ITEM EXPLANATION�
The Uniform Building Code does not provide for permits or specify structural regulations
for fences and walls under six feet in hei�ht. Section 15.08.020 of the Municipal Code
requires permit issuance for fences and walls that are more than three feet in height,
but no structural provisions are provided as no real hazard exists in fences and walls
under six feet in height.
During a three-year period from 1973 through 1975, revenue from fence and wall permits
amounted to $2,061 . This amount did not cover the cost of inspection. We estimate that
only 50% to 60% of the fences have permits. Most persons obtaining fence permits neglect
to call for a final inspection thus creating a backlog of paperwork for the Department.
With so many new, mandatory regulations by the Federal and State governments, i .e. , energy
insulation, noise insulation, requirements for the handicapped, garage door springs, flood
plain construction standards, we need the staff time for structures that do involve the
health, safety and welfare of the public.
