. Public hearings; H.
