Pursuant to a Planning Commission request, the Planning staff conducted a study of offstreet parking requirements f4r banks, business and prpfessional offices, and medical and dental offices. The results of the study prompted the staff to recommend a zaning text amendment increasing the parking requirements for these uses. 2. An Initial Study, IS-79-33, of possible adverse environmental impacts of the project was conducted by the Environmental Review Coordinator on December 8, 1978. The Coordinator concluded that there would be no significant environmenta1 effects and on December 27, 1978 the Planning Commission adopted the Negative Dec1aration. B. DISCUSSION l . As a direct result of the Commission 's concern regarding the adequacy of city parking standards for medical and other office use, the staff conducted parking counts and interviewed employees of various businesses to determine whether present code require- ments for banks, office buildings and medical and dental offices are sufficient. Based on staff's review the following conclusions were reached: a. Some businesses have recognized that the code does not provide adequate standards and consequently have provided more parking than the ordinance requires. b. A number of businesses require or suggest to their employees that they park offsite, causing congestion in the adjoining residential and commercial areas. c. Inadequate parking wi11 cause a certain percentage of customers of clients to seek other business 1ocations which provide adequate parking. In addition to checking with other jurisdictions, the staff has monitored a number of businesses in an attempt to drawr�� some conclusions as to whether they have adequate parking. However, this survey was done on a periodic 6asis and, therefore, any conclusions drawn from this survey cannot Ge firmly substantiated. Another important factor contributing to the parking problem is the manneically which some professional offices are now operating. For example, dentists now typ employ more technicians than they have in �he past and uicalZdentistlwho operatedyout� from technicians to receptionists to hygenists. The typ of an 800-1 ,000 sq. ft. office in the past is utilizing 1100 to 1400 sq. ft. today. In business offices the trend has 6een to accommodate a larger number of people per square foot. 5. Whenever a significant zoning text amendment is adopted, it is appropriate to determine how to handle building permit app1ications that are in process at the time the ordinance takes effect. In the case of this zoning text amendment, staff feels that any plans which are being processed, which would be afflicaaionstfornawbuipdingmpermithfiled be allowed to continue the processing. PCA-79-8 RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUIPAL CODEAROLAT�NGOTOAOFFSTRDETNPAROINGAFORROFFICES OF THE MUNIC AND BANKS WHEREAS, Section 19.62.050 of the h1unicipal Code sets forth the number of offstreet parking spaces required for various uses, and WHEREAS, the City Planning Commission noted a possible inadequacy in the , number of parking spaces required for medical and dental offices and for banks and directed that the staff study the parking needs of those uses, and WHEREAS, the results of a study conducted by the Planning Department prompted a recommendation to increase the parking requirements for offices and banks, and WHEREAS, the City Planning Commission set the time and place for a hearing to consider a proposed amendment to Section 19.62.050, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. , December 27, 1978 in the Counci1 Chamber, City Hall , before the Planning Commission and the hearing was thereafter closed, and WHEREAS, the Planning Commission found that in accordance with the findings in the Negative Declaration on TS-79-33, the proposed amendment will not have a significant impact upon the envir�nment, and adopted the Negative Declaration. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1 . From facts presented to the Planning Commission, the Commission finds that public necessity, convenience, general welfare and good zoning practice require the enactment of the fo1lowing amendments to Section 19.62.050 of ����� Municipal Code: a. Amend subsection 2 to read: 2. Banks, 6usiness and professional offices; 1 for each 200 sq. ft. of gross floor area; minimum of 5; (Note: Post offices are deleted from this subsection.) b, Amend subsection 18 to read: 18. Medical and dental offices or clinics: 1 for each 200 sq. ft. of gross floor area; minimum of 5; 2.
