BACKGROUND 1 . On November 29, 1978 the City Council adonted Ordinance No. 1345 establishing the MHP (mobile home park) zone. The primary purpose of the MHP zone is to provide appropriate locations where mobile home parks may be established and maintained. The secondary purpose of the zone is to insure that the land zoned MHP may not be used for another land use unless the City Council deems it desirable to rezone the land. With the increasing demand for condominium units and the fact that most mobile home parks in Chula Vista carry a zoning in which condominiums can be built, coupled with the lack of mobile home space, mny residents of mobile home parks are fearful that their parks will be redeveloped with condominiums and they will have no place to relocate their units. This anxiety is intnsified by the fact that the newer mobile home parks frequently prohibit the older coach units from locating in the new parks. It is because of the secondary purpose that the City has elected to consider the rzoning of certain moile home parks to establish the MHP zone on the properties. 2. Since the proposed rezonings will not result in any physical change, they are not considered "projects" under CEQA and are therefore not subject to environrnental review. B. DISCUSSION 1 . There are presently 19 mobile home parks located within the city limits: Staff considered it appropriate to take action on 4 of the larger parks at this time vith others to be considered subsequently. Table I, following, is a brief description of each of the 4 mobile home parks: DJP:yy EXHIBITS Conti;nued on supplemental page Agreement Resolution Ordinance Plat X (4) Notification List Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT STAFF RECOMMENDATION Conduct public hearing to consider change of zone for four areas. Except for the Otay Lakes Lodge, the other three mobile home parks under consideration have recently been rezoned from R-3 to a less dense R-3 zone (June, 1978) . In addition the "M" Mobile Home Park h1odifying District was attached to each site. The attachment of the "M" Modifying District recognized the existing land use, however, the "M" District allows the property to be redeveloped in accordance with the underlying "R" zone. Economics and the age of mobile home parks makes the possibility greater each year that the mobile homes will be phased out and redeveloped with another type of land use. Rezoning the properties to the new MHP zone cannot insure that the mobile home parks will remain indefintely, but it does afford the Council some discretion in the matter, as redevelopment tt1tl1 some other use could occur only if Council rezones the property to some other category. 3. While redevelopment of the Otay Lakes Lodge mobilehcme park is unlikely in the near futur, it too should be preserved by the establishment of the MHP zone on the property. ' RESOLUTION NQ PCZ-79-E(1 ) RcSOLUTIOW OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE CXJGE OF ZONE FOR 12,33 ACRES AT 345 "C" STREET FROh1 R-3-L-M-F TO PHP WNEREAS, Ordinance No. 1845, adopted by the City Council on November 28, 7978, established the MH (mobile home park) zone, and WHEREAS, it was deemed expedient to consider designating various mobile tume park s7 tes tn . fHP zoie, and 4ltlERAS, th roposed rezrings will not result in any physical changeg and a^e ot consid►e "pojects" unaer CEQA and ther2fore not subject to environmental rviw, and ' WHERAS, thF ity Planning Commission set the time and place fQr a hearing on said zore chane, and noice of said hearing, tageLher with its urpose, was given by the public:atian in a newspaper of general circulation in the City a' least i0 iays prior to o7e date of said hearing, and WHERtAS, a hearing was held at the time and plac as advertised, namey 7:00 ;.m. , Februar,y 14, 1979, in the City Council Chambers before the Plannif Commissin and sad hearing was thereafter closed. NOW, THEREFORE:9 BE IT RESOLVED AS FOLLOWS: 1 . From facts presented to the Commission, the Commission finds tha: public necessity9 onvenience, general welfare and good zoning practe reaU;re the change of zone from R----Ni-F to MHP for approximately 12.33 acres5 locaed at 345 "C" Street and developed as the Travelodge mobile home park. 2. The findings of fact in suppnrt of said determination are a: follo:as: a. The establishment of the MHP zone on the subject site recognizs the existing land use and will require further Council action in order to approve a change in land use. b. The General Plan designates the site as Residential , 13-26 DU/acre; the MfiP zone does not specify a density so there is no conflict between the zone and the General P1an. 3. The Planning Commission recommends to the City Council that said change of zone be granted. 4. That this rsolution be transmitted to the City Council and a copy be transmitted to the owner of the property.
