HomeMy WebLinkAboutReso 2016-053 RESOLUTIOI�' NO. 2016-0�3 RESOLUTIOA' OF THE CITY COUI�'CIL OF THE CITY OF CHULA VISTA APPRO�'Ii�'G THE TERI�9S FOR AN AGREEMEI�'T Vl'ITH POINT LOMA TRUST FOR THE OPERATIOI�' OF THE CHULA VISTA ELITE ATHLETE TRAII�'ING CENTER V�'HEREAS, the United States Ol��mpic Committee ("liSOC`) o���ns the Olympic Training Center (`OTC" or "CVOTC") located in the Cit� of Chula Vista; and WHEREAS, the USOC ���ishes to transfer to che City the OTC. including the land upon ���hich the OTC is situated and OTC operations, as set forth in an attendant agreement; and VIHEREAS, the Ciri desires to accept said transfer and continue to operare the OTC as a training site for Olympic and elite level athletes; and �1'HEREAS, to further the 2oal of operatine the OTC as a training site for Olympic and elite level athletes, the Cin� desires to convact �vith Point Loma Trust (`PLT") for said operations and seeks to enter in an operating aereement ("Operating Agreement") with PLT; and WHEREAS; PLT was chosen to contract with via a selection process ���hich began in July 201�. ��fien the Cin� issued a Request for Expressions of Interest (RFEI) for an operator. Ele��en potential operators responded. Through a series of evaluations; the City and the USOC narrowed the selection and ultimately selected PLT, an affiliate of Point Loma Nazarene Uni��ersin� (`PLI�'U"); as its preferred operator; and N'HEREAS; PLT ���as selected because of PLI�TU's experience with operatin� hieh qualin� sports facili[ies; buildings, residence halls and dining facilities; its understanding of the need to mazket the facility for additional re��enue generation that complements the core business such as increased use by intemational athletes, grass root camps. hosting additional I�'ational Go��emine Boazds, sport and teambuilding clinics; its e�istine investment in Chula Vista with their relationship H�ith South�i-estem College: its acceptance and desire to embrace and promote the ��ision of the Cit}� and the USOC regarding the Olympic movement and support of Olympic and elite le��el athletes training at the center; its desire to ezceed the expectations of USOC and the City; its desire to de�=elop strategic partnerships ti�ith, and to maintain or enhance sen�ice le��els for Easton Archen� Center of Escellence; and its ���illin2ness to beaz risks of operatin2 deficits: and �L'HEREAS, Cit�� Staff, in this Resolution`s attendant Staff report; presented proposed terms (`Terms�`) for said Operatine Agreement ben��een the City and PLT. I�'OV�'. THEREFORE. BE IT RESOLVED bv Cit�� Council of the Citv of Chula Vista. that it does hereb�� approve the proposed Terms for an Operatine Agreement beh��een the Cih� and PLT, in substantially the form presented to Cit�� Counsel ��ia this Resolution`s attendant Staff report, �vith such minor modifications as ma}�be required or appro��ed b�� the Cit� Attome��. and authorizes and directs the Cit��'s ne�otiatin� team to proceed �vith ne�otiations ���ith PLT. pursuant to the Terms presented, and directs Staff ro remrn as soon as reasonabh� possible to Resolution No. 2016-0�3 Page No. 2 present the final Operating Agreement to City Council For consideration and approval.
