A. BACKGROUND
1 . In January 1978 the State La�eveloamenteahattdeveloperslpartic�pateuinethe provi�}
tion to the approval of res�dential P rovide clear and
sion of interim school facilities in cases where the school district(s) p
convincing evidence that a particular residential development would overload existing school
facilities.
2. Also in January 1978, the City Council adopted an interim ordinance (#1783) to
meet the requi rements of the �ea newtordinance�whi cha i sn s imi 1 are to he i nte r m ordi nance�.

1 . Both school districts have had po1l��the1distt^ictsf to opfset�theecost�ofneducating

accorrrnodated by new schools for the long-ter-m. Place�ent of
temporary use buildings/relocatable structures and busing of stu-
�ents are stopgap measures for the near-termo�ditions of over�f
thernselves do not significantly reduce th i �
crawc3ing. Support by developers in the form of financial contribu-
tions or ded�_cations of land is nc�cessary i_n order to try to keep
abrE�st of po��3lat�_on growth, and even with such assistance , any

�3ifficult until �era�an�nt additional classroom bui�dings can be �
