BACKGROUND 1 . In November, 1978 the City Council established the MHP (Mobile Home Park) zone to provide appropriate locations for mobile home parks and to insure that the properties zoned MHP could not be used for other land uses unless the City Council deems it desirable to rezone the land. 2. On March 20, 1979 the City Council accepted the Planning Commission's recommendation and rezoned four mobile home parks to MHP as part of a City program to recognize the existing mobile home parks and provide for review by the Planning Commission and City Council prior to any redevelopment of the parks. In conjunction with this program the mobile home parks located at 677 "G" Street and 731 "G" Street are now being proposed for rezoning to MHP. 3. The proposed zone changes are not considered "projects" under CEQA since they will not result in any physical change and are, therefore, not subject to environmental review. B. DISCUSSION 1 . The two mobile home parks under consideration are located within a large block area bounded by "F" and "G" Streets and Broadway and the I-5 freeway. ThreA other mobile home parks are located within the same block (F to G, west of Broadway} , howevPr, they are not being considered at this time because each is split z�ne� and will re�uire a more indepth study by staff. These three parks will be co:�sidered at a later meating. The two parks being considered for rezoning at this time �re sirnilar in characteristics to four other parks recently rezoned by the Council . 3. Terry's is the largest of the two parks and can accommodate the larger dauble wide mobile hom�s while Cabrillo is significantly smaller and generally is set up to accommodate the smaller, shorter, single wide mobile home. Each park has a recreation building and other ameni�ies and is well maintained. PCZ-79-I RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE CHANGE OF ZONE FOR 15.84 ACRES AT 677 "G" STE?�ET ,aND 6.36 11CRES AT 731 "G" STREET FRaM R-3 TO MHP WHEREAS, C=rdinance No. 1845, adopted by the City Council on November 28, 1978, established the NEHP (mobile home park) zone, and WHEREAS, it was deemed expedient to consider designating various mobile home park sites ta the MHP �r�nes �r�d WH�REAS, the proposed rezc��ngs wi11 nct resu�t in any physica' changE, and are not considered "projects" undez� �EQN and ther�fore not subject �o environ- mental review, and WHEREAS, the Ci-:;y P���nniny Commiss}�n set th�: time and place for a hearing on said zone changes, and nutice ofi sa�+d hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the C�ty at least 10 days prior to the date of said hearing, and WHEREAS, a hearing taas held at the time and p7ace a�; advertised, �amely 7:00 p.m. , �Iarch 28, 1979, in the City Council Chambers before the Planning Commission and said hearing was thereafter closed. NOW, THEREFORE, BE IT RES01_VED AS FUI�l�O?�S: 1 . From facts presented to the Commission, the Comm�issior� fir�cls that p�ablic necessity, convenience, general welfare and good zaning practice requir� the changP of zone from R-3 to MHP for 15.84 acres located at 67% "G" Street and developed as Terry's Mobile Park, and for 6.36 acres located at 731 "G" Street and developed as Cabryllo Mobile Lodge. 2. The findings of fact in support of said determination are as followa: a. The establishment of the MHP zone on the subject mobile home par�k sites is consistent with the existing land use that has been esi.��,- lished for approximately 20 years. The zoning designation will insure stability o�F the use and will provide some protection of an important housing resource. b. The General Plan desi�nates the area as High Density Residential , 13- 2� DU/acre. The MHP zone does not specify a density; however, Terry's Mobile Park is developed a� 12 units/acre and the Cabrillo M,�bile Lodge contains 19 units/acre. 3. The F'lanning Commission recommends to the City Council that said change of zone be grant�d. 4. That this resolution be transmitted to the City Council and a copy be transmitted to the property owners. � PASSED AND APPROVED BY THE CITY PLANNING COMMISSION OF CHULA VISTA, C,4LIFORNIA this 28th day of March, 1979 by the following vote, to-wit: AYES: Commissioners G.
