ITEM EXPLANATION�
A. BACKGROUND
1 . The applicant requested a change of zone and approval of a precise plan for
approximately 30 acres of the Community Hospital site on Dora Lane, a quarter mile south
of Telegraph Canyon Road. The application, filed by Community Hospital of Chula Vista,
seeks rezoning from R-1-H to C-O-P and approval of a precise plan for a 65,000 sq. ft.
medical office building. Future development within the 30 acre site includes an expansion
of the hospital and the possible construction of a 198 bed convalescent hospital and
related parking areas. The Planning Commission reduced the commercial area from 30 acres
to 5 acres.
2. The Environmental Impact Report (EIR-76-6) on this project was adopted by the
Planning Commission on September 13, 1976 and forwarded to the Council on September 21 ,
1976.
B. DISCUSSION
1 . Proposal .
The area for which the original rezoning was requested consisted of the 30 acre site
of the Chula Vista Community Hospital . The applica�� requested that the entire site,
currently zoned R-1-H,be rezoned to C-O-P. The existing hospital , constructed on the
easterly half of the site, was approved under the conditional use permit procedure.

STAFF RECOMMENDATION: Concur with the Plar�ning Commission recommendation. It should
be noted that some solution which will assure the installation of a traffic signal at
the intersection of Telegraph Canyon Road and Brandywine must be accomplished regardless
of the method of financing, unless the Council finds overriding considerations of the
statement of need cited in the Environmental Impact Report.
BOARD/COMMISSION RECOMMENDATION� On October 25, 1976 the Pl anni ng Commi ssi on voted 5-0
to recommend that the City Council approve the rezoning of approximately 5 acres of the
30 acre site, identified as Parcel #1 and legal description, from R-1-H to C-O-P with
the remainder of the site remaining R-1-H, subject to the conditions in resolution
PCA-76-B. In addition, Council should certify that EIR-76-6 for the Chula Vista Medical
facilities has been completed in accordance with CEQA 1970, as amended, and that Council
COUNCIL ACTION� has considered the EIR information in making its decision.

The Planning Commission and staff determined that it would be necessary to proceed only
with the rezoning of the 5 acre area rather than the entire 30 acre area in order to avoid
creation of a large commercial office zone which permits a variety of general business
offices, real estate offices, and other such uses, which are unrelated to the hospital
and medical center. The convale�cent hospital proposed for a later phase of development
would be allowed in the R-1-H zone under the conditional use permit procedure.
2. Adjacent zoning and land use
North - R-1-H Vacant - Junior high school site
East - A-1 (8) (County) Vacant (limited agricultural uses)
South - A-1 (8) (County) Vacant (limited agricultural uses)
West - R-1 (County) Vacant (limited agricultural uses)
3. Existing land use
The 30 acre site is under the ownership of the Community Hospital of Chula Vista.
The proposed rezoning plan indicates that Parcel #3, consisting of 18.3 acres, serves
as the site of the existing hospital including parking, heliport, landscaped areas and
open areas which are undeveloped. Dora Lane, serving the site, is a dedicated street.
The remaining areas (designated Parcels 1 and 2} are presently undeveloped with evidence
of prior use for agriculture and grazing.
4. The existing zoning is R-1-H which allows single family residential uses with
minimum lot size of 7,000 sq. ft. , subject to Hillside Modifying District regulations.
5. General Plan
The s�te is currently designated as "Hospital " on the Chula Vista General Plan
and lies within an area designated for Medium Density Residential .
C. ANALYSIS
1 . The present use as a medical facility serves a necessary and desirable community
function and is a compatible use within the area which the General Plan indicates will
be developed in predominantly low to medium density residential uses. The proposal to
expand medical uses on the remainder of the site has the potential of expanding community
health care facilities for the present and future populations, increasing the tax base
and creating new jobs. The medical office building will complement current health care
functions of the hospital and provide greater convenience for both medical personnel
and the public served.
The future .convalescent hospital will similarly be an integrative use for the
facilities on the site. It is of utmost importance, due to a number of factors including
the visibility of the site, because of its relative elevation and the importance of the
hospital to the community, that the high standards of development of the current facility
be maintained for the proposed medical office building and convalescent hospital .
2. The major purpose in rezoning the site is to allow medical offices to be
developed thereon. A concern over the rezoning to C-O-P is that the office uses allowed
in that zone are not limited to medical uses alone. As a result of rezoning, it would
not be possible to limit future uses to those which are medically related and could allow
an incursion of other office uses. If, on the other hand, only the portion of the site

proposed specifically for medical offices were rezoned, it would permit that use and
leave the remainder of the site in the R-1-M zone. This zoning would permit the current
hospital uses and a future convalescent hospital by conditional use permit. This,
control of the land for medical uses by the Planning Commission would be maintained.
3. The developer has expressed a desire to request City participation for the
offsite improvements on Telegraph Canyon Road. Both the developer and the City feel
that the improvements are needed. See attached Traffic Engineer's justification of
conditions of approval . It was staff' s recommendation that the amount of City participa-
tion, if any, is appropriately the determination of the City Council . The Planning
Commission voted unanimously that the City Council should consider the need for estab-
lishing some funding source to meet the needs for construction of the signal , taking
into consideration the applicant's quasi-public status.
4. Specific problems related to the further development and utilization of this
site have been addressed in the Environmental Impact Report and will be the subject of
conditions for approval of the precise plan.
5. The precise plan information necessary to consider rezoning is not adequate for
the convalesc�nt hospital at this time. In a meeting with a representative of the appli-
cant (Community Hospital of Chula Vista) , held on September 24, 1976, it was determined
that no firm development plans or timetable exist for the convalescent hospital .

RESOLUTION OF TNE CITY PLANNING COMMISSION RECOMMENDING �
TO TNE CITY COUNCIL THE CHAN6E OF ZONE FOR APPROXIMATEIY
5 ACRES LOCATED AT 740 DORA LANE FROM R-1-H TO C-O-P
WHEREAS, a duly ver•ified application for change of zone was filed with the
Planning Department by Community Hospital of Chula Vista, on May 10, 1976,
applicatior� No. PCZ-76-B, and
WHEREAS, said application requested a change of zone for approximately 5
acres located at 740 Dora Lane, more particularly described in said application,
from R-1-H to C-O-P, and
WHEREAS, Environmental Impact Report EIR-76-6 on the project was adopted
by the Planning Commission on September 13, 1976, and
WNEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
September 13, September 27, October 4, and October 25, 1976, before the Planning
Commission, and said hearing was thereafter closed.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
. 1. From facts presented to the Co�nission, the Commission finds that pubiic
necessity, convenience, general welfare and good zoning practice require the change
of zone of the 5+ acre portion of the 30 acre site of the Comnunity Hospital of
Chula Uista designated as Parcel #1 and described in the attached legal description
� from R-1-H to C-O-P with the remainder-of the site remaining in the R-1-H zone,
• subject to the following conditions: ,

' b. The applicant shall file a parcel map to subdivide the site as
� indicated on the drawings submitted and coinciding with the boundaries
� of the property to be rezoned.
, e 2. The Planning Commission requests that the City Council consider the need

for establishing some funding source to meet the needs for construction of a
traffic signal and other intersection modifications and in their deliberations
take into consideration the applicant's quasi public status and the expense the
� applicant has already incurred in providing similar amenities in construction of
the hospital site.
3. The findings of fact in support of sa.id determination are as follows:
a. A medical office building is not permitted under the R-1-H zoning,
' but is a reasonable and desirable complementary use to the existing
• hospital and would serve to enhance the public health, necessity,
convenience and welfare, and is not contrary to good zoning practice
nor would it create a conflict with other land uses.
b._ C-0-P zoning allows medical office use wnich is complementary and
supportive of the hospital designation shown on the General Plan and,
subject to the conditions of approval and the precise plan process, will
be compatible with probable future adjacent land uses.
4. The Planning Corrunission recommends to the City Council that said change
of zone be granted.
5. That this resolution be transmitted to the City Council.

The 30-acre site on Dora Lane is presently zoned R-1-H.
Within this zoning there exists the Chula Vista Community Hospital.
The Chula Vista Cammunity Hospital presently is the sole traffic
generator for Brandywine Avenue, save a couple of farm vehicles
that use this road, as stated in the EIR.
The present ADT on BRANDYWINE AVEt3U� is estimated to be
1480 vehicles per day. This estimate is based on a 24-hour traffic
uni-directional voltune count taken in P�iay, 1976. This comntand�Wed
a p.m. peak of 90 vehicles per hour durTogestimate�the ADT, a 500
4:00 - 5: 00 p.m. for northbound only.
north-southbound split was assumed. This traff ic count was also
� used to establish the frequency of traffic on Brandywine. Brandy-
wine Avenue is currently in a free flow condition (level of service
A as per Highway Capacity Manual) .
• TELEGRAPH CANYON ROAD currently has an ADT of 13,480, based .
� on an October, 1975 bi-directional traffic count. Directional
counts were made �n March, 1976. The ADT derived fram these counts
was 13,OQ0 vehicles per day. The March, 1976 traffic counts also
provided an a.m. peak for eastbound traffic of 970 vehicles from
7:15 - 8:15 a.m. and an eastbound p.m. peak of 1170 vehicles frort

from 8:45 - 9 :45 p.m.
The present capacity of Telegraph Canyon Road is 1900 vehicles
per hour (both directions) . This is according to the Telegraph
Canyon Road (east of Brandywine) capacity analysis (reference HY 012) .
The traffic on Telegraph Canyon Road is approaching unstable flow
(Ievel of service D} during peak hour.
� Ap�lying the above figures to the traffic signal warrants as
establ�shed by thE Stata of California DepartMent of Transportation
Division' s of High�vay Traffic Manual, it has been determined that
this intersection does not pass these warrants to justify �.he in-
stallation oi traffic signals. See Exhibit A.
It should be pointed out at this time that due to the high
speed of vehicles approaching the intersectioi3, a left turn slot
has been installed. This is to provide storage space for those
vehicles wishing to turn onto Brandy�aine Avenue. This left turn

College area was performed. The results of this study indicated
a generation factor af 8.7 trips per unit. ' The calculated ADT of �
2350 vehicles per day cl.osely approximates the existing ADT on
Brandywine of 148Q vehicles per day.
The EIR far this 30-acre site indicates an expected increase of
.10� of the existing ADT for Telegraph Canyon Road in 1977-78.
Applying the above data to the aforementioned traffic signal
� . warrants, it has been determined that the intersection of Brandywine
� and Telegraph Canyon Road would not justify the installation of
traftic signals. See Exhibit B.
III. Proposed Zoning (C-O-P) - 1977-78 Projected Conditions:
. Under the proposed zoning for this 30-acre site, the EIR
�stablishes traffic data for various development phases. The
skilled nursing facility referred to in the EIR will not be in-
cluded in this report. This section of the report shall incl.ude
the hospital and medical office building.
. The traffic generated on Brandywine by the medical office
faciZita.es for 1977-78 is presented in the EIR as 825 vehicles per
day. The traffic generated by the Community Hospital. for 1977-78
is presented in the EIR as 2040 vehicles per day. These two volumes
� were then summed to esfablish a total ADT for Brandywine.
The above figures were then applied to the signal warrants
and found to �ustify the installation of traffic signals. This
would be a result of the change in traffi.c volume only and does
not consider any unusual accident rates or drastic i.ncreases in
pedestrian activity. See attached Exhibit C.
IV. Conclusion:
The above data well establishes the necessity for the in-
stallation of traffic signals at the intersecti.on of Brandywine
and Telegraph Canyon Road. This traffic signal c�rill serve the
purpose of assigning .right of way and providing a positive control
of traffic movement at the intersection. The Telegraph Canyon
Road approaches to this intersection are approximately SO mph.
Therefore, the e�fectiveness of the traffic signal and intersection
geometrical design is critical to the safety of the people who will
drive this road. '
It is essential that both a left turn pocket and free right
turn lane be established to allow the turning traffic at this
intersection to separate from the through traffic. These two lanes
provide storage space and deceleration lanes for people to wait at
the intersection while the through traffic is allowed to proceed.
Proper delineation permits the through traffic continuous movement
and thus increases the safety and capacity of the intersection.

time. With the March, 1976 figure of 1I70' vehicles per hour, this
would require the signal to provide 780 of the total allowable green
time. • This allows only 22o for. the traffic on Brandywine.
Presently. on Telegraph Canyon Road there are single lane
_ approaches to the intersection of Brandywine and an existing ADT
� of 13, 480. Increasing- the ADT by 10a , as dictated by the EIR,,
results in a future ADT (197?-78} of 14 , 828. 1483 vehicles would
be the future peak hour volume, assuming 10°s of the ADT for ].977-78-
In determining the capacity of this intersection, it is necessary
to establish the eastbound to westbound ratio. Using the r4arch,
1976 study, an 80/20 ratio of eastbound to westbound was established.
Applying this ratio to the projected peak hour volume figure of
1483 gives a peak hour eastbound approach volume of 1186 vehicles
per hour of gre�n time. This would require 790 of the available
green time at the intersection. With the increase of traffic on
Brandywine proposed in the EIR, this would not. a-�.lo�r enough green
time to clear the traffic generated by the haspital and medical
office building. In order to have safe and efficient movement of
people and goods, it tilould be necessary to� provide two through
lanes for each direction of travel on Telegraph Canyon Road. This
will reduce the volume to capacity ratio on Tel.egraph Canyon Road
and in so doing, increase the Ievel ot service and safety of the
intersection.
Further studies will be necessary to establish the Iength of
Ieft turn pocket� necessary to provide adequate and safe stacking
