BACKGROUND On January 23, 1979 Council directed that an ordinance be prepared amen�ing the offstreet parking requirement for speGified types of office uses. Council also called for additional study of th� parking requirements for general office uses, including a general provision which wquld increase the prpportion of permitted compact spaces. 6. DISCUSSTON An ordinance has been prepared to change the parking requirement for banks, savings and loans, and medicaT and dental offices to one space for each 200 square feet of gross floor area, wi,th a minimum of five spaces in any case. The ordinance further deletes post offices from the tab1e of offstreet parking requirements, thus allowing that sort of specialized use to be evaluated on an individual basis by the Planning Commission. PROJECT TITLE: Zoning Text Amendment - Parking for Offices & Banks Project Location: City of Chula Vista Project Proponent• City of Chula Vista C�SE N0. IS-79-33 DATE: December 11, 1978 A. Background Pursuant to a Planning Commission request, the Planning Dept. staff has conducted a s�udy of off-street parking requirements for banks , - business and professional offices , and medical and dental offices. The results of this study have prompted the staff to recommend a zoning text amendment which would increase existing parking standards for these uses. B. Project Description The proposed zoning text amendment will increase the number of on-site parking spaces required for bank and business and professional offices from 1 space/3C0 ft. of floor area; minimum of 4 spaces; to 1 space/200 sq. ft. of gross floor area; minimum of 5 spaces. In additi_on, parking standards for medical and dental offices will change from 5 spaces/doctor to 1 space/200 sq . ft. of gross floor area,•' minimum of 5 spaces. A standard parking requirement for post offic�s will be deleted due to the unique parking demands required by this use. C. Compatibility with zoning and plans Increased on-site parking standards should result in a decrease in on-street parking in residential areas adjacent to banks and offices. � Elimination of resulting street congestion and facilitation of the City' s internal traffic circulation is consistent with the policies of the General Plan. , D. Identification of environmental effects ' � Existing adverse effects ' � The parking study prepared by the Planning Dept. staff has concluded that current parking standards for offices and banks provide too few vehicle spaces. As a result, traffic using adjacent streets may be impacted and adverse effects such as multiple vehicle trips in the area of parking facilities may be occuririg while patrons are seeking parking spaces. � ' ... � r � � C -2- ( � This situation would then result in additional vehicle trips in the vicinity and vehicle engines running for a longer period of time creating greater C-O emissions. - Potentia2 Adverse effect The subject ordinance will result in a 33% increase in parking facilities for business offices and banks. The additional pavement will increase the potential for associated aesthetic impact and increase in volume of runoff. Degree of effect, of course, would depend on specific project location relative to adjacent land uses, topography and drainage systems. Landscaping, required on a percentage basis, will increase accordingly which will reduce the potential for adverse aesthetic effect. And, on the most part, additional runoff should not create any substantial drainage problems unless located upstream of an area subject to flooding or within a major inadequate or unimproved drainage course. Environmental review of specific proposals would be required prior to approval. The increase in property required to be utilized for parking may encourage less intense development, on the other hand, it may encourage multi-story structures. The proposed parking standards � could also induce developers to seek alternate parking facilities such as common parking lots or parking structures. E. Findings of insignificant impacts l. The project is not site specific, therefore , will not result in any adverse effect on any biological or other � natural resource. 2. The proposed zoning text amendment is not inconsistent with the goals and policies of the General Plan and is not anticipated to achieve short term to the disadvantage of long ' term environmental goals. 3. There are no impacts anticipated to occur which could result in a substantial cumulative effect on the environment. - 4 . The proposed parking standards are designed to create adequate parking facilities for existing and future patrons and is not expected to cause a substantial increase in traffic or related emissions . � � � � � � � -3- ,.
