The experience over the last two years has not been as good as anticipated. We are presently averaging 11 permits per quarter in a lot that contains 19 available spaces. As a result, the Parking Place Commission at their meeting of November 19, 1978 voted 4-0 to recommend to the City Council that the Del Mar Parking Lot be metered. The Commission feels that by offering ten-hour meters at this location we will obtain greater utilization of the parking lot. We have enough ten-hour meters on hand to make the conversion. The only _- additional costs at this time will be in restriping the lot and providing concrete wheel stops. It is the intention of the Commission to increase the total number of spaces available by providing four to six spaces for small or foreign cars. City forces can be used for all the necessary work and total costs for the con- version should not exceed $600. In approving the ordinance, the City Council accepted the Parking Place Commission' s recommendation to establish ten-hour meters at this lot. ITEM EXPLANATION (4/5TH`S VOTE REQUIRED YES NO X } On December 13, 1977 the City Council adopted Ordinance No. 1780 which prohibits the moving of buildings in the City. Action by the City Council was prompted by the passage of Senate Bill 1072 (effective July 1 , 1978) which would prohibit the City from requiring any renovation other than a new foundation and utility connection. On September 8, 1978 staff sent a letter to Mr. Xavier Mendoza, Chief, Department of Housing and Community Development, outTining the minimum health and safety requirements that the City has imposed on moved buildings and questioning as to why we could not continue to require minimum standards of heal:th and safety. On September 19, 1978 Mr. Mendoza answered the letter and in essence he stated that we could continue to require the upgrading of elements of the building frame, electrical , plumbing and mechanical system that appears to have become hazardous or unsafe and would make the building substandard. The Board of Appeals and Advisors, at their meeting of December 11 , 1978, unanimously approved the proposed ordinance that will allow the moving of buildings in the City. It has been recommended that the ordinance be amended to include an additional definition for "hazardous wastes" , which are not presently covered in the ordinance. Secondly, because rubbish and garbage are no�a mixed and there is a j�int collection, the capacity of garbage receptacles with a mixed content has been increased from 18 gallons to 40 gallons. Third, the weight of the empty receptacles has been established at a maximum of fifteen pounds and a fully 1oad�ed con- tainer may not now exceed sixty pounds, rather than the previous eighty pounds. A list of approved and disapproved methods and content of garbage collection for residential customers has been established by Section 8 .24. 080. The ordinance has been prepared for Council action.
